Target Evaluation Update: Clarification on TSW responses for Low value ICR submissions.

There has been some confusion over the responses that are received when you submit an ICR where there has been a low value request.

All low value requests are transferred to MPI systems to assess before a final response is sent.  This means that that initial response that you receive for the submission will be a HOLD (Response Status: HLD-Consignment Held).   

You do not need to do anything when you receive this message. MPI will assess the information provided in the ICR to see if there is any cargo of potential biosecurity risk included.  We will then send a final response back to TSW on the ICR.

We endeavour to provide that final response within 3 hours 24/7.

Your final response for each HAWB will have either:

  • a cleared response (WOF), or
  • a request for an MPI import declaration (MDR). 

If any cargo that has an MDR, you will need to complete a Primary Industries Import Declaration (IPI). Download the Primary Industries Import Declaration (IPI) - NZ Customs website

IPI is a type of import entry (IM1) that only is sent to MPI. It allows MPI to assess more of the information provided and issue directions on a BACC accordingly.

To help clear low value submissions faster, use a good description of the goods. Avoid descriptions that are vague (eg sample, INV 456, Goods, Gift, #2456990). These do not provide enough information for biosecurity assessment and we will more than likely need to hold this cargo for an IPI.
