EUROCAE and IAOPA collaborate to include general aviation in development of standardsGeneral Aviation is a sector with specific needs and a large community of airspace users - the private pilots, which is needed to shape the standards to comply with the regulation. In order to improve the representation of the GA community in EUROCAE standardisation activities, EUROCAE and the International Council of Aircraft Owner and Pilot Associations (IAOPA) formalized this collaboration on March 26th in a Memorandum of Understanding (MOU). IAOPA Secretary General Craig
Spence said, “It’s great to see that general aviation will have a strong voice and representation in issues that are impacting the community every day.
We applaud EUROCAE for their willingness to include IAOPA in developing these standards and look forward to a long lasting and successful alliance.” The new partnership will allow EUROCAE to benefit from the practical aviation expertise of the IAOPA membership in the drafting of new standards while simultaneously addressing global aviation challenges. The collaboration between EUROCAE and IAOPA Europe will focus on the exchanging of general and technical information; sharing of expertise and best practices; participating in each other’s working groups; and coordinating communication activities.
A chance to join the new WG-109
Kick-off meeting: 23-24 May 2018, Saint-Denis, France EUROCAE has launched the Call for participation for WG-109 "Runway Weather Information Systems". Internationally, operating regulations on runway surface contamination are primarily set by the International Civil Aviation Organisation (ICAO), particularly through Annexes 6, 14 and 15 of the Convention on the International Civil Aviation. The said annexes set out recommendations on the information to be given to the flight crew on the type and thickness of contaminants present on runway surfaces. The use of the "Global Reporting Format" will come into force in
November 2020, which will allow determining a code characterising the runway surface conditions from accurate criteria on the nature of the contaminant and its thickness.
WG-109 is tasked to develop Minimum Aviation System Performance Standards (MASPS) for Runway Weather Information Systems. It will define the performances expected from the systems and the way of verifying that the latter reach them. The WG will also consider other possible relevant information needed. EUROCAE at the World ATM Congress 2018
As in past years, EUROCAE visited and contributed actively to the World ATM Congress: - Session ‘Data Link Services Recovery activity update’, focused on the progress made regarding the deployment of multi frequency VDL Mode 2 infrastructure in Europe to comply with the new mandate date and on the global improvement of the VDL mode 2 performances. The recent activities conducted by the SESAR Deployment Manager, the Network Manager, EASA and EUROCAE were mainly focused on the completion of the actions recommended by the ELSA study performed under SESAR JU coordination in 2016. EUROCAE provided information on its activities progress confirming
the publication of a new release of ED-92 before end of 2018 and the publication of a complementary document dealing with ground network behaviour recommendation by mid 2019. These activities were conducted in answer to the EC mandate given in 2017 on the basis of ELSA recommendations.
- Workshop on ATM security organised by Bulatsa, highlighting the work achieved by WG-72 and the new training course on aviation cybersecurity.
- Presentation of the new WG 108 ‘ATN/IPS’ during one of the sessions organised by Leonardo at their booth.
- Workshop on UTM, organised by the Global UTM Association, outlining the foundations of UTM and the status of standardisation activities. The work of EUROCAE WG-105 was recognised as one of the main pillars of a sound strategy for UTM implementation.
- The EASCG workshop, ‘The Key Role of Standards to Support Deployment’ focussed on the experience and added value that the work of the EASCG and the Rolling Development Plan are providing to the aviation industry and show how the stakeholders can make use of it. It discussed the essential link between standards and regulations and how to manage the completion of standardisation work to meet a regulatory requirement. But the spotlight clearly was on the role of standards at the deployment stage.
The workshop was attended by a number of stakeholders, wishing to learn more about the EASCG work.
EUROCAE at the IAOPA World Assembly
EUROCAE was invited and participated the 29th IAOPA World Assembly where we reconfirmed the importance of developing industry standards in partnership with the General Aviation (GA) by also signing at this occasion a Memorandum of Understanding between the two organisations (see above). EUROCAE Secretary General, Christian Schleifer together with the Secretary General of ICAO, Dr Fang Liu, the Directors of CASA and CAA NZ, Shane Carmody and Graeme Harris, the President of IAOPA and GAMA, Mark Baker and Pete Bunce opened the very well attended
assembly, by setting the scene and
elaborating on the main topics of the event, like the move to use industry standards to certify GA aircraft, the impact caused by the emerging demand of UAS on GA, new and disruptive technologies and how to enhance safety by making best use of it. Christian Schleifer further participated at the UAS panel, reporting on EUROCAE's ongoing standardisation activities and discussing the potential effects and interfaces with GA.
WG-80 Hydrogen Fuel Cells Systems is looking for additional experts
EUROCAE launched a Call for Participation to inform interested parties about activities undertaken by WG-80 and to provide a possibility to nominate project participants. WG-80 was established to develop guidelines to support qualification and certification of Hydrogen Fuel Cell Systems in the various intended applications. It works as a joint group with SAE
AE-7AFC to develop guidelines to support the use of Proton Exchange Membrane (PEM) Fuel Cell Systems for onboard aircraft applications. WG-80 is currently developing a joint report on general safety aspects and benefits of on-board hydrogen storage and fuel cells for aircraft applications. Further joint activities are expected to define the technical guidelines for the safe development, testing,
integration, validation and
certification of fuel cell systems which operate from other types of hydrogen source. EASA has actively participated to this activity and supports WG-80, ensuring acceptance of documents developed in certification projects. WG-80 team would like to encourage for participation representatives from the industry, research organisations which are active in the development of fuel cell and hydrogen systems, as well as players active in related ground services activities, so that hydrogen operations be also covered by relevant standards. Anyone working in aviation (airport, ANSP, airline, manufacturing industry) plus regulatory and industrial audiences, who needs to deal with cyber security as part of their day-to-day activities. This includes managerial, technical and operational people. Note that this training is not aimed at beginners nor at existing cyber security specialists who already have an in-depth understanding of the standards landscape. Learning objectives:
The purpose of the training is to enable participants to adopt a standards-led approach to cyber security in aviation.
The participants will be able to: - Identify the principles and consequences of cyber security in the aviation environment
- Describe how cyber security impacts different actors in aviation
- Explain the scope and contents of ED-20X as applied by each aviation stakeholder
- Identify the interdependencies between the different standards by mapping the links between them, including ED-201 to ED-205, EN-16495, ISO27000 series, NIST standards, DOs and SAE documents
- Select an appropriate standard, or set of standards, to adopt for specific aviation purposes
- Identify the process to follow and the information required for internal/external audits within an aviation context
- Outline the key requirements underpinning cyber security certification

71st Meeting of EUROCAE TAC

WG-31 will continue the work on several important documents in the area of lightning protection and initiate work on several new / revised deliverables, such as:
- ED-105B, Aircraft lightning test methods
- Guidance for using military standards in support of civil compliance process
