Weekly Update 4 November 2019

 

Welcome to our new weekly update report for the BMSB season. We want to keep you informed of our work and answer your questions. We'll include eBACCa queue processing times and volumes.

This week

TSW – A significant TSW issue was raised on Thursday 31st October, where MPI Target Evaluation was unable to view lodgement documentation. This has been resolved. The following lodgements were affected:

 Lodgement submitted into TSW (Thursday 31 October) between 10:58am and 6:43pm AND you have an MPI Biosecurity or Food hold outstanding – required the agent to resend your lodgement attaching all documents.

The effects of this outage (first and second submissions) is to some extent still ongoing. If you have urgent consignments please contact manifest@mpi.govt.nz

Sea freight queue

For the coming week, sea freight application turnaround is estimated at 3-6 days.

COB Friday 1st November status: There were 1949 Sea Freight in the queue (includes Australian application) and TET were processing applications due back on 31st October (one day behind operational performance targets).

There were 926 applications to be left to be processed before Monday 4th November.

On Monday 4th November morning the total sea freight queue stood at 1213 applications and TET are processing sea freight due back today.

 

Airfreight queue

For the coming week, air freight application turnaround is estimated at 3- 8 hours.

COB Friday 1st November status: there were 374 air freight applications left in the queue (includes Australia) all but 123 of these were due back Monday 4th November.  The team was working 13 hours behind the operational performance target.

On Monday 4th November morning there were 460 airfreight application in the queue with the team processing consignments due on the same day.

 

Australia queue

For the coming week, Australia container applications turnaround is estimated at 2-3 days. 

COB Friday 1st November status: Australia queue stood 477 applications (111 Air, 366 Sea) with 203 consignments left to complete all of Friday’s due applications.

On Monday 4th November morning the Australian queue had 346 applications remaining with consignments being processed and due the same day (2 hours ahead of operational performance targets)

  • ICR processing – (Low value) the majority ICR were turned around within expected operational performance measures. A very small proportion of ICRs were processed over the operational performance target.
  • Urgency manifest inbox up-to-date processing 50-150 incoming messages by Friday afternoon, due to the TSW issue.
 

Pressure point:

A reminder please do not lodge a second submission and email the manifest inbox (to let us know that you have submitted) at the same time.

Your questions answered

 

Topic 1 – Transhipment through NZ.

 

Example

What are the transhipping requirements for untreated, fully sealed containers, from a Schedule 3 country? 

 

Answer

Yes, untreated, fully sealed container can be transhipped via New Zealand. The container must remain at the port or arrival and remain sealed. Note: The lodgement for this container should be accompanied with the BL, or booking for the vessel, or voyage details with the date of departure. 

 

Topic 2 – Japan treatment providers

 

Example

We have some used car parts ex Japan and have reached out to the local approved fumigator on your list.

The Kobe provider advises they do not handle fumigation for containers – only vehicles on RORO vessels?  Is this accurate as it contradicts the below details

Please advise how we can fumigation these goods in Japan prior to arrival in NZ

Answer:

If they are not willing to treat containers you will need to find other providers who will. This could be a provider in Japan or it could be a provider outside Japan that’s on the list.

 

 

Topic 3 – Plastic Crates From Italy

 

Example

We have brand new plastic crates ex Italy. Is there any possibility of obtaining an exemption from fumigation for these containers based on the fact these crates are plastic and new?

Answer:

ALL cargo from Italy requires treatment unless it is listed on the sensitive list. Yes these crates require offshore fumigation.

Note As to fumigants/heat treatments: - Fumigation SF or MB is fine on this product (pallets) as is  heat treatment.
