Welcome back to this week's edition of the Washington Weekly newsletter - bringing you the latest and greatest policy updates from Washington, D.C.National Survey: Voters Alarmed About PRO Act Impact on Workers’ Rights and Small BusinessesA new national survey shows U.S. voters have serious concerns regarding the Protecting the Right to Organize (PRO) Act and the impact the federal legislation would have on workers’ rights and small businesses if enacted by Congress. According to the survey, voters are most concerned that the PRO Act, which would drastically rewrite labor regulations in the U.S. and repeal right-to-work laws in 27 states, would force employees to join a union and pay dues to retain their job, require employers to turn over employees’ personal information to union organizers, negatively impact small businesses and put independent contractors out of work. Unions File Lawsuit Over OSHA ETSThe United Food and Commercial Workers union and the AFL-CIO filed a petition Thursday, July 1, 2021, asking the D.C. federal appeals court to review the Biden administration’s recently issued emergency Covid-19 workplace safety rules, on the grounds that it “fails to protect employees outside the healthcare industry who face a similar grave danger from occupational exposure to COVID-19”. The Biden administration earlier this month released a long-awaited Covid-19 workplace safety rule that require health care employers to take certain precautions to protect their workers from exposure to the virus. But unions, which wanted the standard to cover all sectors, are disappointed that the protections only apply to health care workers. The emergency temporary standard went into effect on June 21. House of Representatives Passes Highway and Water Infrastructure BillOn Thursday, July 1, 2021, the House of Representatives passed the $715 billion surface transportation and water infrastructure bill by a vote of 221-201. The bill is a key component of Democrats’ overall infrastructure plans, and will serve as a policy marker for continued negotiations on the broader effort. It includes major increases for passenger rail and public transit, as well as funding for earmarks following a decade-long ban. It also would establish new programs and policies to address climate change and racial profiling in traffic safety enforcement. The bill now moves to the Senate Chamber for further consideration.
