Weekly Update 21 October 2019

 

Welcome to our new weekly update report for the BMSB season. We want to keep you informed of our work and answer your questions. We'll include eBACCa queue processing times and volumes.

This week

Sea freight queue

For the coming week, sea freight application turnaround is estimated at 3-6 days.

COB Friday 18th October status: There were 1,578 Sea Freight in the queue (includes Australian application) and TET were processing consignments due back on 17th October (one day behind operational performance targets).

There were 374 consignments to be left to be processed before Monday 21st October.

On Monday 21st October the total sea freight queue stood at 1,008 applications and TET are processing sea freight due back on the same day e.g. 21st October.

 

Australia queue

For the coming week, Australia container applications turnaround is estimated at 2-3.5 days. 

COB Friday 18th October status: Australia queue stood 296  applications (37 Air, 258 Sea) with 0 consignments left to complete all of Friday’s due applications.

On Monday 21st October morning the Australian queue had 195 applications remaining with consignments being processed and due the same day.

  • ICR processing – (Low value) the majority ICR were turned around within expected operational performance measures. A very small proportion of ICRs were processed over the operational performance target.
  • Urgency manifest inbox up-to-date processing 50-100 incoming messages per day
     

    Airfreight queue

    For the coming week, air freight application turnaround is estimated at 3- 8 hours.

    COB Friday 18th October status: there were 225 air freight applications left in the queue (includes Australia) due back 21st October.  The team worked ahead of the queue.

    On Monday 21st October morning there was no airfreight application in the queue.

    Pressure point:

    The inbox is running between 50–100 urgent applications a day. We ask that you make sure your urgent applications meet our urgency criteria and we strongly recommend that your application needs to have been in the sea freight queue for at least 48 hours.

    A reminder please do not lodge a second submission and email the manifest inbox (to let us know that you have submitted) at the same time.

    Topic 1 – Importing hand push mowers

     

    Example

    I have a quick question. We are importing hand push mowers which are new and unused from Czech. Would this be considered new machinery (outdoor)? The units are brand new, partially assembled and are direct from the factory in cardboard boxes

    Answer

    Push Lawn mowers are excluded from the Vehicles, Machinery and Parts (Vehicle-ALL) standard. (Reference Schedule 1 –Definitions and Exclusions to the Vehicle-ALL)

    Topic 2 – How to prove exemption

     

    Example

    So if I am understanding it correctly, If we get the supplier / Manufacture to confirm that the goods are “stored indoors between manufacture and exportation; and Exported in a fully sealed container (FCL or FAK), ready for direct sale “then we don’t have to fumigate in the USA.

    Correct? Is there a form that MPI have that need to be completed?

    Answer

    If you meet the exclusion Part 4- Specific exclusions for BMSB management requirements (page 21 Vehicle-ALL) you do not need to fumigate offshore.  

    You will find a guidance form here. It will need to be presented via TSW with the lodgement of cargo.

    Topic 3 – Is your Italian cargo considered sensitive?

     

    Example

    Are my textiles classed as “Sensitive” from Italy?

    Answer

    Textile products from Italy are classed as ‘sensitive’ and exempt from treatment. However the container may be sent for MPI supervised devan to make sure no BMSB hitchhikers are present. Please make sure that your agent makes a comment to MPI when completing the TSW Lodgement for your cargo.
