"Skinny" Repeal Fails But There Is Still Much Room For Improvement
Greg Ensell, Vice President of Government Relations
Last week, Senator John McCain cast the deciding vote to end the Senate’s so-called “skinny repeal” of the Affordable Care Act. AzHHA applauds Senator McCain for his leadership and political courage in rejecting this flawed bill and the faulty process by which it was created. We would also like recognize Governor Ducey for his efforts. While a strong, consistent opponent of the Affordable Care Act, Governor Ducey has been a leader in the defense of vulnerable Arizona families.
This is no time for political point-scoring. There are real problems with the Affordable Care Act including cost, access, and choices. On behalf of Arizona hospitals, healthcare providers, and patients, we’re hopeful this moment represents not the end, but a new beginning – an opportunity to find bipartisan solutions to the healthcare challenges we face.

State Adopts New Requirements To Address Opioid Epidemic
Debbie Johnston, Senior Vice President of Policy Development
Arizona Attorney General, Mark Brnovich certified emergency rules on Friday, July 28th that require health care facilities to adopt and implement policies and procedures relating to the prescribing and administration of opioids for treatment purposes. These rules augment enhanced surveillance reporting requirements that the state adopted under Governor Ducey’s June 5th Emergency Declaration on the Opioid Overdose Epidemic in Arizona.
The Arizona Department of Health Services (ADHS) is also rolling out expanded blood screening for suspected opioid overdose cases. AzHHA members received our Regulatory and Legal Advisory on the emergency rules this week and will receive an updated advisory on the blood screening requirements as soon as more details are made available. ADHS has scheduled two webinars on the emergency rules for medical facilities, one on August 7th and the other August 11th.
