COUNCIL PLAN SETS NEW PRIORITIES You've told us your priorities for the next four years and we've listened
 

After gathering extensive input from our community, we've released our draft Council Plan 2017-2021.

 

The plan outlines our commitments over the next four years and into the future.

 

What did the community tell us?

More than 1000 people provided input into the plan through listening posts and surveys.

 

We know you want us to invest more in infrastructure and provide better services.

 

We know you want us to have a much stronger voice when it comes to advocacy on your behalf to other levels of government and we know you want to have more input to Council decisions.

 

You told us that you want us to prepare Mitchell to meet the challenges that our growing population is bringing.

 

We know you want us to continue to improve Council’s finances and governance and we know that our environment and lifestyle in Mitchell Shire are important to you.

 

What will we focus on over the next four years?

To address these themes, we have identified seven key areas.

  • advocacy;
  • community participation;
  • responsible planning,
  • strong communities,
  • supporting local jobs and quality investment;
  • financial and organisational management; and
  • caring for our environment.

 

Key strategies, priority actions and measures have been developed for each key area. There are 42 key strategies and 181 priority actions.

INFRASTRUCTURE FOCUS FOR BUDGET Draft Budget and Strategic Resource Plan out now
 

We've released our draft Budget and Strategic Resource Plan for your input.

 

What is a Budget and Strategic Resource Plan?

The Strategic Resource Plan outlines the financial and human resources that are needed to deliver on the Council Plan actions and to provide services and infrastructure for the community.

 

The Budget is our financial plan for the next 12 months.

 

What is in the Budget?

Some of the infrastructure highlights in the draft budget include:

 

  • Road maintenance and improvements - $4.29m
  • Road upgrades - $2.66m ($1.24m grant funded)
  • Bridge upgrades - $1.02m ($400k grant funded)
  • Waste landfill capping and rehabilitation - $2.20m
  • Footpaths - $970k ($400k renewal works and $570k new works including Missing Links program)
  • Drainage upgrades - $300k
  • Building renewal and upgrades - $625k
  • Parks, open space and streetscape new works - $1.98m ($1.54m grant funded)

 

The draft budget also includes financial statements, financial performance indicators, rates and charges, a detailed budget analysis and information about long term strategies and indicators.

 

What is in the Strategic Resource Plan?
The Strategic Resource Plan outlines our key financial indicators, non-financial resources (human resources and infrastructure), key challenges, key assumptions and our financial modelling for the next four years.

ROAD MANAGEMENT PLAN REVIEW Formal submissions now open
 

Our Road Management Plan sets the minimum standards for inspection, maintenance and repair of local roads and footpaths.

 

We're responsible for more than 1380 kilometres of sealed and unsealed local roads and nearly 230 kilometres of concrete and unsealed footpaths.
 

The plan sets clear standards for them based on available resources and is reviewed every four years. We have conducted the review and are now seeking formal written submissions in accordance with Section 223 of the Local Government Act.

COUNCILLOR AND MAYOR ALLOWANCES Formal submissions now open
 

Each Council in Victoria must set Mayor and Councillor allowances within six months of a general election.

The State Government sets a range for different council types taking into consideration the size and complexity of responsibilities as well as the role of the Mayor and Councillors in a growth area. We're proposing an allowance of $76,521 for the Mayor and $24,730 for Councillors with a 2.5% indexation from December 2017. 


We are now seeking formal submissions in accordance with Section 223 of the Local Government Act.

Beveridge Township Development Plan

Issues and opportunities input now open

 

The Beveridge Township Development Plan will provide a planning framework to support future development.

To help understand the key planning issues and priorities for Beveridge, we're seeking input from residents, land owners and community groups who live in Beveridge township. This will be used to help inform the Development Plan.


We're holding drop-in sessions and have a short questionnaire.

Positive Ageing Ambassadors with Mayor Sanderson.
HOW CAN WE BE MORE AGE FRIENDLY?

Earlier this year, we appointed seven Positive Ageing Ambassadors.

 

Our Positive Ageing Ambassadors are running a survey to help Council understand how Mitchell Shire can become more age-friendly.

 

We want to know how involved our older community members are in the local community, what limits their participation and how our community can be more age-friendly.

 

The Positive Ageing Ambassadors program has been funded by a State Government Age-Friendly Communities Grant.


Ambassadors will each be allocated an amount of funds to develop local projects in partnership with their communities. This survey will help inform priority projects.
