This issue the headlines highlight increased investment and support for arts and culture in countries whose sectors have begun to reactivate, with many focussing on cultural infrastructure and the performing arts.

In August, Arts Council England announced that an additional £1.1 million was added to the Emergency Grassroots Music Venues Fund – which it has administered for the Department for Digital, Culture, Media and Sport – to provide a total of £3.36 million for music venues at imminent risk of insolvency across England. In the same week, in Singapore the Ministry of Culture, Community and Youth announced additional measures to support the sector, which include new grants and collaboration with the National Arts Council to commission and/or programme pilot small-scale performances to test new models and best practices for safe live performances in future. While the World Bank published a piece – Culture in the COVID-19 recovery – which highlights the potential to accelerate socio-economic recovery from the pandemic, through the use of culture-based approaches for city reconstruction and recovery in post-crisis situations.

At the beginning of this month, in France the Ministry of Culture announced a Recovery Plan for the sector worth €2 billion, which includes €426 million allocated to “Reclaiming [France’s] model of artistic creation and dissemination” via support and subsidies for live performances programmed by private and public institutions (amongst other things); and in South Korea, Arts Council Korea announced an additional round of its programme to support the vitality of performing arts venues, as they carefully resume performances with preventative and social distancing measures in place.

Last week, in Sweden the Minister for Culture and Minister for Finance announced that the government will invest an additional SEK 3.4 billion in culture – creating Sweden’s largest ever culture budget – which will contribute to supporting cultural infrastructure throughout the country, and includes SEK 1 billion to restructure and restart cultural activities. In Northern Ireland, the Arts Council opened its Health and Safety Capital Programme, a new fund worth £500,000, to support arts and culture organisations as they prepare to re-open. In Scotland, Creative Scotland published details of the Scottish Government’s Culture Organisations and Venues Recovery Fund, which will provide £15 million in support to organisations that provide opportunities for cultural engagement and have been unable to trade due to COVID-19. In the Netherlands, the Council for Culture has issued a series of recommendations for an additional government support package, which includes proposals to review restrictions on performing arts venues and to use Field Labs to experiment with new forms that will allow the public to enjoy culture in a safe and sustainable way. And in El Salvador, the Ministry of Culture has worked with national development bank BFA to host a virtual meeting for cultural sector workers to understand available financial options to support the reactivation of their economies.

While in breaking news, yesterday Arts Council England released two new reports that demonstrate the value of cultural venues and institutions, and their centrality to communities’ economies, social fabric and civic pride: the first is a data report that analyses experimental high streets data by Ordnance Survey (OS) and ACE’s survey of Arts Council funded cultural infrastructure across England; and the second is an evidence review on arts and place-shaping.

Los titulares de esta edición destacan el incremento en el financiamiento y el apoyo a las artes y la cultura en los países cuyos sectores se han reactivado y que, en muchos casos, se centran en la infraestructura cultural y las artes escénicas.

En agosto, el Consejo de las Artes de Inglaterra anunció que había añadido 1.100.000 libras esterlinas al Fondo de emergencia para salas musicales de base, que ha gestionado por delegación del Departamento para Digital, Cultura, Medios y Deporte, para ofrecer un total de 3.360.000 libras para salas de conciertos inglesas en riesgo inminente de insolvencia. En la misma semana, el Ministerio de Cultura, Comunidad y Juventud de Singapur anunció medidas suplementarias de apoyo al sector, entre las que se cuentan nuevas subvenciones y la colaboración con el Consejo Nacional de las Artes para encargar y/o programar representaciones piloto a pequeña escala para probar nuevos modelos y buenas prácticas para garantizar la seguridad de las actuaciones en vivo en el futuro. Mientras tanto, el Banco Mundial publicó un artículo —La cultura en la recuperación del COVID-19— que destaca el potencial para acelerar la recuperación socioeconómica tras la pandemia a través del uso de modelos basados en la cultura para la reconstrucción y recuperación de las ciudades en situaciones de poscrisis.

A inicios de este mes, el Ministerio de Cultura de Francia anunció un Plan de recuperación para el sector por un importe de dos millones de euros, que incluye 426 millones de euros asignados a “reivindicar el modelo [francés] de creación y difusión” a través del apoyo y las subvenciones a las actuaciones en vivo programadas por instituciones privadas y públicas (entre otras cosas). En Corea del Sur, el Consejo de las Artes de Corea anunció una ronda extra de su programa de apoyo a la vitalidad de las salas escénicas, a medida que se retoman las representaciones con medidas preventivas y de distancia social.

La semana pasada, el Ministerio de Cultura de Suecia y el Ministerio de Finanzas anunciaron que el gobierno invertirá 3.400 millones de coronas adicionales en cultura —con lo que Suecia contará con el mayor presupuesto de cultura de su historia— para apoyar la infraestructura cultural del país, con mil millones destinados a reestructurar y retomar la actividad cultural. En Irlanda del Norte, el Consejo de las Artes inauguró su Programa de capital para salud y seguridad, un nuevo fondo de 500.000 libras para apoyar la reapertura de las instituciones culturales. En Escocia, Creative Scotland publicó información detallada sobre el Fondo de recuperación de instituciones y salas culturales del gobierno escocés, que ofrecerá 15 millones de libras en apoyo a las instituciones que ofrecen oportunidades para la participación cultural y no habían podido operar debido al COVID-19. En los Países Bajos, el Consejo para la Cultura ha publicado una serie de recomendaciones para un paquete de apoyo adicional del gobierno, que incluye propuestas para revisar las restricciones de las salas escénicas y laboratorios para experimentar con nuevos formatos que permitan el disfrute de la cultura de manera segura y sostenible. Finalmente, en El Salvador, el Ministerio de Cultura ha trabajado en colaboración con el banco nacional de desarrollo BFA para organizar una reunión virtual con las y los trabajadores del sector cultural para darles a conocer las opciones de financiamiento disponibles para apoyar la reactivación de sus economías.

Mientras que en las últimas noticias, el Consejo de las Artes de Inglaterra (ACE) publicó ayer dos nuevos informes que demuestran el valor de los centros e instituciones culturales, y su importancia para las economías, el tejido social y el orgullo cívico de las comunidades: el primero es un informe estadístico que analiza los datos experimentales de las calles principales mediante la encuesta de la Ordnance Survey (OS) y la encuesta de ACE sobre la infraestructura cultural financiada por el Consejo de las Artes en toda Inglaterra; y el segundo es una revision basada en evidencia sobre las artes y la configuración del lugar.

Activismo digital, experiencia a favor del uso de las lenguas indígenas

Las herramientas digitales se han convertido en un espacio para dialogar y facilitar la construcción de ideas de colaboración entre activistas digitales de comunidades indígenas de México y Canadá, se afirmó durante el conversatorio “Activismo digital en lenguas Indígenas. Intercambio de experiencias”, que se presentó en la Feria de las Lenguas Indígenas Nacionales (FLIN), organizada por la Secretaría de Cultura del Gobierno de México, a través del Instituto Nacional de Lenguas Indígenas (INALI), en el marco de la campaña de “Contigo en la distancia”.


Nuevos créditos para sectores culturales

El Ministerio de Cultura y Deporte triplica las ayudas a la música hasta alcanzar los 16.555.482 euros

El Ministerio de Cultura y Deporte ha reforzado notablemente su apoyo al sector de la música para paliar las consecuencias de la crisis provocada por la pandemia de la COVID-19. La dotación presupuestaria de las ayudas extraordinarias del INAEM destinadas al sector ha aumentado un 166% respecto a la convocatoria de 2019, hasta alcanzar un total de 16.553.482 euros, en aplicación del Real Decreto-Ley 17/2020 de 5 de mayo, que articuló medidas excepcionales de respaldo a un sector marcado por su fragilidad estructural.

Orquestas y coros independientes se capacitan en protocolos de bioseguridad
