WHO has developed a new evidence-informed guideline on fiscal policies to promote healthy diets. This new tool will support countries in developing enabling food environments to promote healthy diets and reduce malnutrition in all its forms. The recommendations of the guideline were formulated based on analyses of published scientific studies on the effectiveness of implemented fiscal policies, i.e. taxation of foods that do not contribute to a healthy diet and sugar-sweetened beverages (SSBs), and on a subset of subsidies on foods that contribute to a healthy diet (the subset including subsidies that have the primary intention to change consumer behaviour by lowering prices of targeted foods and beverages at retail level). Fiscal policies to promote healthy diets should be part of a comprehensive and mutually reinforcing suite of approaches to improve population diet through food system transformation and the creation of healthy food environments. This WHO guideline provides Member States with evidence-based recommendations and implementation considerations on fiscal policies to promote healthy diets. The WHO guideline on Fiscal policies to promote healthy diets will be available from 14 June 2024, 13:30 pm CEST here. For more information about the WHO guideline, please click here.
