EUROCAE at Thirteenth ICAO Air Navigation Conference 

9 - 19 October, Montreal

The Thirteenth ICAO Air Navigation Conference covered a wide variety of subjects and included the first time Air Navigation and Safety aspects. Flight safety and air navigation capacity, efficiency and other key performance areas are of particular interest to the aviation community and this conference is paving the way into the technical part of the ICAO General Assembly 2019. EUROCAE on behalf of ARINC, RTCA, SAE and EUROCAE in its power as recognised international organisation, presented at the conference a Working Paper (WP/55) “Industry Standards in Support of ICAO Provisions”, offering ICAO and the global aviation community our support to complement ICAO provisions with industry standards and to urge ICAO to make more and better use of industry standards in the future. This strategy would further enable ICAO to develop performance-based regulations, which will be complemented by industry standards.

Many States from around the world and other international organisation supported the content of the paper and the recommendations made to the conference.

This outcome is reflected in the conference report as a recommendation: “continue to explore practical means to make use of international standards in particular through the Standards Roundtable coordination work with recognised standards-making organisation to expedite the development of ICAO provisions in a more efficient manner” to be reported next year to the 40th ICAO Assembly, for their endorsement.

During the Conference, ICAO also convened a meeting of the Standards Roundtable (SRT), the forum where Standards Developing Organisations (SDOs) and ICAO work on the details how we better complement each others work. At this meeting EUROCAE presented some good examples where EUROCAE standards can complement ICAO provisions, which were identified based on the analysis we did, mapping each others work programme. 

EUROCAE at the EDA RPAS ATI Industry Exchange Platform 

On the invitation of the European Defence Agency (EDA), a EUROCAE Full Member, EUROCAE attended the second meeting of the EDA RPAS ATI Industry Exchange Platform. EUROCAE presented the current status of the activities of Working Group WG-105 (UAS) related to the safe integration of Unmanned Systems into the airspace.

WG-105 is tasked to develop standards supporting the safe integration of all types of aircraft into all types of airspace for all types of operations under any conditions. In particular the activities related to Detect and Avoid (DAA), Command, Control, Communication and Security (C3S) as well as Enhanced RPAS Automation (ERA) fit perfectly well into the scope of the EDA RPAS ATI Industry Exchange Platform.

The meeting provided a good overview of the organisational
structure implemented to support

EDA in fulfilling the task of safe integration of unmanned aircraft into the airspace. Several programmes are available at European level to support the activities.

During the technical part of the meeting information was provided on various projects being executed in the areas of Detect and Avoid (DAA), Autonomy and Secure C2 Links. The programme was completed with more operationally oriented presentations on the European MALE RPAS Programme (MALE = Medium Altitude, Long Endurance) and the Large RPAS ATM Integration in Europe Programme demonstrating that the equipage and capabilities of large RPAS provide a means to safely and efficiently integrate into non-segregated airspace consistent with manned aircraft operations.

ECSCG kick off meeting  

30 October, Saint-Denis

The European Cybersecurity for aviation Standards Coordination Group (ECSCG) was created in the context of the EU regulations and EASA rulemaking initiative. The ECSCG is a joint coordination and advisory group. Its purpose is to coordinate the cybersecurity for aviation related standards activities across Europe to ensure that the necessary and appropriate standards are available in due time, identify gaps and avoid overlapping activities.

The kick-off meeting took place on 30 October 2018 at the EUROCAE office in Saint-Denis, France. Experts from the European regulators (European Commission and EASA) as well as European organisations active in cybersecurity and international SDOs gathered to

discuss the Terms of Reference of the coordination group with the goal to define a way to streamline standards developing activities in Europe.

The main deliverable of the ECSCG will be a European Cybersecurity for aviation Standardisation Rolling Development Plan (RDP) which will be progressively updated to reflect the current situation.

EUROCAE Report ER-019 has been made available 

EUROCAE Report ER-019 "UAS System Safety Assessment Objectives and Criteria Inputs to AMC 1309” has now been officially published and could be  accessed on the EUROCAE eShop.

In accordance with WG-105 Terms of Reference, this report has been prepared with the aim at analysing and reviewing the JARUS WG6 – EUROCAE WG-73 “1309” conciliation report published in November 2015, considering both previous related deliverables EUROCAE Report ER-010 and JARUS WG6 AMC RPAS 1309 Issue 2.  

It subsequently provides high level recommendations on eight major topics related to UAS System Safety Assessment, in due consideration of UAS emerging regulatory context and/or to additional materials that have arisen since then. It is presented as an input to regulatory authorities for the preparation of future UAS Certification Specifications and related Acceptable Means of Compliance (AMC) on UAS System Safety Assessment Objectives and Criteria.

Call for Participation EUROCAE WG-76 AIS/MET Datalink Services 

EUROCAE is launching this Call for Participation to inform interested parties about activities to be undertaken by Working Group WG-76 on AIS/MET Datalink Services and to provide the opportunity to nominate expert participants.

WG-76 has been tasked to develop a Minimum Aviation System Performance Standard (MASPS) for AIS/MET Datalink Services. These services will provide a means to transmit AIS data and meteorological information between service providers and end-users.

In order to reach a globally harmonised implementation of these services the work will be performed joint with RTCA Special Committee SC-206.

WG-76 has already defined a list of services it wishes to standardise. The detailed requirements for these services will now be developed together with RTCA SC-206.

We are seeking for experts to support this activity. In particular knowledge related to AIS and MET data will be needed as well as Flight Deck expertise to ensure that the services are fit for purpose.

The first joint meeting between WG-76 and SC-206 will take place at Melbourne (Florida) from 3 to 7 December 2018.

WG-110 kick off meeting  

13-14 December, Saint-Denis

EUROCAE launched a Call for Participation to inform interested parties about activities undertaken by WG-110 and to provide a possibility to nominate expert participants.

The kick-off meeting will take place at EUROCAE in Paris area on 13 and 14 December 2018.The objective of this new WG is to develop Minimum Operating Performance Standard for Class A HTAWS for offshore helicopter operations primarily in support of the EASA operating rule mandate under Commission Regulation (EU) 2016/1199 of 22 July 2016 (SPA.HOFO.160(c)). The EASA mandate currently applies only to aircraft first registered after

31 December 2018, but this may be extended to other aircraft depending on the outcome of the proposed EASA Rulemaking Task RMT.0708, Controlled flight into terrain (CFIT) prevention with helicopter terrain avoidance warning systems (HTAWS).

New WG-72 activities kick off

2-3 October, Saint-Denis

The kick-off meeting of WG-72 new activities gathered a wide range of cybersecurity experts. The meeting was very well attended and covered all aspects of the industry from airlines and manufacturers to ANSPs and regulators.

Jean-Paul Moreaux (EASA), involved since the very beginning of WG-72, took the opportunity of the gathering to step down of his role of Chair. He will remain active in the WG-72 to share his solid experience in the domain.

Using this opportunity EUROCAE would like to thank Jean-Paul for his tireless, valuable contribution throughout the years.

Cyrille Rosay (EASA) was elected as the new WG-72 Chair. He has an extensive experience in aviation cybersecurity and in the activities of EUROCAE. Together with Clive Goodchild (BAE Systems), he will lead the numerous activities of the WG,

shared amongst three sub-groups.

The sub-groups are:

  • WG-72 SG-2, who has developed ED-205 on Process Specification for Security certification and declaration of ATM/ANS ground systems. The draft is currently under Open Consultation.
  • WG-72 SG-3, tasked to work on ED-xxx: New document Guidance on Security Event Management and ED-204A: Information Security Guidance for Continuing Airworthiness. 
  • WG-72 SG-4, tasked with revisiting ED-201A: AISS Framework Guidance Document.

    Call for several TAC member renewals

    The EUROCAE Technical Advisory Committee (TAC) is composed of 12 specialist members, selected in order to achieve a balanced representation of EUROCAE interests.

    All TAC members are appointed for a 3 year, renewable term.

    The representative of the ANSPs has been appointed 3 years ago and is currently open for reappointment.

    Nominations for TAC membership is open to all EUROCAE member organisations.

    EUROCAE is calling for candidacies for TAC members in the following domains:

    • European ATM Organisation
    • ​Aircraft Manufacturers – Business aviation
    • Equipment Manufacturers – Aircraft Non-Avionic

    TAC members are expected to represent the interests of the whole EUROCAE membership, and to:

    • have a relevant technical expertise and be aware of technological developments in their respective domain      
    • be able to consider the future technical interests of EUROCAE in the respective domain
    • be able to address the full breadth of the respective technical domain and perspective
    •  be in a position to adequately support the activities of the TAC (4 meetings/year)
    • be a focal point for the domain they represent

    As all TAC members, the representative of the respective domains will be appointed by the EUROCAE Council for a 3 year renewable term. 

    The TAC members’ duties are unpaid.

    Candidacies for this position should reach the EUROCAE Secretariat by 30 November and include a letter of motivation, CV and any other relevant supporting information.

    75th meeting of EUROCAE TAC

    22 – 23 October 2018, Frankfurt

    The 75th meeting of the EUROCAE Technical Advisory Committee took place on 22 – 23 October 2018 at the Fraport premises at Frankfurt airport. 

    TAC approved updated Terms of Reference for several WGs and activities:

    - WG-51 ADS-B
    ​The ToR of WG-51 were approved during TAC #74 in line with the ToR of RTCA SC-186. In the meantime the scope of Change 1 to ED-194A has been changed  slightly and the WG-51 ToR needed to be updated to reflect this change.

    - WG-62 GALILEO 
    Until now, the activities of WG-62 and SC-159 have not been done jointly, despite constant and close coordination between the two groups. The ToR were updated to reflect more accurately the target dates of the work and to plan future work on a joint revision of the ED-259 on MOPS for Galileo / GPS / SBAS Airborne Equipment – this would become ED-259A.

    - WG-75 TCAS 
    The ToR were updated as due to the high workload on finalising the ACAS Xa/Xo MOPS, the work on the Interoperability MASPS was

    practically on hold and has now been resumed. This resulted in an update of the target date to Q4/2018.

    - WG-92 VDL Mode 2 
    The ToR were updated to reflect the fact that the WG has published ED-92C and is now further shaping the companion document as well as ED-92 revD in collaboration with RTCA.

    - SWIM
    Further to the publication of ED-254 and ER018 “SWIM Services Standardisation Package” earlier this year, TAC considered potential future EUROCAE activities in this area. The discussion is expected to continue at the next meeting.
