EUROCAE at the EATEO-AATO Regional Seminar 28 June, Rome, Italy EUROCAE was represented by Adrian Cioranu, Director Training and Communications, Technical Programme Manager at the Regional Seminar "Training for new technology in aviation / Introducing new technology, tools and methodologies in aviation training" organised by European Association of Training and Educational Organisations (EATEO) and African Association of Aviation Training Organisations (AATO). The event enjoyed the support of the ICAO
EUR/NAT office and the Italian civil aviation authority (ENAC), the latter hosting the seminar at their headquarters in Rome. More than 100 registered participants representing some of the top aviation training stakeholders from Europe, Africa, Asia and North America shared their experiences and concerns, while agreeing that the introduction of new technologies and procedures will make training more effective. Since aviation is by nature an international activity, requiring to achieve as much commonality as possible in implementing standards and recommended practices, the meeting recognised that there should be an increased cooperation of the various stakeholders at regional and inter-regional level.
Adrian Cioranu presented the EUROCAE training programme, highlighting some of the specific challenges faced today in aviation training, whether in cyber security, aviation software, adjusting the training format to the audience's needs, or finding the best instructors to deliver the training. In view of the continuous introduction of new technologies in the manufacturing of aircraft and other technical infrastructure, the conference concluded that there is and it will be a constant need to adapt training contents and ways of delivery of training by all training and education providers, while increasing regional and inter-regional cooperation.
Kick off
EUROCAE WG-113 Hybrid Electric Propulsion9 July 2019, EUROCAE, Saint-Denis 19 participants joined the kick off meeting of WG-113, with the aim of defining, as a first step, the main areas for industry standardisation in the electrified propulsion area, under the EUROCAE umbrella. Aviation industry is witnessing a revolution that will see integration of more electricity to power vehicles. This includes drones, VTOL (Vertical Take-Off Landing), STOL (Short Take Off Landing), commuter and even large aircraft. One factor leading this revolution stems from environmental constraints (in
order to lower the emissions): studies into the electrification of aircraft propulsion revealed the potential of reducing carbon footprint by 50% between 2005 and 2050 – supporting ACARE goals.
This step-change in technology / architectures will require new ways of collaborating among airframers, engine manufacturers and system suppliers – and addressing the regulatory framework and means of compliance for these new architectures. Hybrid/Electric Aircraft promise to be one of the enablers in realizing ACARE Flightpath 2050 goals. All these challenges will bring new technologies in aeronautic industry. These technologies will require standards in order to help industrialisation and certification. These new standards will need to be established and written in a short time to respect industrial objective to introduce new certified

EUROCAE WG-114
Artificial Intelligence27-28 August 2019, EUROCAE, Saint-Denis Artificial Intelligence (AI) is poised to transform the aerospace industry, impacting all areas in which computing and aerospace intersect. AI will embed into and transform the digital systems used to design, manufacture, operate, communicate and maintain aerial vehicles, and when leveraged successfully, it will dramatically change how aerospace companies operate—disrupting business while radically accelerating pace of change. The new working group 114 is positioned to help guiding safe and successful adoption of AI technologies in Aeronautical Systems by developing industry consensus standards within
EUROCAE. The working group will evaluate key applications for AI usage within aeronautical systems, with a focus on AI embedded into aerial vehicle and ground equipment. WG-114 will then propose standards for implementation and certification.

The EUROCAE Council on 4 June 2019 has approved the creation of this new Working Group. EUROCAE WG-104 SWIM Services16 September 2019, EUROCONTROL, Brussels EUROCAE has produced a number of deliverables in support of SWIM implementation in Europe, including a specification for an AMAN extended Horizon SWIM Information Service, a template for future SWIM information service standardisation within EUROCAE and a list of potential SWIM information services to be standardised by EUROCAE. WG-104 closely coordinates with the INEA/CEF Implementation Project on SWIM Governance and with EUROCONTROL ensuring the compliance of the EUROCAE deliverables with the EUROCONTROL Specifications on SWIM. WG-104 was set dormant after
finalisation of their work programme, and the EUROCAE Council on 4 June 2019 has approved the reactivation of this group.

Call for candidates: EUROCAE TAC memberThe EUROCAE Technical Advisory Committee (TAC) is composed of 12 specialist members, selected in order to achieve a balanced representation of EUROCAE interests. All TAC members are appointed for a 3 year, renewable term. EUROCAE has been informed that the current TAC member representing the Equipment manufacturers – Avionics will no longer be in a position to fulfill this duty. Therefore, EUROCAE is calling for candidacies for a TAC member in the following domain: - Equipment Manufacturers – Avionics
Nominations for TAC membership is open to all EUROCAE member organisations. TAC members are expected to represent the interests of the whole EUROCAE membership, and to: - have a relevant technical expertise and be aware
of technological developments in their respective domain
- be able to consider the future technical interests of EUROCAE in the respective domain
- be able to address the full breadth of the respective technical domain and perspective
- be in a position to adequately support the activities of the TAC (4 meetings / year)
- be a focal point for the domain they represent.
As all TAC members, the representative of the respective domains will be appointed
by the EUROCAE Council for a 3-year renewable term. The TAC members’ duties are not remunerated. Candidacies for this position must reach EUROCAE by 2 September 2019 and include a letter of motivation, CV and any other relevant supporting information. EUROCAE attending the General Aviation and Low Level Weather SeminarMore than 40 representatives from various stakeholder groups attended the “General Aviation and Low Level Weather Seminar” organised by EASA at their Headquarters in Cologne. Purpose of the seminar was to discuss improvements in the provision of weather information to General Aviation pilots. According to the opening presentation by EASA, weather related accidents have killed 392 people in the last 10 years and GA pilots have reported more than 5600 weather related incidents in the same
timeframe. This shows the importance of the availability of up-to-date and accurate weather information to GA pilots. Proper flight preparation was considered by the pilots attending the event to be the most important factor in the prevention of weather related accidents. It is important to rationally asses the weather situation and be prepared to rather cancel the flight than proceed under critical weather conditions. However, once the flight has started, the availability of accurate and up-to-date weather information in the cockpit allows the pilot to take the necessary tactical decisions leading to a safe conduct of flight. Weather information is already available in the cockpit. Multiple systems on the market together with the
underlying services allow the uplinking and display of all types of weather related information. Data is transmitted via datalink using ADS-B services on UAT or satellite based connection via Iridum satellites. But also the use of G4/G5 telephone networks is a possible solution. It was stressed, however, that the presentation of the data to the pilot is critical as focusing on the weather display means “head-down” time which is in particular critical when flying under visual flight rules.
EUROCAE presented the work programme of its Working Group 76 which is tasked to develop specifications for AIS and MET Datalink Services. These services are defined in a technology agnostic way so that each type of data link should be able to be used. Since the work is performed jointly with RTCA, global harmonisation will be achieved – a requirement considered by pilots as most important for a successful implementation of the services. In the weather domain, WG-76/SC-206 are working on the following service specifications: - Digital Runway Visual Range
- Digital ATIS
- Wind and Temperatures Aloft
- Aerodrome/Landing Zone Weather
- Hazardous Weather
- Aerodrome Hazardous Phenomena
- Routine Atmospheric Forecast
- Weather Imagery.
For the sake of completeness, it should also be mentioned that in addition to those uplink services, also downlink and crosslink services will be developed in order to make available aircraft observations of weather conditions. These services are currently being defined in the Combined Surveillance Committee, a EUROCAE/RTCA working arrangement bundling the
activities of WG-49/SC-209 (Mode S Transponders) and WG-51/SC-186 (ADS-B). The downlinking of airborne derived weather data will become part of the next version of the ADS-B MOPS ED-102B/DO-260C.
