This month the headlines reflect the growing global focus on the climate crisis and sustainable development. At the end of September, the United Nations held a series of summits to boost action on climate change and progress sustainable development, including the Climate Action Summit and Sustainable Development Goals Summit. The closing statement from the former details measures that government and private sector leaders worldwide plan to take to accelerate the pace of climate action; while the declaration adopted by Member States at the latter – “Gearing up for a decade of action and delivery for sustainable development” – outlines the actions required to deliver the SDGs by 2030. In the same week, the
UN Conference on Trade and Development (UNCTAD) published its SDG Investment Trends Monitor which highlights signs of progress across several sectors, including in climate change mitigation; and the Culture 2030 Goal Campaign published its report Culture in the Implementation of the 2030 Agenda.
The issues are also at the fore for the international arts and culture community. At the end of September, UN Special Rapporteur in the field of cultural rights, Karima Bennoune, ended a fact-finding visit to Tuvalu in the South Pacific with a call for the world to do more to head off climate change, noting that the ‘cultural survival of entire peoples may be at stake as never before, undermining all human rights, including cultural rights.’ In Niger, the agenda for the 5th Meeting of Ministers in charge of Culture of the member countries of the Africa-Caribbean-Pacific Group highlighted the potential for partnership across cultures to address the effects of climate change. While in the Americas, Colombia has hosted the 20th Ibero-American Conference on Culture with the theme 'Innovation for sustainable development - Objective 2030'.
In Croatia, the Minister of Culture has presented ‘Recommendations for the Implementation of Energy Efficiency Measures on Architectural Heritage’ which provide guidelines for the assessment and improvement of the energy status of cultural heritage. While in Slovakia, the Slovak Arts Council has released its Environmental Policy and recommendations – prepared with the country’s Institute for Environmental Policy – which it will introduce as assessment
criteria for funding from 2021. In Scotland, a recent Green Arts Conference explored the role of culture in a time of climate emergency and how organisations from the creative and cultural sector can respond. And in England, Julie’s Bicycle has released its new resource Creative Spaces for Nature: Biodiversity, Habitats and Ecosystems - published as part of Arts Council England’s Environmental Sustainability programme 2018-22 - which looks at ways in which the creative
sector can respond to the biodiversity crisis.

New National Member: Ukrainian Cultural Foundation

The Foundation was created in 2017 to facilitate the development of culture and arts in Ukraine. Budget 2020: Increased investment in culture

Los titulares de este mes reflejan el creciente protagonismo global de la crisis climática y el desarrollo sostenible. A finales de septiembre en la Organización de Naciones Unidas celebraron sendas cumbres para acelerar las acciones sobre el cambio climático y avanzar en el desarrollo sostenible: la Cumbre sobre la Acción Climática 2019 y la Cumbre Mundial sobre el Desarrollo Sostenible. La declaración final de la primera detalla las medidas que los líderes de gobierno y del sector privado de todo el mundo piensan adoptar para acelerar el ritmo de la acción sobre el cambio climático, mientras que la declaración adoptada por los Estados miembros en la segunda –“Preparándonos para una década de acción y cumplimiento con el desarrollo sostenible”—resume las acciones necesarias para cumplir con los Objetivos de Desarrollo Sostenible (SDG) hasta 2030. La misma semana, la Conferencia de Naciones Unidas sobre Comercio y Desarrollo (CNUCYD o UNCTAD) publicó su Informe sobre tendencias globales en inversión en SDG que muestra signos de progreso en algunos sectores, incluido el de la mitigación del cambio climático. En la misma semana, la Campaña Objetivo Cultura 2030 publicó su informe La cultura en la implementación de la Agenda 2030.
Ambos desafíos también son claves para la comunidad internacional de las artes y la cultura. A finales de septiembre, la Relatora Especial de la ONU en la esfera de los derechos culturales, Karima Bennoune, finalizó una visita de trabajo a Tuvalu, en el Pacífico Sur, con una llamada al mundo para hacer más por alejarnos del cambio climático, destacando que “la supervivencia cultural de pueblos enteros puede estar en juego como nunca antes, minando todos los derechos humanos, incluidos los derechos culturales”. En Níger, el programa de la 5ª reunión de los ministros de Cultura de los países miembros del Grupo África–Caribe-Pacífico remarcó el potencial de la colaboración entre culturas para afrontar los efectos del cambio climático. Mientras tanto, en las Américas, Colombia acogió la XX Conferencia Iberoamericana de Ministros de Cultura con el lema “Innovación para el desarrollo sostenible – Objetivo 2030”.
En Croacia, la ministra de Cultura presentó las “Recomendaciones para la puesta en marcha de medidas de eficiencia en el patrimonio arquitectónico”, que ofrecen orientaciones para la evaluación y mejora del nivel energético del patrimonio cultural. En Eslovaquia, el Consejo de las Artes ha publicado su Política y recomendaciones medioambientales, elaboradas conjuntamente con el Instituto de Política Medioambiental del país, que se introducirá como
criterio de evaluación para subvenciones a partir de 2021. En Escocia, un reciente Congreso de Artes Verdes analizó el papel de la cultura en un tiempo de emergencia climática y cómo pueden responder a ella las instituciones de los sectores creativo y cultura. En Inglaterra, Julie´s Bicycle ha publicado Espacios creativos para la Naturaleza: biodiversidad, hábitats y ecosistemas. Este recurso forma parte del programa 2018-22 de sostenibilidad medioambiental del Consejo de
las Artes de Inglaterra, que explora de qué maneras puede el sector creativo responder a la crisis de biodiversidad.

Nos entusiasma dar la bienvenida a la Fundación Cultural Ucraniana como nuevo miembro nacional de la Federación. La Fundación fue creada en 2017 para facilitar el desarrollo de la cultura y las artes en Ucrania. Analizan el impacto de la cultura entre personas privadas de su libertad
