2018 Doctors of BC Health Authority Engagement Survey

Beginning May 24th, 2018, Doctors of BC will be conducting its 3rd annual Health Authority Engagement Survey which seeks feedback from physicians, including those who don’t work directly in a hospital, on their level of engagement with their respective Health Authority.

A new element to this year’s survey is the breakdown of results by Medical Leadership. This will allow each Health Authority to better understand and compare the views of front-line physicians and administrative physicians.

Doctors of BC members will receive an email on May 24th inviting their participation in the survey. The deadline for responses is midnight on June 21st, 2018. The survey is being conducted by the Health Standards Organization (HSO), an affiliate of Accreditation Canada. All responses are anonymous and confidential, neither Doctors of BC nor Health Authorities will have access to individual responses. Upon completion of the survey you may choose to enter to win one of two iPad Pros or Surface Pros. If members have any questions or do not receive their email invitation, please contact Doctors of BC at surveys@doctorsofbc.ca. When results are available, they will be shared with all Doctors of BC members and health authorities. To access last year’s Survey Report click here.

You are cordially invited to the upcoming Physician Forum, where:
-Dr. Paul Hasselback, Medical Health Officer, Island Health, will present on the provincial and local opioid overdose epidemic.
-  A Special Guest will describe how the overdose crisis has impacted a Central Island Family.
- Dr. Ramm Hering, Medical Director, Primary Care Substance Use, Island Health, will present on how Addiction Medicine treatment can help patients with Substance Use Disorder, specifically Dr. Hering will address Opioid Use Disorder and Opioid Agonist Therapy (e.g. Buprenorphine/Naloxone, known as Suboxone) treatments.
-Information on local resources to support primary care providers will be also presented.
- You will have an opportunity to participate in discussion on current efforts to address the opioid crisis and share ideas on how we can all work together to improve care.

Upon completion of the evening’s presentations, participants will:
• Have a better understanding of local impact of the opioid crisis and how you can help.
• Greater understanding of best evidence based treatments for Opioid Use Disorder.
• Gain knowledge of local opioid and general addiction resources for Oceanside.
• Participate in discussion and share ideas aimed at reducing the burden of the opioid epidemic.

Forum attendance will be compensated at the Doctors of BC approved sessional rate. In addition, 2.5 MAINPRO+ credits will be available for this session.

“What’s New in Addiction Medicine?” lecture series

Join us Tuesday, June 26th as we will be hosting the 54th edition of the “What’s New in Addiction Medicine?” lecture series.

This (free) event features a presentation by Dr. David Cyr and will be held between 12-1pm. The talk is entitled "Wonder Weed: A Review of the Evidence for Medical Uses of Marijuana and Potential Role in the Opioid Crisis" and will be hosted at St. Paul's Hospital, Hurlburt Auditorium. A light lunch will be provided.

GPSC Meeting Summary May 31, 2018

KEY ITEMS


1.    Primary care network expression of interest: second intake date
Based on the previous information shared about the next intake for EOIs being September 17, 2018, the committee confirmed that there will be opportunity for further intakes starting in the new year; however, these dates have not yet been confirmed. The September 2018 intake will include up to 20 CSCs, depending on Ministry and GPSC staff capacity to provide adequate support.


2.    Incentive Program: PMH management incentive
The Incentive Working Group (IWG) provided an update on the development of a new GPSC fee that will compensate GPs for undertaking patient medical home activities. At the GPSC’s 2018 Spring Summit, the IWG presented a session to seek feedback on the proposed PMH management fee. Overall, participants agreed that there is a need to provide ongoing compensation to physicians for additional time spent transitioning to and managing a PMH. The IWG continues to develop the incentive. The committee also approved moving forward with a new panel development incentive to be launched later this year. More details will be released shortly.

3.    Governance of primary care networks and patient medical homes
The committee had a discussion about roles and responsibilities with regards to patient medical homes and primary care networks as the work continues to evolve. The GPSC continues to fully support physicians and local divisions as they move forward in partnership with health authorities and other providers.


4.    Feedback from the profession
The GPSC received a letter that outlined concerns about an unintended consequence of a new walk-in clinic in a community. It has shifted traffic from the emergency department, as hoped, but because emergency physicians are paid in a fee-for-service model it has resulted in a loss of income for those doctors. The letter included a recommendation for an alternate payment method for emergency physicians to ensure retention and avoid a potential shortage of emergency coverage in the community.

Other feedback discussed included: work being done to address EMR form optimization, reminder that supporting PMH and physician networking is foundational to the work moving forward, support for replacement of retiring physicians and for new grads coming into practice and concerns regarding the high cost of overhead. 

5.    Community Health Centres
The Ministry of Health provided an update on the expansion of Community Health Centres (CHCs). Operating with interdisciplinary teams, CHCs are multi-sectoral organizations that provide primary health care and social services in one location. The ministry has draft CHC policy under development, which incorporates feedback from stakeholders, including GPSC physician representatives, reflects the integrated policy framework, and focuses on the CHC key attributes that are consistent with primary care networks, patient medical homes, and urgent primary care centres. The final draft CHC policy will be presented to the GPSC for review.


6.    Primary care networks in Manitoba
The GPSC received a presentation from primary health care representatives from Manitoba. The primary care system in Manitoba is going through changes to build more integration; this “one system” approach envisions that all service entities and organizations work to a common set of measurable services standards with an emphasis on driving value within the health care system. Manitoba started its journey in 2010 with a focus on access, continuity and comprehensiveness. Building on this, Manitoba is now leading with patient-centered care. 7.    Provincial surgical strategy
The GPSC received a presentation on the provincial surgical strategy. As wait lists and wait times continue to increase despite more surgeries being performed each year, surgery is a priority as part of an integrated system of primary and community care. The provincial strategy aims to reduce wait times, to implement provide-wide coordination to manage and actively monitor waitlists, and to improve the patient’s experience. 8.    Common Program Agreement
The Ministry of Health provided an update on creation of a Primary Care Network Common Program Agreement, with a view to creating a standardized template agreement that could be used by PCNs across the province. The ministry noted it received useful feedback at the GPSC Spring Summit. It is still in its early stages and the ministry is seeking input from many stakeholders, including the Doctors of BC and members of the GPSC.



The GPSC’s next meeting is scheduled for July 13, 2018.
