Welcome to your first ACORNS for 2019! In the spirit of New Year optimism, this issue we focus on the different ways in which governments, industries, organisations and citizens are working towards a sustainable future for culture in times of significant social, environmental, political and economic change.

In recent news, National Galleries Scotland (NGS) has released its second Gaelic language plan, which outlines how it intends to position Gaelic securely and sustainably within its activities, to contribute to the country’s National Gaelic Language Plan 2018-2023. Meanwhile in Uruguay, the government has released a roadmap for the creative industries that sets out a vision for systemic support for the sector across government departments, as part of its National Plan for Transformation and Competitiveness which aims to create policies that will lead to sustainable productive economic development. While in Estonia, at the end of last month Minister of Culture Indrek Saar signed the National Wage Agreement for Cultural Workers, which has raised the minimum wage cultural workers to €1,300 a month and which he believes will ‘ensure the continuity of national culture and the growth of professionals’ working in the sector.

We will continue to interrogate the importance of sustainable development and how we – as an international community – can contribute to a sustainable future for culture during the 8th World Summit on Arts and Culture in Kuala Lumpur, Malaysia from 11-14 March 2019.

The panel session Sustainable Development: Rethinking notions of the creative economy and wellbeing will bring together international experts Amareswar Galla (Executive Director, International Institute for the Inclusive Museum), Justin O’Connor (Professor of Cultural Economy, University of South Australia), Consuelo Sáizar (Doctoral Researcher at the University of Cambridge and former President of Mexico’s National Council for Culture and the Arts), María Paulina Soto Labbé (Deputy Vice-Chancellor of the University of the Arts, Ecuador and Director of the Cultural Corporation of the University of Santiago, Chile) and moderator Carlos J. Villaseñor Anaya (international consultant in culture and sustainable development).

Participants will also have the opportunity to explore sustainable development issues further, offer their perspectives and speak with leading experts during long table sessions Traditional Knowledge and Collective Wisdom in Contemporary Times, New Creative Environments and Economies, and Transnational Perspectives in Sustainability and the Future of International Collaboration; as well as during the participatory workshop Drawing Together: Mapping, Decolonising and Futuring Arts and Culture with Tristan Schultz, founder and director of strategic design practice Relative Creative Community Hub (Australia).

Drawing Together: Mapping, Decolonising and Futuring Arts and Culture

A participatory workshop with

This workshop will equip delegates with tools to think, talk and mobilise their futures. It will be led by Tristan Schultz, whose work sits at the intersection of decolonial thinking, design and sustainability, and is informed by extensive interdisciplinary design experience, as well as his Kamilaroi Aboriginal and European Australian heritage.


 Traditional Knowledge and Collective Wisdom in Contemporary Times

This long table session will consider how traditional knowledge and collective wisdom and memory can provide us with future-oriented perspectives that strengthen adaptive capacity and resilience. How is this knowledge and wisdom being shared and transferred across generations, territories and cultures? What is the role of technology within this process, if any, and does it help transfer and safeguard knowledge?

The minimum wage for a cultural worker increases to 1300 euros

On 27 December, Minister of Culture Indrek Saar and Chairman of the Board of the Central Organization of Employees' Unions (TALO) Ago Tuuling signed the National Wage Agreement for Cultural Workers by 2019. According to the agreement, the minimum wage of a cultural worker will rise to 1300 euros a month from the new year.


500 million pesos increase the 2019 budget for culture

¡Bienvenidos a su primero ACORNS para 2019! En el espíritu optimista del Año Nuevo, en esta edición nos centramos en las distintas formas en que gobiernos, colectivos profesionales, instituciones y ciudadanos están trabajando por un futuro sostenible para la cultura en un tiempo de significativos cambios sociales, medioambientales, políticos y económicos.

Han sido noticia recientemente la publicación del segundo plan lingüístico para el gaélico de las Galerías Nacionales de Escocia (NGS), que detalla cómo posicionará el gaélico de manera segura y sostenible en sus actividades para contribuir al Plan lingüístico nacional para el gaélico 2018-2023. Mientras tanto, en Uruguay el gobierno ha publicado una hoja de ruta para las industrias creativas con una visión de apoyo sistémico para el sector de manera transversal en los distintos departamentos de gobierno como parte de su Plan Nacional de Transformación Productiva y Competitividad, que intenta crear políticas para un desarrollo económico productivo y sostenible. En Estonia, el ministro de Cultura Indrek Saar firmó el mes pasado el Acuerdo Nacional de Salarios para los Trabajadores Culturales, que ha elevado el salario mínimo de los trabajadores de la cultura a 1300€ mensuales y que, según el ministro “asegura la continuidad de la cultura nacional y el incremento de profesionales” en el sector.

Continuaremos indagando en la importancia del desarrollo sostenible y cómo —en tanto que comunidad internacional— podemos contribuir a un futuro sostenible para la cultura durante la 8ª Cumbre Mundial de las Artes y la Cultura en Kuala Lumpur, Malasia, del 11 al 14 de marzo de 2019.

La sesión Desarrollo sustentable: repensando las nociones de la economía creativa y del Buen Vivir reunirá a los expertos internacionales Amareswar Galla (director ejecutivo, Instituto Internacional por el Museo Inclusivo), Justin O´Connor (catedrático de economía cultural, Universidad de Australia del Sur), Consuelo Sáizar (doctoranda en la Universidad de Cambridge y expresidenta del Consejo Nacional para la Cultura y las Artes de México), María Paulina Soto Labbé (vicerrectora académica de la Universidad de las Artes de Ecuador y directora de Cooperación Cultural de la Universidad de Santiago), y el moderador Carlos J. Villaseñor Anaya (consultor internacional en cultura y desarrollo sostenible).

Los participantes tendrán también la oportunidad de analizar otros temas de desarrollo sostenible, ofrecer sus perspectivas y hablar con expertos en el tema durante las mesas redondas Conocimiento tradicional y el saber colectivo en la época contemporánea, Nuevos entornos creativos y nuevas economías creativas, y Perspectivas transnacionales acerca de la sustentabilidad y el futuro de la colaboración internacional, así como en el taller participativo Dibujando en conjunto: mapeando, descolonizando y planificando el futuro de las artes y la cultura con Tristan Schultz, fundador y director de práctica estratégica de Relative Creative Community Hub (Australia).

Dibujando en conjunto: mapeando, descolonizando y planificando el futuro de las artes y la cultura

El trabajo de Tristan está ubicado en el cruce entre el pensamiento descolonizador, el diseño y la sustentabilidad, y se nutre de una prolongada experiencia en diseño crítico interdisciplinario, como también de su patrimonio aborigen kamilaroi y australiano-europeo.


Conocimiento tradicional y el saber colectivo en la época contemporánea

En esta sesión de mesa redonda (Long Table) se estudiará de qué manera el conocimiento tradicional y el saber y la memoria colectivas pueden proveernos perspectivas orientadas hacia el futuro, las cuales refuercen la capacidad de adaptación y la resiliencia. ¿De qué modo este conocimiento y estos saberes están siendo compartidos y transmitidos, a lo largo y a lo ancho de generaciones, territorios y culturas? ¿Cuál es el papel de la tecnología al interior de este proceso, si es que ese papel existe y ayuda éste acaso a transmitir y salvaguardar el conocimiento?

Esta sesión de panel indagará en la manera en que las nociones de economía creativa y de Buen Vivir se están confrontando al interior del cambiante paisaje de la elaboración de políticas públicas. ¿Cómo es que los sistemas de la ecología creativa apoyan el bienestar y el desarrollo humano? ¿Será posible conducir esta confrontación  hacia una convergencia sostenible o estamos condenados a una divergencia irreconciliable?

En esta sesión de mesa redonda (Long Table) se reflexionará acerca de la emergencia de nuevos entornos creativos y economías en procesos de cambio, que nos desafían a repensar los procesos creativos, las nuevas narrativas y los nuevos enfoques acerca de la creación, la producción y el consumo. En la mesa, se examinará el cruce entre la elaboración de políticas culturales y la práctica creativa junto a otros sectores y se abordará la manera en que esto le replantea al entorno creativo la necesidad de anticipar formas de desarrollo más equitativas y resilientes.

Durante esta sesión de foro público abierto, las delegadas y los delegados discutirán acerca de los desafíos y las oportunidades que crean las cambiantes maneras en que nos conectamos y comprometemos, más allá de fronteras políticas y geográficas. A través del lente del gobierno local, de redes transregionales, de agencias gubernamentales y de la acción civil de la sociedad, en la sesión se abordarán las influencias actuales y futuras y las potenciales hojas de ruta, tales como las convenciones y la Agenda 2030.

Un alza en la producción de libros respecto de 2016, lo mismo que la creación de nuevas bibliotecas y el crecimiento de las visitas a museos del Servicio Nacional del Patrimonio Cultural son algunos de los resultados que arrojó “Estadísticas Culturales Informe Anual 2017”, décimo quinta versión de una serie de publicaciones anuales elaboradas por el Ministerio de las Culturas, las Artes y el Patrimonio y el Instituto Nacional de Estadísticas (INE), que recoge datos estadísticos del sector artístico, cultural y patrimonial y otras relacionadas al tiempo libre, recabados gracias al trabajo interinstitucional de 41 informantes públicos y privados.
