FRANCO-BRITISH SUMMIT JANUARY 2018 BRIEFING
President Macron and a team of seven French ministers visited the UK on 18 January for the 35th UK-France Summit. After being hosted by the Prime Minister in her constituency, meetings were held at Royal Military Academy Sandhurst. The programme concluded with a reception at the Victoria and Albert museum, showcasing the extensive people-people links between France and the UK. Discussions focused on three broad themes - shared security; shared solutions; and shared future.
Under the theme of shared security, the French President and British Prime Minister agreed that UK-France co-operation remained critical to European defence and that the UK and France would work together to continue to play a full role to improve the security of Europe. Commitments included:
That the UK-France Combined Joint Expeditionary Force would be ready to deploy up to 10,000 troops quickly and effectively to face any threat by 2020. - Three UK Chinook helicopters and their crews being deployed to the Sahel, increasing the ability of French troops to act against extremists.
- An increase in support for East Africa, especially through EU African Peace Facility funding for AMISOM in Somalia.
- French commitment to deploy troops to the UK-led NATO battlegroup in Estonia in
2019.
- Reinforced co-operation on migration - through joint co-operation in countries of source and transit and the signature of a new Treaty to strengthen the joint management of the countries’ shared border, with improved treatment of unaccompanied asylum seeking children and an additional £50 million in UK support.Under the theme of shared solutions, the UK and France:
- Agreed to collaborate on decarbonising the French and British economies, through work on zero emission vehicles and green finance.
- Signed a new agreement on civil nuclear
decommissioning.
- Created a new Strategic Genomic Medicine Partnership, to tackle cancer and rare diseases.
- Signed a new agreement on Space Co-operation, contributing to Europe’s first Mars Rover
- Launched a new fund to support academic exchanges, scientific collaboration and innovation, to build the technologies of tomorrow
Last but not least, a number of important commitments were made under the theme of shared future, including: - A new fund to stimulate exchanges between French and British schools and the revitalization of the Entente Cordiale programme, allowing students to study across the Channel
- The loan of the Bayeux Tapestry to the UK in 2022 - the first time it will be on British soil in more than 900 years.
- A wider cultural exchange over the coming four years, including a target of 10 new town or region twinnings per year.
- An agreement on Sports Collaboration to build on the success of
‘London 2012’ for the ‘Paris 2024’ Olympics and Paralympics.

HELP TO IDENTIFY CROSS-CHANNEL LEADERS OF THE FUTURE
One of the stand-out images from last week’s UK-France Summit was a selfie taken by President Macron or himself and Prime Minister Teresa May with British and French Young Leaders. The Young Leaders Programme was launched early last year by the President and the Prime Minister. The aim is to build an influential network of future leaders on both sides of the Channel to shape the future and contribute to the growth of Franco-British relations. The current cohort includes those such as Faisal Islam, Political Editor for Sky News and Clement Beaune, Conseiller Europe et G20, Présidence de la Republique. Each cohort of Young Leaders is invited to two, week-long residential seminars over two years. One is
held in London and the other in Paris. During these seminars, the Young Leaders meet with influential actors at the highest level from a range of sectors (politics, business, the Arts, etc.). In this way, they are given the opportunity to discuss contemporary issues relating to the Franco-British relationship with those making the decisions today. Outside of these seminars, the Young Leaders are invited to participate in a range of optional events – including, recently, a breakfast with the Foreign Secretary in the Residence in Paris. The next residential will take place from 13-16 June in Paris. The British Embassy is now on the lookout for the next group of Young Leaders and is encouraging talented people to apply for the Young Leaders Programme. If you know of someone who you think might be interesting for the programme, then please do put them in touch with Emily Farrow at emily.farrow@fco.gov.uk The deadline for applications is 7th February and it is a light touch on-line process.
