The 2015 Annual Conference opens with the big question of how to connect the unconnected in emerging and mature markets and the development of innovative business, technology and financing models to connect the next four billion users.

We are delighted to have two prominent keynote speakers for this opening session.
Mauricio Ramos, CEO of Millicom will bring interesting insights to the debate as his organisation currently services over 56 million users in Latin America and Africa.

We will also hear from Tom Wheeler, Chairman of the FCC, who will bring the regulatory perspective from a mature market but one with many challenges still to face.

Drinks reception 6th October, Washington DC, The Embassy of Canada
The IIC Canada Chapter will not be holding its annual chapter meeting this year. Instead it will be joining forces with the IIC’s 46th Annual Conference and International Regulators Forum in Washington DC and will help launch proceedings with a drinks reception for all delegates at the Embassy of Canada.
The chapter plans to hold a smaller half day seminar in Ottawa later in the year.

The transition to digital broadcasting
The event looked at the impact of digitalisation on current aspects of broadcasting regulation and possible regulatory responses to the new media landscape. We were delighted to welcome participants from 14 different countries. As well as countries from the ASEAN region, there were participants from the UK, Canada, Australia, Germany and the Maldives. We were very pleased to see new faces from the relatively newly established Mongolian regulator.

The Federal Government’s Mobile Black Spot Programme will deliver almost 500 new or upgraded mobile base stations around Australia. This is the most significant one time increase in mobile network coverage to outer metropolitan, regional and remote Australia delivered by a single public funding programme in the history of mobile communications in Australia.

The Australian Communications and Media Authority has released a new paper which considers the requirements in broadcasting for decency, classification, and harm and offence as set out in the various broadcasting codes and how the ACMA has applied those provisions.

Communicating 4 Better Communication
Hosted by the National Commission on TV and Radio of Armenia (NCTR), the Armenian regulator

Over 100 delegates came to this forum to gain new insights on how business models are evolving across the TMT ecosystem in EurAsia. Armenia sits at the heart of the Caucasus and has a rapidly growing Telecoms Media and Technology market with an increasing penetration of digital users. Speakers and delegates from over 20 countries enjoyed spectacular Armenian hospitality whilst hearing first-hand what is happening in the region and meet business leaders and regulators operating there.

Net neutrality and roaming agreed in Europe
Agreement has been reached with the European Parliament and Council to end roaming charges in June 2017 and to enshrine the principle of net neutrality into EU law.

Questions for Mr Buniatyan
1. The NCTR has just organised, with the support of the IIC, a Forum which covered digitalisation and what it means for Armenia as an economy and for Armenians as a society. What were your objectives in wishing to hold such a meeting? Have they been met?
2. You are principally an audio-visual regulator but you must find that digitalisation blurs the traditional boundaries between content and carriage. How do you address these challenges in Armenia?
3. Globalisation and the break-down of national boundaries by technology provide significant challenges for a country such as Armenia – how will you face these? How will you create policy that does not isolate Armenia? (E.g. membership of international organisations etc.)
4. What have been the recent highlights and challenges for you and your team? What do you see the challenges for the NCTR in the medium term, say in the next three-five years?
