More Businesses Permitted to Open Under Guidelines

Following the guidelines of a phased approach to re-opening the state, more industries and businesses can resume operations while adhering to health and safety guidelines. Retail businesses may resume in-store sales and shopping while maintaining a 50 percent capacity cap, bars and restaurants may open for outdoor dining only (see changes to indoor dining below), personal care facilities may re-open while enforcing all workers and customers wear masks or face-coverings, and childcare facilities may open back up while following health and safety standards.

Businesses opening brick and mortar locations are strongly encouraged to implement the guidelines set out by the CDC and OSHA, and are required to follow all State rules. Outdoor activities where social distancing is feasible can take place, and dates for re-opening certain entertainment venues have been set.

Change to Indoor Dining, Which Will Remain Closed

After rising numbers of COVID-19 cases in other states nationwide and the risks posed to New Jersey, plans for reopening indoor dining this week have been postponned indefinitely. This includes wedding venues and banquet halls. Bars and restaurants are still open for drive-through, delivery takeout, and outdoor dining.

Gathering Capacity Limits Raised

As COVID-19 cases steadily decline in New Jersey, Governor Murphy has increased the gathering capacity limits. Indoor gatherings are now limited to 25% capacity with a maximum of 100 people. Outdoor gatherings, which can be defined as open air spaces without a fixed roof, are limited to 250 people. Outdoor religious services and political activities continue to operate without capacity limits. Personal safety measures, including the use of a face covering, social distancing, and frequent hand-washing, are encouraged for both public and private gatherings.

Financial Assistance Programs Available for Business through Local Governments

Depending on your city or county jurisdiction, there may be additional financial assistance programs to help offset the business costs caused by COVID-19. Applications for grants and loans are open now, and requirements, as well as allocation methods, vary by program and local governance. Business owners are encouraged to apply if they meet the requirements.
