While the need to foster cultural equity is not new, recent events have further confirmed its urgency, and this month’s headlines have highlighted how different actors worldwide are responding to work towards a more equitable future.
In North America, in national public agency news the Canada Council for the Arts has welcomed a federal government announcement of CA$7.8 million in new emergency support for Indigenous and equity-seeking groups and organisations that will further its efforts to address systemic inequities, disparities and barriers, the effects of which have been made more pronounced by the pandemic. In private foundation news, the Andrew W. Mellon Foundation has announced that it will prioritise social justice in all of its grantmaking, which includes the aim for its arts and culture grants to nurture ‘a representative and robust arts and culture ecosystem’. While in local government policy news, the Los Angeles County Department of Arts and Culture has adopted a Countywide Cultural Policy – the first policy of its kind in the USA – which includes among its aims to strengthen cultural equity and inclusion; and was developed with input from civil society, as well as national policy experts.
In the United Kingdom, Arts Council England has reported and released data on funding awarded through its Emergency Response Funds, which reflect its commitment to support greater equality, diversity and inclusion across the creative sector; and the Arts
Council of Wales has issued a statement on Black Lives Matter and promoting equalities in the arts, which confirms its commitment and outlines how it plans to ‘translate statements of intent into action that leads to change’. Meanwhile in Australia, the federal government has announced investment in the Indigenous contemporary music sector, to increase opportunities for performers and support the development of professional and ethical networks for Indigenous musicians and professionals.
In relation to gender, last month in Zimbabwe the National Arts Council hosted a public discussion on the impact of COVID-19 on female creatives and how they might adopt and adapt to take advantage of the new operating environment, as part of the ResiliArt Debate series. In Uruguay, the Ministry of Education and Culture participated in the first meeting of the National Gender Council for 2020-2025 – an inter-institutional space for the design and definition of public policies for gender equality – and shared its plan to investigate the issues faced by women workers in culture, science and education. While in Mexico, the Secretary of Culture has announced that it will consolidate its Committee for Gender Equality and its Film Training Centre will integrate a gender parity policy to establish more
equitable access to education and film creation. While the latest issue of The UNESCO Courier is dedicated to women’s perspectives on the pandemic, its uneven effects, the desire for change and the potential for a more sustainable and egalitarian world.

Online Members’ Forum: Supporting Culture in the Digital Age
All staff at National and Affiliate member institutions of the Federation are invited to join us for an online members’ forum on Supporting Culture in the Digital Age, from 11.00-13.00 UTC on Wednesday 22 July 2020. The session will include a presentation from expert author Octavio Kulesz, followed by a panel discussion with senior leaders from National Member institutions the Australia Council for the Arts, Canada Council for the Arts, Arts Council England, National Arts Council Singapore, the Ministry of Cultural Affairs in Tunisia, and the Ministry of Education and Culture in Uruguay. The conversation will draw on the report’s core themes and
recommendations to focus on the economic sustainability of the cultural value chain; digital divides; and collaborations and cross-portfolio approaches.

As the confinement measures are relaxed, the focus now is on supporting the performing arts and finding a way to re-engage with live audiences.

Aunque la necesidad de promover la equidad en el terreno cultural no es nueva, los recientes acontecimientos y los titulares de este mes han puesto de relieve aún más los esfuerzos de los distintos actores en todo el mundo para avanzar hacia un futuro más justo.
En materia de instituciones públicas, en Norteamérica el Consejo de Canadá para las Artes ha mostrado su apoyo al anuncio del gobierno federal de la asignación de 7,8 millones de dólares canadienses en un fondo de emergencia para grupos y organizaciones indígenas y de promoción de la igualdad, que les permitirán continuar su tarea para reducir las desigualdades, disparidades y barreras sistémicas, cuyos efectos se han acentuado durante la pandemia. En el terreno de las fundaciones privadas, la Fundación Andrew W. Mellon ha anunciado que dará prioridad a la justicia social en todas sus líneas de financiamiento, incluido el propósito de que los fondos concursables en el arte y la cultura “alimenten un ecosistema representativo y robusto de las artes y la cultura”. Mientras tanto, a nivel de los gobiernos locales, el Departamento de Artes y Cultura del Condado de Los Angeles ha adoptado una Política Cultural del Condado, la primera de este tipo en los Estados Unidos, que cuenta entre sus objetivos el de fortalecer la
igualdad y la inclusión en la cultura, y se desarrolló con la participación de la sociedad civil y expertos en políticas nacionales.
En el Reino Unido, el Consejo de las Artes de Inglaterra ha publicado un informe con los datos del financiamiento otorgado a través de sus Fondos de Respuesta de Emergencia, que refleja su compromiso para apoyar la igualdad, diversidad e inclusión en el sector creativo, y el Consejo de las Artes de Gales ha publicado una declaración sobre Black Lives Matter y la promoción de la igualdad en las artes, que confirma su compromiso y detalla cómo plantea “traducir declaraciones de intención en acciones para el cambio”. Mientras tanto, el gobierno federal australiano ha anunciado una inversión en el sector de música contemporánea indígena para aumentar las oportunidades para los artistas y apoyar el desarrollo de redes éticas y profesionales para los músicos y profesionales indígenas.
En relación al tema de género, el mes pasado en Zimbabue el Consejo Nacional de las Artes organizó un debate público sobre el impacto del COVID-19 en las creadoras y cómo pueden adaptarse y sacar partido del nuevo entorno operativo, como parte de la serie de Debates ResiliArt. En Uruguay, el Ministerio de Educación y Cultura participó en la primera reunión del Consejo Nacional de Género 2020-2025, un espacio interinstitucional para el diseño y definición de políticas públicas para la igualdad de género. El Ministerio presentó su plan para analizar los desafíos de las mujeres trabajadoras en la cultura, la ciencia y la educación. En México, la Secretaría de Cultura anunció que consolidará su Comité para la Igualdad de Género y su Centro de Capacitación Cinematográfica adoptará una política de paridad de género
para las admisiones, de cara a promover el acceso equitativo a la educación y creación cinematográfica. El último número de El correo de la UNESCO también está dedicada a las perspectivas de las mujeres sobre la pandemia, sus efectos irregulares, el deseo de cambio y el potencial para un mundo más sostenible e igualitario.

Invitamos a todo el personal de las instituciones miembro nacionales y afiliadas a acompañarnos en un foro virtual para miembros sobre el informe El apoyo a la cultura en la era digital, el miércoles 22 de julio de 2020 de 11:00 a 13:00 UTC. La sesión contará con una presentación del autor Octavio Kulesz, seguida de un panel con altos cargos de las instituciones miembro nacionales siguientes: el Consejo de Australia para las Artes, el Consejo de Canadá para las Artes, el Consejo de las Artes de Inglaterra, el Consejo Nacional de las Artes de Singapur, el Ministerio de Asuntos Culturales de Túnez, y el Ministerio de Educación y Cultura de
Uruguay. La conversación repasará los principales temas del informe y sus recomendaciones de centrarse en la sostenibilidad económica de la cadena de valor cultural, las brechas digitales, y las colaboraciones y modelos transversales.
