Target Evaluation Update

Getting ready for the upcoming BMSB season

A separate eBACCa  queue for Australian sea containers

Target Evaluation Team Leaders are currently managing the sea and airfreight 1st and 2nd  lodgements and manifest inbox. In busy times, they will closely monitor Australian containers as we understand the turnaround time for Australian containers became a pressure point for industry.

Resourcing for target evaluation

We have completed  our resource review and have 16 new staff starting next Monday (5 August). The new staff will be trained and ready for the BMSB season. We ask for patience because our trainees have a lot to learn in the next few weeks. We are heavily investing in training and supporting our new and experienced staff  to be as efficient as we can in the upcoming months.

A specific email address for BMSB enquiries for importers and exporters

BMSB@mpi.govt.nz  is the email address to email any general BMSB enquiries.  

Enquiries will be answered by the MPI customer enquiries centre staff. Target Evaluators will only answer lodgement specific enquiries, make sure you supply the c20../ reference / consignment number.

You say: 'Lodgements appear to be cherry–picked from the eBACCa queue'

We say: The target evaluation team will have 16 new staff starting on Monday 5 August. They will be trained on specific commodity types and then apply their learning to the specific lodgements and pick them out of the queue. We expect this to occur over the next 4 months as the role specific training programme is for 4 months.

You say: 'my lodgement doesn’t seem to move from first place in the  eBBACa tracking tool queue'

We say: This phenomenon can be explained. The place in the queue is determined by the expiry date of the lodgement, for example: if  20 lodgements have the same expiry date you’re sharing first equal place in the queue  with 19 other lodgements.

Urgency criteria

We're reviewing what criteria should be used for urgent lodgements. We will send you an update once a decision is made. In the meantime, make sure you include the reason for the urgency in the subject header line.

Updated Quarantine Declaration (QD) – sea containers

A few enquiries were raised around the revised Sea Container Declaration. The form was updated with the new  Import Health Standard for Sea Containers and the revised Guidance Document, last week. As the Sea Container Quarantine Declaration is not specified as a requirement in the Import Health Standard for Sea Containers, it is considered to be guidance. As such, you'll find it on page 11 of the Guidance Document, as the “sample Quarantine Declaration”.  

The only change to the previous form is the addition of our advice to leave enough access and airspace in the container for fumigation/heat treatment, should this be required.
