This month marks the start of the UN International Year of the Creative Economy for Sustainable Development, delivering on a resolution adopted in November 2019 which has redoubled significance in the wake of the pandemic. Under the leadership of UNCTAD, the implementation of the resolution will focus on enhancing data collection to measure the creative economy and its impact at national, regional and global levels, through international collaboration (alongside an annual programme of activities). In parallel, this week Nesta Arts & Culture Finance (UK) – in partnership with Fundación Compromiso (Argentina) and Upstart Co-Lab (USA) – has launched Creativity, Culture & Capital, a platform designed to showcase the potential of impact investment in the creative economy to drive social and environmental change. The project was launched with a series of essays (available in English and Spanish) which features contributions from IFACCA members, including the Canada Council for the Arts, Arts Council England, the National Endowment for the Arts (USA), and the City of Buenos Aires.

In recent weeks, the headlines have also confirmed continuing and diverse efforts to measure and understand the relationship between the cultural and creative sectors and the pandemic, across the cultural value chain. In Argentina, the Ministry of Culture – in its capacity as president of MERCOSUR – has presented the Evaluation of the Impact of COVID-19 in Cultural and Creative Industries, a joint initiative of MERCOSUR, UNESCO, IDB, SEGIB and OEI. In France, the Ministry of Culture has published a study on access and participation, which compares the findings of its 2018 Cultural Practices survey with a Living Conditions and Aspirations survey conducted during lockdown. In Scotland, Creative Scotland has published findings from the second wave of its research on public attitudes to cultural participation and attendance in the context of the pandemic. In Singapore, the Ministry of Culture, Community and Youth has invited the public to share their experiences of the pandemic to create Stories of Us, an online collection/archive that allows users to explore the effects of the pandemic from different perspectives over time, with daily mood-metre readings and site filters based on emotions, topics and characters. In South Africa, the South African Cultural Observatory has called for sector input on the Future Festivals initiative which will investigate the impact of the pandemic on arts festivals in South Africa and support them to overcome its challenges. And in the USA, the National Endowment of the Arts has collaborated with the Federal Emergency Management Agency and the Argonne National Laboratory on an analysis that explores the effects of the pandemic on arts and culture.

The effects of the pandemic will also inform the agenda for UNESCO’s fourteenth session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions, which will take place from 1-6 February. During the meeting, Parties will consider major issues related to the Convention that have been brought to the forefront by the COVID-19 pandemic including the status of artists and cultural professionals, the protection of the diversity of cultural expressions in the digital environment and preferential treatment for cultural goods and services. The Secretariat will participate in the session and we look forward to reporting back on the outcomes of the meeting next month.

We are pleased to announce that Daina Urbanavičienė – inaugural Chairwoman of the Lithuanian Council for Culture and IFACCA Board Member – has been appointed as Vice Minister of Culture for Lithuania. Ms Urbanavičienė started in her new role on Monday 5 January, which under the Federation’s Constitution concludes her tenure on the IFACCA Board. While we regret losing Ms Urbanavičienė from the Board, we warmly congratulate her on her appointment, thank her for her insightful contributions and service, and wish her every success in her new role.

Este mes marca el inicio del Año Internacional de la Economía Creativa para el Desarrollo Sostenible de la ONU, partiendo de una resolución adoptada en noviembre de 2019 que ha adquirido aún mayor relevancia a raíz de la pandemia. Bajo el liderazgo de la Conferencia de Naciones Unidas para el Comercio y el Desarrollo (UNCTAD), la implementación de la resolución se centrará en mejorar la recogida de datos para medir la economía creativa y su impacto en los niveles nacional, regional y global, a través de la colaboración internacional (y de un programa de actividades anual). En paralelo, esta semana Nesta Arts & Culture Finance (Reino Unido), junto con la Fundación Compromiso (Argentina) y Upstart Co-Lab (EE. UU.) han lanzado Creatividad, Cultura & Capital, una plataforma para dar visibilidad al potencial de la inversión en la economía creativa como motor de cambio social y medioambiental. El lanzamiento del proyecto estuvo acompañado de una serie de ensayos (disponibles en inglés y español) con colaboraciones, entre otros, de los miembros de IFACCA Consejo de Canadá de las Artes, Consejo de las Artes de Inglaterra, Fundación Nacional para las Artes (National Endowment for the Arts, Estados Unidos) y la Ciudad de Buenos Aires.

Los titulares de las últimas semanas reflejan también los esfuerzos continuados para medir y comprender la relación entre los sectores cultural y creativo y la pandemia en toda la cadena de valor. En Argentina, el Ministerio de Cultura, en sus funciones de presidencia del MERCOSUR, ha presentado el informe Impacto del COVID-19 en las industrias culturales y creativas, una iniciativa conjunta del MERCOSUR, UNESCO, BID, SEGIB y OEI. En Francia, el Ministerio de Cultura ha publicado el estudio Prácticas culturales en tiempos de confinamiento, que compara los resultados de su Encuesta de prácticas culturales de 2018 con una Encuesta de condiciones de vida y aspiraciones realizada durante el confinamiento. En Escocia, Creative Scotland ha publicado los resultados de la segunda fase de su investigación sobre las actitudes públicas sobre la participación cultural y asistencia en el contexto de la pandemia. En Singapur, el Ministerio de Cultura, Comunidad y Juventud ha invitado al público a compartir sus experiencias de la pandemia para crear Historias Nuestras, una colección/archivo virtual que permite a las y los usuarios de explorar los efectos de la pandemia en el tiempo, con lecturas diarias de los estados de ánimo y filtros de búsqueda por emociones, temas y personajes. En Sudáfrica, el Observatorio Cultural Sudafricano ha hecho una consulta al sector sobre la iniciativa Futuros Festivales, que estudiará el impacto de la pandemia en los festivales artísticos en Sudáfrica y los ayudará a superar sus retos actuales. Finalmente, en los Estados Unidos, la Fundación Nacional para las Artes (EE. UU.) ha colaborado con la Agencia Federal de Gestión de Emergencias y el Laboratorio Nacional de Argonne sobre un análisis que explora los efectos de la pandemia en las artes y la cultura.

Los efectos de la pandemia también estarán en el orden del día de la 14ª sesión del Comité Intergubernamental para la Protección y Promoción de la Diversidad de las Expresiones Culturales de la UNESCO, que se celebrará del 1 al 6 de febrero. Durante la reunión, las Partes abordarán los principales temas relativos a la Convención que la pandemia del COVID-19 ha puesto de relieve, como el estatuto de los artistas y profesionales de la cultura, la protección de la diversidad de las expresiones culturales en el entorno digital y el trato preferente para los bienes y servicios culturales. El Secretariado de IFACCA participará en la sesión y esperamos compartir los resultados de la reunión el mes próximo.

Nos alegra anunciar que Daina Urbanavičienė –primera presidenta del Consejo Lituano de Cultura y miembro de la Junta de IFACCA– ha sido nombrada viceministra de Cultura de Lituania. Daina Urbanavičienė empezó el desempeño de sus nuevas funciones el lunes 5 de enero, fecha en la que concluye su mandato en la Junta de IFACCA, de acuerdo con la Constitución de la Federación. Lamentamos perder la aportación de Daina Urbanavičienė a la Junta y la felicitamos calurosamente por su nombramiento, le agradecemos su generosa dedicación al puesto y le deseamos el mayor de los éxitos en el nuevo cargo.

Con el propósito de fortalecer la concientización del sector musical de Costa Rica sobre las normas internacionales relativas al estatuto del artista, la Unión de Trabajadores de la Música, Artistas y Afines (UTM), organizó un foro virtual sobre el estatuto del artista. La UNESCO fue invitada a participar y fue representada por la Especialista del Programa de Cultura de la Oficina UNESCO en San José, la señora Caroline Munier, quien tuvo la oportunidad de exponer el contenido de la Recomendación de 1980 relativa a la Condición del Artista.

Semanas después de que se diera a conocer el presupuesto con el que contará el Ministerio de Cultura de la Nación en 2021, que apenas había aumentado un 10% respecto del presupuesto de 2020, el ministro Tristán Bauer comunicó que a los $ 6.145.989.000 se le han sumado, en los primeros días del primer mes de 2021, otros 2200 millones.
