About the TSUS Compliance Program

The Texas State University System is committed to complying with all applicable laws, regulations and policies. The System compliance program advises and collaborates with components to develop effective ways to mitigate risks on TSUS campuses. Serving to advance the goals of the System and its institutions, the compliance office offers resources, education, information and guidance while promoting a culture of responsibility and accountability.

The System compliance program is housed in the Office of Audits and Analysis, and reports to the System Director of Audits and Analysis.

Kelly Wintemute leads the compliance program. Ms. Wintemute holds a bachelor’s degree in communication studies from the University of Texas at Austin and a master’s degree in business administration from Texas State University. She joined the Texas State University System in 2008, and moved to the compliance role in 2015. Ms. Wintemute is a Certified Compliance and Ethics Professional (CCEP).

 
 

Children on Campus Reminder

With summer break approaching, and the advent of summer camps, the safety of minors on campus is of the utmost importance. Please be reminded of Chancellor McCall’s call to vigilance in his 2011 memorandum, which outlined ethical responsibilities and legal requirements regarding reporting suspected child abuse.

Texas law requires any person who believes that a child is being abused, neglected or exploited to report the circumstances to the Texas Department of Family and Protective Services.

Senate Bill 1414, now Section 51.976 of the Texas Education Code (passed by the Texas Legislature in 2011), requires all employees having contact with minor children attending a camp or activity on a college or university campus to be trained and certified on strategies and techniques for prevention of sexual abuse and child molestation.

Compliance Hotline

The Texas State University System maintains a reporting hotline through a private contractor, EthicsPoint, to provide a confidential avenue for reporting concerns about potential waste, fraud, and abuse of resources, the lack of compliance with laws and regulations, or violations of the System’s Code of Ethics.
