Do we need a new approach to spectrum?

Consumer expectations of mobile broadband and the importance of ubiquitous connectivity are creating relentless pressures on spectrum usage. How do we adapt to this? Are regulators falling behind the technology? In this month’s Intermedia, Martin Cave and William Webb argue that the legacy command and control approach to spectrum management is outdated. They set out the “Agenda for spectrum”, and offer a five-point guide on how regulators and others can best act to put the airwaves to work, for the benefit of all.

This month’s Q&A is with Marc Vancoppenolle of Nokia, who sets out the company vision and argues for a friendlier investment environment in Europe.

And of course, the decision of the UK to exit the European Union, and its impact on the regulation of the communications sector in Europe and the wider world, is a matter of debate. Join the IIC’s LinkedIn community to share your views.

US net neutrality opponents lose in court

A US federal appeals court has voted to uphold the FCC’s net neutrality rules, reports the Washington Post. “The 2-1 court ruling forces Internet providers such as Verizon and Comcast to obey federal regulations that ban the blocking or slowing of internet traffic to consumers.”

Thailand sets up digital economy ministry

Thailand will officially establish a digital economy and society ministry in September, replacing the information and communication technology (ICT) ministry, reports the Bangkok Post.

Ghana establishes interconnect clearinghouse

Ghana’s National Communication Authority (NCA) has amended the draft electronic communications (interconnect clearinghouse) regulations of 2016, which will require telcos and international carriers to connect their gateways through a third party centralised clearinghouse, notes TeleGeography.

BEREC issues net neutrality recommendations

The Body of European Regulators for Electronic Communications (BEREC) has published draft guidelines on the implementation by regulators of new EU net neutrality rules and is seeking the views of stakeholders, with the consultation closing on 18 July.

French regulator makes digital economy contributions

France’s communications regulator, Arcep, has contributed to the work being done by France Stratégie, which is weighing up the challenges the country will face over the next ten years, and especially the digital challenges that affect businesses, public authorities and society as a whole.

India – confusion on net neutrality?

To say there is confusion over net neutrality in India “would be an understatement”, reports Business Standard. “In February this year, the Telecom Regulatory Authority of India, or TRAI, banned discriminatory pricing of data by telecoms networks. But then, the regulator decided to allow differential tariffs so long as the service was offered in a “closed electronics communications network.”

1. Nokia has recently combined with Alcatel Lucent. The press release suggested that the new company, working under the brand name of Nokia, would lay the foundation for ‘the next wave of technological change’. What is Nokia’s vision?

2. Many commentators have talked of 5G but it is unclear to many what 5G actually is. What are for you the key features of 5G and their benefits for citizens and the industry? 

3. What are according to you some key policy challenges related to making the ‘Internet of Things’ happen ?


4. 5G is looming and Europe (where you are based) is debating the Digital Single Market – why is the DSM critical for Europe and what are key DSM actions for you ?


5. You have been great supporters of the IIC over the years and will be working with us for the Conference to be held in Bangkok in October. What is the ‘hot topic’ you hope will be discussed and, in your view, how does the IIC approach these differently from other organisations?

On June 28th the US Chapter hosted an engaging meeting with Sharon White, the CEO of the UK communications regulator, OFCOM.  The morning meeting was very well received and she covered topics as broad as: her view on the role of competition, the history and future of the agency, spectrum, and of course had to handle the inevitable question about Brexit.

5G: Exploring the known unknowns

TV captioning rules: ACMA calls for submissions


The Australian Communications and Media Authority has begun a review of the captioning rules for television broadcasters. It is calling for public submissions and has released a consultation paper.  See more

News update from Italy

Annual General Meeting: IIC Italy

26 April 2016, AGCOM

The members of the IIC - Italian Chapter held their annual general meeting at the Agcom venue at the presence of the president Augusto Preta and Franco Morganti, past president and one of the founding member of the Chapter.

25 November 2016, 20th Anniversary 

The general assembly has decided to organise an event celebrating the 20th anniversary of the Chapter in Rome in mid-November this year. The event will be organised together with the institutional member Agcom, Italian Communications Authority and will benefit from the support of the main industry players in the business. The IIC will be involved in helping the chapter and fostering the participation of the top level representatives at the EU level, the Italian government and all the stakeholders.
The conference will be an occasion to highlight the major milestones in the twenty years of activity of the Chapter and set up the basis for future accomplishments in the Communications industry and policy.
