EASCG releases new version of RDP / WAC Workshop

The 13th meeting of the EASCG took place on 22 February 2018, at the SJU premises in Brussels.

One of the main results of the meeting was the approval of the 5th edition of the Rolling Development Plan (RDP).
It brings together all relevant standardisation activities, their status and provides a method for the identification and discussion of overlaps, and as a basis for feedback to contributing organisations, to improve overall coordination of standards developments. The process also identifies the technical input from other sources (such as ICAO GANP and ASBUs, RTCA, etc.) into the standards plan through the interfaces of the EASCG with the international level. 

WAC Workshop

EASCG will organise a Workshop during the World ATM Congress 2018 to discuss the key role of standards for deployment.

New EUROCAE WG-109 "Runway Weather Information Systems"

The Council approved the creation of a new EUROCAE WG - Runway Weather Information Systems.

Internationally, operating regulations on runway surface contamination are primarily set by the International Civil Aviation Organisation (ICAO), particularly through Annexes 6, 14 and 15 of the Convention on the International Civil Aviation.

The said annexes set out recommendations on the information to be given to the flight crew on the type and thickness of contaminants present on runway surfaces.

Furthermore, the implementation of the "Global Reporting Format", which would integrate amongst other things formats and standards of communication of the characteristics of the runway surface is in progress. The use of the "Global Reporting Format" will come into force in November, 2020.

This format includes a cross-reference chart inspired of the "TALPAP6 matrix" which allows determining a code characterising the runway surface conditions from accurate criteria on the nature of the contaminant and its thickness.
Given the technical limitations of the current methods and the regulatory developments in progress, WG-109 is tasked to develop minimum requirements for Runway Weather Information Systems to define the performances expected from the systems and the way of verifying that the latter reach them. The WG will also consider other possible relevant information needed.

A Call for Participation will be issued in the coming days and the kick off meeting of this WG will be announced shortly.

New activity on Return Link Service to be started by WG-98

EUROCAE WG-98 will begin work on Minimum Aviation System Performance Specification for Aircraft Emergency Locator Transmitter Return Link Service.

As the long-lasting or non-recovery of recorders greatly reduces the likelihood of discovering the actual cause of accidents, and in order to improve the recovery of wreckage and flight recorders following an accident or incident, it is necessary to improve performance standards for new-generation Emergency Locator Transmitters (ELTs) and their means of activation.

In addition, remote activation from the ground of ELT offers the possibility to localize in-flight a non-cooperative aircraft and therefor participates to the ICAO Global Aeronautical Distress & Safety System (GADSS) concept of operations.

Additionally, a general effort has been made to make General Aviation (GA) safer, to make the complete ELT system more reliable (from the ELT unit to the antenna, including the cables) and reduce the GA distress cases where the ELT unit is operational but not the complete ELT system (unplugged antenna, damaged cables). In particular, this effort led to the development of ELT with internal/integral GNSS receiver and SAR antenna.

For those integrated ELT, a remote activation from ground would be relevant for disappearance cases when the ELT is not triggered by G-switch or manually.

    The SAR/Galileo Service, with its Forward Link Service (FLS) is an integral part of the future medium orbit satellite system and ensures the detection and localization of the ELT distress signals through the relay of these signals by the SAR repeaters on board the Galileo satellites. Their reception by the ground stations and alerts transmission to the Mission Control Centres (MCC). In addition, the SAR/Galileo Service also introduces a new SAR function, called the Return Link Service (RLS), which currently provides the capability to send acknowledgment messages to distress beacons equipped with a Galileo receiver. Other medium orbit constellations (e.g., GLONASS) should be equipped with similar features.
    It is also anticipated using the output of the working group to update the applicable EASA European Technical Standard Order (ETSO) and Part–OPS within the revised EASA rule structure.

    The MASPS will also be useful in the ICAO context (Annex 6, GADSS) and Cospas-Sarsat environment. It will also address the high-level definition of the acknowledgement and the compatible ELTs within this service.

    The Kick-off meeting of this new activity within WG-98 is scheduled for 18-19 April 2018 in EUROCAE premises.

    EUROCAE WG-108 "ATN/IPS"

    The kick off meeting of WG-108 took place on 1 and 2 February 2018, hosted by Rockwell Collins France in Toulouse. The meeting was very well attended, and with 42 registered participants from 36 organisations, WG-108 is set to a strong and positive start.

    According to the Terms of Reference, EUROCAE WG-108 is tasked to prepare a guidance document to ensure that the ATN/IPS deployment answers to the need in terms for safety, security and performance.

    The guidance document will be dedicated to stakeholders willing to certify and deploy systems on air and ground side. The document will gather the lessons learnt from the ATN/OSI deployment, and will clarify where IPS contributes to the overall performance. The document will also reference ATN/IPS definition standards, avoiding the duplication of material.

    It is expected that the guidance document be used as a reference for certification authorities.

    WG-108 will soon join the RTCA SC-223 with the objective to develop joint profile standards, which would enabler global interoperability between IPS systems.

    In order to perform these activities, the WG-108 will synchronise with RTCA with the objective to work as a joint group (for common deliverables such as profiles), and will gather inputs from ICAO.

    Schedule your next Cyber Security training with EUROCAE

    10-11 July, Saint-Denis, France

    Who should attend?

    Anyone working in aviation (airport, ANSP, airline, manufacturing industry) plus regulatory and industrial audiences, who needs to deal with cyber security as part of their day-to-day activities. This includes managerial, technical and operational people.

    Note that this training is not aimed at beginners nor at existing cyber security specialists who already have an in-depth understanding of the standards landscape.

    Course content:

    • Cyber threats in aviation
    • The current cyber security standards landscape
    • ED-201 concepts and methods
    • Cyber security auditing and certification
    • Airworthiness standards
    • Standards for securing operational technology
    • Future developments

    Learning objectives:

    The purpose of the training is to enable participants to adopt a standards-led approach to cyber security in aviation.

    The participants will be able to:

    • Identify the principles and consequences of cyber security in the aviation environment
    • Describe how cyber security impacts different actors in aviation
    • Explain the scope and contents of ED-20X as applied by each aviation stakeholder
    • Identify the interdependencies between the different standards by mapping the links between them, including ED-201 to ED-205, EN-16495, ISO27000 series, NIST standards, DOs and SAE documents
    • Select an appropriate standard, or set of standards, to adopt for specific aviation purposes
    • Identify the process to follow and the information required for internal/external audits within an aviation context
    • Outline the key requirements underpinning cyber security certification
