In 2019, the headlines revealed an international arts and culture community with sights fixed firmly on our physical and digital futures: from sustainable artist wages and creative and cultural industries and intellectual property and copyright; to the future of policy and public support, policy challenges of the digital age and the climate crisis and sustainable development. Throughout the year, a desire to future-proof the sector also informed conversations among the Federation’s Members and friends around the globe: from exploring existing knowledge and practices, the challenges we face in times of change and how we can respond using traditional, contemporary
and future-oriented perspectives at the 8th World Summit on Arts and Culture; to thinking about how we can reshape obsolete paradigms and build new models for cultural management at the Americas Cultural Summit 2019.
Of course, these considerations command ongoing attention and in the last month several reports were released that further explore some of the issues. In late November, UNESCO released its report Culture & Working Conditions for Artists: Implementing the 1980 Recommendation concerning the Status of the Artist, which considers the future potential of creativity and innovation and includes chapters on policy and legislative frameworks to improve the status of artists; artists and the digital environment; and human rights and fundamental freedoms. Meanwhile in Australia, the Blockchain Innovation Hub at RMIT University has released a provocation
paper – Blockchain and the creative industries – that highlights how creative practitioners could benefit from the technology and an ‘industry utility’ approach to cultural policy, whereby cultural institutions cooperate to build shared blockchain infrastructure for the creative industries. While on a more cautionary note, at the end of last month Amnesty International released its report Surveillance Giants, which examines the surveillance-based business models of
certain online platforms and the implications of these for the right to privacy and other rights including freedom of opinion and expression, freedom of thought, and the right to equality and non-discrimination.
No doubt the international community will continue to address these issues in the year ahead, and we look forward to releasing in early 2020 our report Supporting Culture in the Digital Age, which will consider the issues from the perspective of policy makers and government agencies that support arts and culture worldwide. We are currently seeking input from the sector and welcome your thoughts, which you can provide via our online form. We also look forward to continuing vital work with members to ensure ours is a future in which arts and culture thrive and are recognised by governments and peoples for their contribution to society. Tokyo Festival Grant Programs: Final term Submission Deadline Monday 13 January 2020

Arts Council Tokyo (ACT) and the Tokyo Metropolitan Government are carrying out various cultural programs ahead of Tokyo 2020 as Tokyo Tokyo FESTIVAL to bring excitement to this once in a life time event. As part of this effort, since 2016, Tokyo Tokyo FESTIVAL Grant have provided support to almost 200 projects delivered by cultural/artistic organizations and this open call will be the final term of this grant. En 2019, el análisis de los titulares reveló que la comunidad internacional de las artes y la cultura tenía la mirada puesta en nuestro futuro físico y digital, desde salarios sostenibles para los artistas y las industrias culturales y la propiedad intelectual y los derechos de autor, al futuro de las políticas y el apoyo públicos, los retos de la era digital para las políticas públicas y la crisis climática y el desarrollo sostenible. A lo largo del año, el deseo de preparar el sector para el futuro también influyó en el diálogo entre los miembros de la Federación y nuestros colegas en todo el mundo. Exploramos el conocimiento y prácticas actuales, los retos que se nos presentan en tiempos de
cambio y cómo podemos responder usando perspectivas tradicionales, contemporáneas y orientadas al futuro en la 8ª Cumbre Mundial de las Artes y la Cultura. Pensamos cómo reformar paradigmas obsoletos y construir nuevos modelos de gestión cultural en la Cumbre Cultural de las Américas 2019.
Estas consideraciones son merecedoras de una atención continuada y en el último mes se han publicado varios informes que analizan algunos de estos temas. A finales de noviembre, la UNESCO publicó su informe Cultura y condiciones laborales de los artistas. Aplicar la Recomendación de 1980 sobre la Condición del Artista, que analiza el potencial futuro de la creatividad y la innovación e incluye capítulos sobre marcos legislativos y políticas para mejorar el estatus de los artistas, sobre los artistas y el entorno digital, y sobre derechos humanos y libertades fundamentales. Mientras tanto, en Australia el Hub de Innovación en Blockchain de la
Universidad RMIT ha publicado un documento de provocación, La cadena de bloques y las industrias creativas, que destaca cómo pueden aprovechar los beneficios de la tecnología los profesionales de la creación y presenta una aproximación de “utilidad para la industria” a la política cultural de acuerdo con la que las instituciones culturales colaborarían para construir infraestructuras compartidas de cadenas de bloques para las industrias creativas. De manera más admonitoria, Amnistía Internacional publicó su informe Gigantes de la vigilancia, que analiza los modelos de negocio basados en la vigilancia de ciertas plataformas online y sus implicaciones para el derecho a la privacidad y otros derechos como la libertad de opinión y expresión, la libertad de pensamiento y el derecho a la igualdad y la no discriminación.
Sin duda, la comunidad internacional continuará afrontando estos problemas en el año próximo y esperamos publicar a principios de 2020 nuestro informe El apoyo a la cultura en la era digital, que analizará estas cuestiones desde la perspectiva de los responsables de políticas públicas y de las agencias públicas de apoyo a la cultura y las artes en todo el mundo.
