This communication includes information about the changes to the VMP standard:
- 16 new countries added to the list of countries of potential interest for BMSB.
- Untreated cargo will not be allowed to be discharged in New Zealand
- All treatments must be done by an MPI-Approved Offshore Treatment Provider
The VMP standard has a new layout in four parts
- General requirements

- Additional requirements for
specific types of used vehicles, machinery and parts exported from all countries
- Additional requirements for vehicles, machinery and parts exported from Schedule 3 countries

Vehicles, machinery, and parts (VMP) Import Health Standard
New schedule 3 countries
Any cargo from a Schedule 3 needs to be managed for BMSB. There may be some increased Biosecurity NZ intervention (supervised devanning). The level of intervention and countries affected will remain flexible throughout the season. New schedule 3 countries are shown in red.

Used parts (as defined in schedule 1)
Part 3 of the new IHS outlines the requirements for used parts outside of the BMSB season. Key changes include:
- Cleaning certificates required all year round. A certificate template is available
- Some commodity types now need more than just to be clean and free of contamination
- Used parts derived from a vehicle or a targeted, used outdoor machine exported to New Zealand in a fully sealed FCL container can be treated before-arrival offshore or on-arrival
- Used parts exported as break bulk consignments do not need treatment. However, if the officer has trouble verifying compliance (due to size or amount), treatment may be directed on-arrival to mitigate biosecurity risk.
- Used wire cables now require heat treatment before arrival (those wire cables/ropes used with non-risk road vehicles no longer require mandatory treatment)
- Used tyres exported as break-bulk must be treated before arrival. They can no longer be treated on arrival
- Used tyres exported in a fully sealed container can be treated before arrival or on arrival.
Part 4 BMSB management requirements during the BMSB season.
Where a commodity is listed in part 4, it must be managed for BMSB risk during BMSB season. Some commodities appear in both parts 3
& 4, the requirements you need to meet depend on what time of year they’re arriving.
Some new vehicles, machinery, and parts may be excluded from BMSB requirements. Check page 21 of the new Standard - 'Part 4 specific exclusions for BMSB management requirements'.
Below are the BMSB management options for 5 commodity types:
Used vehicles (section 4.1) from schedule 3 countries
- system managed (with treatment in BMSB season)
or - treated before arrival (post-treatment requirements in section 4.6 apply).
Used vehicles from Japan must be system managed year-round.
Used outdoor or targeted machinery (section 4.2) from schedule 3 countries
- system managed (with treatment in BMSB season)
or - treated before arrival (with certified cleaning) and post-treatment requirements in section 4.6 apply)
New Vehicles and Machinery (Section 4.3) from schedule 3 countries
- system managed
or - treated before arrival (post-treatment requirements in Section 4.6 apply).
Some new vehicles may be excluded from BMSB requirements (check guidance in Schedule 1 - Part 4 exclusions).
New and used aircraft and watercraft from schedule 3 countries
- System managed
or - treated before arrival (post-treatment requirements in section 4.6 apply).
An additional residual insecticide treatment option is available for aircraft and watercraft due to safety and damage concerns.
Only insecticide treatment was available last year. This year, fumigation or heat treatment are now options.
New and used parts (from a vehicle or outdoor or targeted machine) from schedule 3 countries
