Proposed process announced for Ōtākaro/Avon River Corridor 

 

The proposed approach for developing a Regeneration Plan for the entire residential red zone along the Ōtākaro/Avon River corridor has been published today by Regenerate Christchurch.

This is an important first step in the largest regeneration opportunity in New Zealand’s history.

The draft Outline for the Ōtākaro/Avon River Corridor Regeneration Plan is the first step in the statutory regeneration planning process. 

The draft Outline says how we will work with regeneration partners and the community to develop a Regeneration Plan for the area from Barbadoes Street to Bexley. 

We want to acknowledge that many groups and individuals have already put a huge amount of work and passion into developing ideas and proposals for the area.  We want to build on this and also stimulate new ideas to enable consideration of a broad range of exciting, innovative and practical opportunities.

We have chosen to seek public feedback on the draft Outline, here's how you can have your say.

Tell us what you think

We want people to get involved and tell us what they think about the draft Outline.

We know it is a busy time of year so you can comment online (link to engagement website) any time between now and Tuesday 21 February.

Feedback forms will also be available at any Christchurch City Council library or service centre from next week.

As the year comes to a close, I'd like to thank everyone who has contributed to and supported Regenerate Christchurch. For us, this year has seen us design the organisation and recruit people with the experience, skills, expertise and values that align with the purpose of Regenerate Christchurch.

We've also developed an initial work programme identifying key actions for the initial priority areas we have been asked to focus on. We've started developing a strategy to regenerate Cathedral Square and surrounding areas. We've also collated and published existing information about the flat land residential red zone from various sources. 

And as we release our first draft Outline for the Ōtākaro/Avon River corridor today, we are building on many, many conversations and meetings with individuals, communities and stakeholders, as well as feedback from regeneration partners.

If you are getting this newsletter you may well have helped shape our approach, and I'd like to thank you for the time and thought and energy you have contributed. If you haven't been part of the conversation yet, you now have the chance and I'd welcome your feedback. 

With 2017 just around the corner, it is also time to look ahead. This will be a busy and exciting year where I expect to see real progress in Christchurch's regeneration.  Best wishes for a Merry Christmas and a relaxing break.

 
 
 

Mapping it out

In an update to the approach we first signalled, the draft Outline proposes to cover the whole Ōtākaro/Avon River corridor in one plan.

We originally proposed a smaller and less complex area for developing the first draft Outline.

While there are merits in either approach, after considerable detailed planning and feedback from people in the community, we have concluded that developing a single plan for the whole area is the best approach. We welcome your feedback on this. 

 

What's next?

Feedback and comments about the draft Outline will be considered as a final version is prepared and then sent to Ōtākaro Limited for consent. The draft Outline will then be sent to the Minister supporting Greater Christchurch Regeneration for final approval.
