WHAT'S NEW

9 out of 10 general practices signed up to My Health Record

General practices are leading the charge in signing up to My Health Record, according to new data released by the Australian Digital Health Agency.

In NSW, we’ve seen an increase from 82% of GPs registered in April 2018, to 92% in April 2019. Increased rates of viewing and using MHR have also been observed, including increased numbers of shared health summaries and prescription records uploaded and increased views of clinical documents

Record number of signups to My Health Record in pharmacies

Australian pharmacies have signed up to the My Heath Record system in record numbers over the past year, according to new data released by the Australian Digital Health Agency.

In NSW, we’ve seen an increase from 34% of pharmacies registered in April 2018, to 84% in April 2019. Increased rates of uploading and viewing MHR have also been observed, with increased numbers of dispensed records uploaded and increased number of record views.

My Health Record launches Rapid Access Cardiology Clinic testing

The Australian Digital Health Agency, in partnership with the University of Sydney, has launched a study into the use of My Health Record in Rapid Access Cardiology care.

The Agency and the University of Sydney have launched the pilot to investigate how My Health Record can support the management of low to intermediate risk chest pain patients through the Rapid Access Cardiology Clinic (RACC) model, initially based at Westmead Hospital.

Australians can check their immunisation status through My Health Record

My Health Record allows Australians to see their immunisation status- what immunisations they’ve had administered in the past and when, and work with their GPs to ensure they are up to date on all their immunisations.

About the Pharmacist Shared Medicines List (PSML)

  • PSML is set to be a new feature of MHR, under the ‘Medicines Information’ view
     
  • It is a pharmacist-curated list of medicines a consumer is known to be taking including prescribed, over-the-counter (OTC) and complementary medicines at the time the list is created. Allergies and adverse drug reactions can be listed on the PSML.
     

  • Only a pharmacist can prepare and upload a PDF of the PSML to a patient’s MHR at this stage.
     

  • The following sources of medicines information may be used to create a PSML: reconciled hospital discharge medicines list, a medicines history from the consumer, dose administration aid medicines list, or after providing a pharmacist professional service e.g. a Home Medicines Review (HMR).
     

  • A PSML could be created by:

    -        A pharmacist after completing an in-pharmacy medicine review

    -        A pharmacist in preparing a dose administration aid

    -        A hospital pharmacy for patients when they are discharged
     

  • Pharmacist would need to create and upload a new PSML to the patient’s MHR if a new medicine is prescribed and dispensed
     

  • Benefits:

    -        Benefits patients with complex conditions or chronic disease and taking                   multiple medications

    -        Reduces errors in transitions between episodes of care eg. Between acute               and community care

    -        Improves information sharing between health professionals

    -        Reduces medication interactions

    -        Timely access to a curated medicines list

    -        Improves medicine safety and patient safety
     

  • Revised professional guidelines on generating and uploading PSMLs will be issued by the Australian Digital Health Agency and professional organisations such as PSA.
     

  • A small number of software vendors have started to develop code in their products so that pharmacists can upload PSMLs in clinical practice. It is expected that these capabilities will be progressively rolled out throughout the 2019-20 financial year.

Department of Human Services advice: SHA-2 and NASH organisation certificates 

Please be aware of the changes to the National Authentication Service for Health (NASH) Public Key Infrastructure (PKI) certificate. 

Background

  • All NASH PKI organisation certificates requested and downloaded via the Health Professional Online Services (HPOS) from 18 September 2018 can be used to connect to the Healthcare Identifiers (HI) Service and the My Health Record system.
     
  • The change allows the healthcare organisations to request, renew and revoke NASH PKI organisation certificates via HPOS. The Contracted Service Providers (CSP) and General Supporting Organisations (GSO) continue to use the existing processes. 
     
  • To increase security, NASH PKI organisation certificates are migrating from the secure hash algorithm SHA-1 to the more secure SHA-2.

Timeframes

  • Test NASH PKI organisation certificates are now available for connection to the HI Service software vendor testing (SVT) and the My Health Record SVT environments.
     
  • SHA-1 NASH PKI certificates will continue to be accepted by Department of Human Services until March 2022. 
     
  • From 13 March 2022 a SHA-2 NASH PKI organisation certificate must be used to connect to the HI Service and My Health Record and used to support secure messaging.

What does this mean?

  • To ensure a smooth transition, all software providers will need to update their products or provide patches that will enable healthcare providers to connect to the HI Service using both SHA-1 and SHA-2 NASH PKI organisation certificates.
     
  • Software vendors currently using Medicare PKI site certificates to connect to the HI Service can update their products or provide patches that will enable the use of the NASH PKI organisation certificate to connect to the HI Service.
     
  • Both the My Health Record and HI Service software vendor testing (SVT) environments support the new SHA-2 NASH PKI organisation certificates and these certificates are now available for testing.

GOOD NEWS STORIES

On 18 June 2019, CESPHN held our final My Health Record and Data Quality in your Practice workshop with the wonderful Katrina Otto (Owner & Managing Director of Train IT Medical) at Canada Bay Club. A total of 7 workshops of this kind were held for General Practices, practice nurses, practice managers and practice staff throughout March to June this year in various locations and it has been fantastic to hear more and more situations of where My Health Record has brought clinical benefit.
