Weekly Update 18 November 2019

 

Welcome to our new weekly update report for the BMSB season. We want to keep you informed of our work and answer your questions. We'll include eBACCa queue processing times and volumes.

This week

Sea freight queue

For the coming week, sea freight application turnaround is estimated at 3-6 days.

COB Friday 15th November status: There were 1866 sea freight application in the queue (includes Australian application) and TET were processing applications due back 14th November (one day behind operational performance targets).

There were 846 applications to be left to be processed before Monday 18th November.

On Monday 18th November morning the total sea freight queue (includes Australian applications) stood at 1033 applications and TET are processing sea freight due back on the same day 18th November.  

 

Airfreight queue

For the coming week, air freight application turnaround is estimated at 3- 8 hours.

COB Friday 15th November status: there were 366 air freight applications left in the queue (includes Australia) of which 14 had to be completed on Friday 15th November , 352 applications were due back Monday 18th November.  

On Monday 18th November morning there were 0 airfreight application in the queue with the team processing consignments due today 18th November.  

 

Australia queue

For the coming week, Australia container applications turnaround is estimated at 2-3 days. 

COB Friday 15th November status: Australia queue stood 289  applications (34 Air, 255  Sea) with 24  applications  left to complete all of Friday’s due applications.

On Monday 18th November morning the Australian queue had 167 applications with consignments being processed and due today 18th November (6 hours ahead of operational performance targets).

Other

  • ICR processing – (Low value) the majority ICR were turned around within expected operational performance measures. A very small proportion of ICRs were processed over the operational performance target.

  • Urgency manifest inbox up-to-date processing urgency requests within the same day.

 

Pressure point:

Agents to make sure that the “new/used “state of the vehicles machinery and parts is clearly conveyed to MPI in the import entry.  Non-compliant cargo will be held on board and reshipped.

Topic 1 – Fumigation Information

 

Example

I have a shipment of new, clean rat traps coming from the USA.(within BMSB season)  

Will I require to have these pallets fumigated? They are shipping LCL, from the USA.

All of your information on your web site states USED cars, machines and parts need to be fumigated.  

Do other non-used items also have to be fumigated?

 

Answer

The rat traps do not require mandatory offshore fumigations as they’re not imported under the Vehicle, Machinery or Parts standard.  However they may become of MPI interest if wooden components are present.

Note if the rat taps were from Italy they would require fumigation under the Seaco – Import Health Standard.

 

Topic 2 – BMSB Treatment Provider

 

Example

Do Australia and New Zealand use the same offshore treatment provider list?

Answer:

Yes - they do. Approved offshore treatment providers and the treatments they offer can be found here: https://www.agriculture.gov.au/import/before/brown-marmorated-stink-bugs/offshore-bmsb-treatment-providers-scheme/approved-list

 

Topic 3 – Leather Footwear 

 

Example

Can you please assist urgently assist us with the import requirements for the following cargo :

  • 2 x used laboratory goods (chromatographs with the tariff code 9027.20.00.00K)
  • Used goods
  • Exported from USA
  • Non wheeled
  • Not used outdoors

We have been asked to provide the MPI requirements for this but we are unsure if it falls under the BMSB category.

Answer:

The goods are excluded from mandatory offshore fumigation and are listed in Part 3 VMP standard under “Laboratory and pharmaceutical machinery”.

Your agents should give a clear cargo description in the import entry. And make a note to MPI that these are excluded under Part 3  - Specific definitions (VMP standard)
