GA Community: bringing people together in a team beyond EASA

This year’s AERO (Friedrichshafen, 18-21 April 2018) was again a success for the EASA GA Roadmap team and the European GA community representatives who, for the past years, have been working relentlessly for easier, better and lighter rules for the General Aviation community. The milestones and latest achievements of the GA Roadmap (see the Featured Topic plus the links further below for more details), which has now come close to completing its original list of actions , were presented at our stakeholder & press event at AERO.

The reactions to the event were encouraging – “enlightening, confident, open in a mutual manner, motivating to take on the challenges and opportunities of the future in a positive and curious spirit” – these were some of the impressions given.

IAOPA, Michel Erb in Interview

The International Council of Aircraft Owner and Pilot Associations (IAOPA) supports more than 400000 pilots and its present in around 80 countries worldwide, can you tell us more about its role?

The International Council of Aircraft Owner and Pilot Associations (IAOPA) is a non-profit federation of 79 autonomous, non-governmental, national General Aviation (GA) organizations. IAOPA has represented international GA aviation for more than 55 years. The combined total of individuals represented by these constituent member groups of IAOPA is over 400,000 pilots, who fly general aviation aircraft for business and personal transportation. Today IAOPA has 30 affiliates in Europe, which is the most active IAOPA region in the world.

Some of the main IAOPA objectives are to facilitate the movement of general aviation aircraft internationally, for peaceful purposes and to coordinate with other international and national organizations to promote and represent better understanding of general aviation's requirements. Furthermore we also encourage representatives of national general aviation member groups to meet with and work with their national authorities in the interest of general aviation; the collection from ICAO Contracting States and dissemination by ICAO of information, data and statistics relating to general aviation to provide a meaningful base for development of technical programs.

The EASA GA Roadmap

The EASA General Aviation (GA) Roadmap was initiated 5 years ago. It commits to progress towards lighter, simpler and better regulation for General Aviation. In the past 3 years, EASA has worked relentlessly on the action items enumerated in the GA Roadmap, delivering in accordance with its commitments and close to completing the original list of rulemaking activities.

We are further striving to incorporate our 6 GA strategic principles.* We have also been able to achieve several of our strategic key objectives (namely, to develop the use of industry standards for CS-23 reorganisation to allow and promote the introduction of new technology, and the Standard Changes and Repairs Process). 

Following the rule changes, we have to work hand-in-hand with the Member States to ensure swift implementation: simpler certification process; simplify and reduce aircraft maintenance costs – Part-M Light, Part-CAO; allow training for private pilot outside Approved Training Organisation – Part-DTO; and facilitate access to IFR flying.

Let us give you a brief update and insight into these actions. Some of them have entered or will soon enter the implementation phase.

Amsterdam Drone Week
From the 26th – 30th of November 2018 Amsterdam will be the centre where the global UAS community meets. Launching the first Amsterdam Drone week, this initiative is co-created by the European drone industry, with the aim of connecting science and regulatory bodies, corporates and start-ups.
As part of the Amsterdam Drone Week, the European Aviation Safety Agency (EASA) hosts their High Level Conference on Drones 2018 from the 27th – 28th November 2018 at RAI Amsterdam. Together with the Dutch Ministry of Infrastructure and Water Management EASA organizes this 2 day event for European drone experts, policy makers and leading companies in the drone industry. Themes that will included are: like future applications, the development of U-space as well as regulation needs related to safety, security and privacy.
