Important Updates for ODFP Membership
Potential Partnership Between Oceanside and Port Alberni
Dear Oceanside Division Members;
The Oceanside Division of Family Practice hosted a member meeting on Tuesday November 13 to discuss a potential partnership with Port Alberni family doctors.
After a rich discussion and questions the membership in attendance agreed that Board and staff, with assistance from Doctors of BC, continue the exploration by inviting representatives from the Port Alberni practitioner community to meet and talk.
This is the very beginning of these discussions and we wanted our members to be aware that this is not a firm decision to amalgamate, rather a conversation to see if our values and visions for the future can be aligned to make an amalgamation a positive choice for both communities.
While this is a very exciting opportunity for both organizations, we have more talking to do. We are making a call to all ODFP members at this time to ask if you want to be part of these ongoing conversations. A sub-committee of Board and members will be appointed by the end of November to continue this conversation. If you would like to be on this sub-committee, please let Evelyn know by November 28. Sub-committee members will be reimbursed for their time.
The ODFP Board is optimistic that with deeper exploration of our commonalities and good planning that this opportunity will enhance both organizations going forward. We are committed to communicating with our membership at every step of these negotiations. Please watch your newsletter for more information.

Changes in Oceanside Board Member Composition
Dear Oceanside Division Members;
The Oceanside Division of Family Practice hosted a member meeting on Tuesday November 13 to discuss the changes that the New Societies Act will bring to the Board of the ODFP .
The New Societies Act applies to all societies in British Columbia and will come into effect on November 28, 2018.
The most significant issue for all BC Divisions is a new limitation on the number of directors who may be remunerated by the Divisions for services provided. After updating our by-laws and in consultation with Doctor of BC lawyer representatives and much discussion, the Board decided that the composition of the Board would become three practitioner members (doctors or nurse practitioners) and four non-remunerated “community” members going forward. At the member meeting on November 13, the Board invited feedback and discussion and asked for member input as to who in the Oceanside community might be a good fit for appointment to the ODFP Board in the next year. There were great names brought forward for consideration. At this time the Board would like to ask members who could not attend the member meeting for their input. When considering potential Board appointments, please first consider of our mission, vision and goals.
Please also consider following personal characteristics:
• An interest in supporting the mission vision and goals of ODFP
• Some experience relevant to the organization or a similar organization
• Eagerness and ability to participate at every meeting.
• Willingness to have fiduciary accountability to members.
• Innovative and forward-thinking
• Supportive, but willing to express their own opinion.
***Community appointees will be reimbursed 3 hours per month at the current sessional rates for Board meeting preparation and attendance***
Changes to the Board will be done over the next few months with a staggered approach to bringing on “community” members. Board members have the right to appoint “community” members at this time. Please send us your suggestions by November 28.

Upcoming Palliative Care Training in Oceanside
The BC College of Family Physicians provides the Pallium Canada LEAP MINI course to our community. The course provides learners with the essential, basic competencies of the palliative care approach. This 1-day course (which will be offered on a Saturday in January) is certified for 16.5 Mainpro+ credits – note that all pre and post exercises must be completed to claim these credits.
The Oceanside Division of Family Practice is trying to gauge the best possible date to offer this course to both physicians and other healthcare professionals in Oceanside, and we are requesting your help in indicating if you would be interested in attending on any of the days it might be offered.

GPSC Supports Oceanside’s application for Primary Care Network Service Planning
On November 9, 2018, Shelley Ross and Ted Patterson of the GPSC contacted the Collaborative Services Committee to let us know of the support for Oceanside to engage in the collaborative development of Primary Care Networks (PCNs). It was indicated in the acceptance letter that the Expression of Interest (written in the summer of 2018) had met the eligibility criteria and had been approved to move forward to PCN development in the Oceanside region.
To support the work of developing a PCN service plan, the GPSC approved the release of $150,000 in change management funding to the Oceanside Division of Family Practice. The disbursement of these funds will be determined by the Collaborative Services Committee (CSC). Funding is being provided to ensure the PCN partners have shared resources to support the development of the PCN service plan and to initiate necessary change management activities. It is expected that the service planning will formally begin in January 2019 and is slated for completion by March 31, 2019.
This is certainly the beginning of this multi-year, complex project. There are still many questions to be answered. For now, staff at ODFP will ensure that members are informed each step of the way. If you have any questions or concerns do not hesitate to contact:

Patient Medical Home Update
Patient Medical Home has been very active in the last year. After consultation with the greater membership, a working group came together to guide the work moving forward. These are the three aspects we are working on.
1. The Clinic Incubators
2. Networks for Oceanside
3. Physician/Practitioner Supports that focus on the PMH attributes
After an in-depth application and selection process, we have 2 clinics who will be leading the way to guide a PMH in their clinics and set the stage for others to follow. Work has begun with Doctors Biglow, Haslett and Bartlett.
We are gathering data in different areas to establish where the focus for supports will be with these offices. Recently, clinics met with Dr. Bruce Hobson to see about mining data from EMRs efficiently. Work has also been done by a business analyst who completed a report and recommendations for 2 clinics. He met with both clinics and their staff and did a thorough evaluation. All of this will be helpful moving forward with regard to setting our focus for these clinics.
Work has also begun on establishing two priority networks that came out of a September meeting with members: Palliative Care Network and MOA Network.
Outreach has begun to include groups who used to meet under the ‘End of Life Working Group’. Outreach to MOA Network has begun with a first successful meeting in November. We had 17 MOAs show up and give great feedback on how they see their network working to support them in the work they do for GPs and NPs.
Physician/Practitioner Supports will begin by having a First Nations Cultural Safety and Humility CME given by Dr. Kelsey Louie from FNHA. Date is being organized for early February 2019.

RCI Update
The Residential Care Initiative working group has met, and will be requesting expressions of interest from RCI physicians in Oceanside to submit pilot projects for Quality Improvement in residential care. The project/s will be chosen for funding by the ODFP Board December 19th, and will be ready to start in the New Year. As well, watch out for upcoming CMEs as chosen by Oceanside healthcare providers!

Online Group Program: The Online Chronic Conditions Self-Management Program is for people with all levels of computer skills. Participants log in at their convenience for a total of about two hours a week to access interactive sessions. Participants remain anonymous and all activity takes place on a dedicated, secure website. Each workshop takes up to 25 participants and is led by two trained online facilitators and monitored by a program mentor. 1 to 1 Telephone Program: The Self-Management Health Coach Program is a telephone support program for individuals needing the extra support to achieve health goals. Each individual is paired with a coach and receives a weekly, 30-minute phone call for 3 to 6 months. The Joint Collaborative Committees (JCCs) will once again host a pre-forum all-day event as part of the BCPSQC’s Quality Forum in February 2019 at the Hyatt Regency in Vancouver.
The JCC event will take place on February 26, before the Quality Forum’s main programming on February 27 & 28.
This year’s JCC theme focuses on ‘The Power of Togetherness’, and will be presenting projects that demonstrate alignment, integration and collaborative breakthroughs. There will be no call for abstracts as projects will be identified under these themes.
The JCCs are happy to sponsor attendance for any physician wishing to attend all three days. Stay tuned for more information.

Residential Access Policy Change IMPLEMENTATION UPDATE for Primary Care Physicians
The BC Ministry of Health has extended the effective date for new policy regarding access to “long term care homes” (new name for Residential Care). This new policy will now come into effect March 1, 2019 across Island Health.
Key Points
• Current First Appropriate Bed policy remains in effect until March 1, 2019.
• Work to achieve safe supported discharges home from hospital to await a long term care home continues to be an important strategy.
• Education for staff who assess and waitlist patients for a long term care home, as well a brochures and online information for patients and families will be delivered in February 2019.
• Case managers will continue to collaborate with primary care physicians regarding care planning for their patients.
• Physicians will receive further updates in early 2019 in advance of the policy implementation.

Seeking MD Study Participants
Physicians who have a Conscientious Objection toward MAiD
• Do you have a conscientious objection to MAiD?
• Are you willing to share your experience?
If yes, we are interested in speaking with you about participating in a study by physicians in Island Health and faculty from the University of Victoria.
The purpose of this study is to understand the range of physicians’ experience as either an assessor, prescriber, or declining to participate in MAiD with a patient who has chosen medical assistance in dying. We have interviewed assessors, prescribers and now seek experience of those who conscientiously object.
You will be asked to:
• Participate in a 30-60 minute recorded conversation (in person or by phone, at a time convenient to you) with a researcher who wants to learn about your experiences.
