Cornerstone is pleased to announce that we have been awarded a four year contract by South Cambridgeshire District Council for External Wall Insulation and Associated Works.
Following a formal tendering process, Cornerstone was identified as the company offering best value to the South Cambridgeshire community, beating off competition from more than 25 other bidders. The contract will run from June 2016 until June 2020. The council has an estimated budget of £5.5m to improve their housing stock over this time, with measures including external wall, internal wall, cavity wall and loft insulation. Cornerstone was delighted to be selected as the council's preferred partner, with our Managing Director commenting: South Cambridgeshire District Council

Norfolk, Suffolk and Sussex County Shows 2016
Cornerstone was pleased to exhibit our services at the Norfolk, Suffolk and Sussex county shows across June and July 2016.
Thank you to all who took the time to visit us – we hope to see you all again next year!
Each show had its own unique character, and indeed its own weather system! We got wet at some and dried off at others, all underneath the trusty Cornerstone gazebo. At each show, we had a great time engaging with local people and businesses, talking about a range of energy efficiency measures.

At the Suffolk Show, which was attended by 92,000 people, we spoke to a lot of business and home owners eager to reduce their carbon footprint. In a largely rural county, renewable technologies were high on the shopping list of our visitors.

In Sussex, a large proportion of the visitors we spoke to over the two day event were incredibly environmentally aware and seeking sustainable solutions for their new build properties. With support from the Renewable Heat Incentive, renewable technologies were again a popular topic.

On our second appearance at the Norfolk Show, we were blown away again by the time and effort that goes into this event. Our competitions – including one to estimate the weight of an insulation board – certainly got our visitors guessing.

Proposed Changes to ECO Funding
DECC have recently published their consultation on proposed changes to ECO 2017-18 and a longer term supplier obligation: www.gov.uk/government/consultations/energy-company-obligation-eco-help-to-heat
The proposed changes are significant for local authorities and housing associations, and include:
1. There will be a greater focus on low income/fuel poor households.
The plan is to remove CSCO by April 2017 and reduce the CERO target, moving the reduction into the HHCRO obligation. The HHCRO qualifying criteria will in turn be simplified, increasing the number of households that qualify.
2. Social properties will qualify for HHCRO funding for the first time;
the local authority/housing association will sign a declaration to confirm they deem the tenant to be fuel poor, avoiding means testing. The funding will cover all social properties with an EPC rating of E, F and G.
3. The focus of HHCRO will shift away from heating and towards insulation,
and particularly hard to treat measures including SWI, room in roof and park home insulation. An additional target of 17,000 solid wall properties are to be insulated by 31st March 2018.
4. There will be revisions to the Renewable Heat Incentive (RHI),
moving it away from the able to pay market and towards low income/fuel poor properties.
The impact of these proposed changes on funding rates and availability will be significant. It is important that local authorities and housing associations are prepared to take advantage of the changes as they come into force.

Cornerstone has agreements with a number of obligated parties, enabling us to access ECO at best market rates; we also work closely with organisations including the NEA. We are therefore well placed to advise on the development of a strategy to take advantage of future ECO funding, whether this be targeting social stock, owner occupiers or private landlords.
