This month, the headlines for arts and culture reflect the headlines in general, as the world responds to the spread of COVID-19. The effects are being felt across the arts and culture sector internationally, with implications for the mobility of artists and cultural sector workers; audiences and venues in affected areas; as well as international markets and showcases that bolster the distribution cultural goods, many of which have been postponed or cancelled. We appreciate that these are uncertain times that are unsettling for many; we have also been impressed by considered and measured responses from the sector worldwide.
In Singapore, the Parliamentary Secretary for Culture, Community and Youth has announced that the government will allocate S$1.6 million for the arts and culture sector to respond to the COVID-19 outbreak. The National Arts Council of Singapore has also announced two initiatives to support the arts community during COVID-19, including one-off funding for a Capability Development Scheme for the Arts (CDSA) to encourage upskilling and grow organisational
capabilities; as well as a subsidy for venue hire at national cultural institutions for arts and culture activities. While in Hong Kong, the arts community is collaborating to launch a community-led online platform that will offer online viewing rooms for galleries, as well recorded and live-streamed exhibition walkthroughs.
Many public agencies have also published information to support the sector to navigate the latest government advice relevant to festivals, venues, employment and working internationally. This includes in New Zealand, where Creative New Zealand has shared with the sector how the institution is approaching the situation; outlined responses for possible scenarios that may affect the sector and grant recipients; conveyed its intention to better understand the consequences of COVID-19 on arts practitioners, arts organisations and individuals; and encouraged sector leaders to consider their responses too. Meanwhile in the USA, the Smithsonian has published an article related to its current exhibition Outbreak: Epidemics in a Connected World that highlights the powerful role of museums to combat misinformation and make available information that demystifies the emergence and spread of new diseases.
As an international organisation, we too have taken measures to address the wellbeing of our staff, members and all those engaged in our projects in light of the current situation. We will be monitoring the situation closely. We will continue to share information that may be useful and will work with our members to continue vital international exchange, in person or otherwise. Este mes, los titulares relacionados a las artes y la cultura, así como gran parte del resto en general, reflejan cómo el mundo responde a la propagación de COVID-19. Los efectos se están sintiendo en la totalidad del sector de las artes y la cultura a nivel internacional, con repercusiones en la movilidad de artistas y trabajadores del sector cultural; en las audiencias y lugares de reunión de las zonas afectadas; así como en los mercados internacionales y en los espacios que fomentan la distribución de los bienes culturales, muchos de los cuales se han aplazado o cancelado. Somos conscientes de que éstos son tiempos inciertos e inquietantes. Estamos gratamente impresionados por las respuestas de consideración y mesura que ha tenido el sector a nivel mundial.
En Singapur, el Secretario Parlamentario de Cultura, Comunidad y Juventud ha anunciado que el gobierno asignará 1,6 millones de dólares (EE.UU.) al sector de las artes y la cultura para responder al brote de COVID-19. El Consejo Nacional de las Artes de Singapur también ha anunciado dos iniciativas para apoyar a la comunidad artística durante COVID-19, incluido el financiamiento excepcional de un Plan de Desarrollo de Capacidades para las Artes para
fomentar la mejora de la capacitación y el aumento de las capacidades organizativas; así como una subvención para el arriendo de locales en las instituciones culturales nacionales para actividades artísticas y culturales. Mientras que en Hong Kong, la comunidad artística está colaborando en el lanzamiento de una plataforma en línea dirigida por la comunidad que ofrecerá salas visuales en línea para galerías, así como recorridos de exposición grabados y transmitidos en directo.

Entre ellos se destaca el de Nueva Zelanda, donde Creative New Zealand ha compartido con el sector artístico cultural la forma en que la institución está abordando la situación; ha esbozado respuestas para posibles escenarios que puedan afectar al sector y a los beneficiarios de los fondos; ha transmitido su intención de comprender mejor las consecuencias de COVID-19 en los profesionales de las

Gobierno Nacional ratifica compromiso con la cultura a través del programa Ibermúsicas

Este miércoles 03 de marzo inició la XVIII Reunión del Consejo Intergubernamental del Programa IBERMÚSICAS en San Bernardino, Paraguay, con la participación de autoridades el programa y representantes de los países miembros. El ministro de Cultura, Rubén Capdevila, dio apertura al acto oficial ratificando el compromiso del Gobierno Nacional con la cultura y al mismo tiempo, de seguir formando parte de los programas iberoamericanos.
