Last month we held the 14th European Chapter meeting in Aarhus, Denmark, bringing together 30 representatives from 18 IFACCA Member countries from the region to discuss a range of topics and common challenges. The public value of the arts was one area of in-depth conversation and - to give our international readers a sense of what is happening in the region - in this issue, we look to how governments across Europe are responding to public value in the recent spate of budget announcements for 2018.

In Ireland, recent research has shown that a significant number of Irish people attend arts events, providing evidence to support increases in investment for a range of participation programmes. Last week the Arts Council of Ireland - An Chomhairle Ealaíon highlighted the need for increased investment in the sector, following the announcement of a 2018 budget allocation for arts and culture that does not reflect previous pledges from government to double funding for the sector by 2024. Last month in Scotland new findings released by the Scottish Household Survey show that the cultural attendance gap is the smallest it has been for five years; and the Culture Secretary encouraged people across the country to get involved in shaping Scotland’s new culture strategy. This week however, Creative Scotland has called for the sector to join them in demonstrating the cultural, social and economic value of arts and culture and make the case for public funding, in light of news that they may face the announcement of a challenging budget on 14 December.

On the mainland, a number of countries have seen public support for the arts and culture increase. In Armenia, the Ministry of Culture has made a record funding investment of $990,000 (€840K) in the first nine months of the year. In Norway the government has backed Arts Council Norway to drive the development of the sector and has followed through on its commitment to strengthen its sustainability, increasing funding by NOK 12 million (€1.28M).

Strikingly, Malta and Sweden have both seen unprecedented increases in public support for arts and culture. In Malta, culture will benefit from an overall increase of 10 percent in the 2018 budget, with its allocation estimated to be 1.6 percent of total government expenditure. In Sweden, the Minister for Culture has proposed record increases to the cultural budget, with a focus on support for libraries, practitioners, cultural schools and minorities, which will see the Swedish Arts Council receive an additional SEK 25 million (€2.6M).

14th Meeting of the European Chapter in Aarhus, Denmark

The European Chapter of the Federation met in Aarhus, Denmark from 27-29 September 2017. The meeting was hosted by the City of Aarhus, Denmark, in collaboration with the Danish Agency of Culture and Palaces, and was attended by 30 representatives from 18 European countries from National and Affiliate Member institutions, and two observers from non-member countries. Participants discussed issues related to digitalisation and its impact on arts and culture support agencies; responding to changes in migration and movement of people and policies that support refugees and build intercultural societies; support for mobility and co-commissioning in the context of bilateral and multilateral cultural agreements; and the public value of the arts and evaluating its impact.

 


Partnership with Kultura Nova: Participatory Governance in Culture

The Secretariat will work with Affiliate Member the Kultura Nova Foundation, Croatia to stage a panel session during its upcoming conference on Participatory Governance in Culture, which will take place from 22-24 November 2017. The session - State Approaches to Participatory Development in Culture - will explore the democratic benefits of the participatory agenda, and the possibilities it open for public culture. The session will be chaired by Diane Dodd, European Coordinator, and will feature speakers from IFACCA National Member institutions including Magnus Boström Head of Regional Operations and Monitoring at the Swedish Arts Council, and Maanka A. Chipindi, Director of the National Arts Council of Zambia.

Historic partnership for creative economy in Namibia

On Tuesday 17 October 2017 the National Arts Council of Namibia hosted a partnership agreement meeting, on behalf of the Ministry of Education, Arts and Culture of the Republic of Namibia. The event formally marked the entry of ten public and private organisations into an agreement that will fund and support arts projects to benefit artists, their beneficiaries, communities and the economy of the country.

The cultural heritage of Mexico rises

Cultural heritage, forged by all Mexicans over the centuries, has been the victim of the recent earthquakes. The Ministry of Culture is carrying out the necessary actions for the recovery and restoration of this valuable heritage of Mexicans. As a result of the earthquake of September 7, brigades of specialists have travelled to the affected states, raising the damage census to join the National Disaster Fund and deal with the damages.

From 2013 – 2017, the study has charted how organisations use digital technology in different ways, and the associated opportunities, impacts and challenges they experience. This is the fourth year of research tracking the changing uses and impact of technology among arts and cultural organisations.

Cook Islands National Cultural Policy

The mission of the policy is to strengthen the culture of the Cook Islands as a foundation for achieving a high quality of life. Zambia: Ministry unveils new arts council board

Athens named emerging cultural city of the world

El mes pasado celebramos la 14.a reunión del Capítulo de Europa en Aarhus, Dinamarca, con la participación de 30 representantes de 18 países miembro de IFACCA en la región que trataron diversos temas y retos comunes. El valor público de las artes fue ámbito de profundos debates, y en esta edición repasamos cómo los gobiernos en la región están respondiendo al valor público coincidiendo con la serie de anuncios presupuestarios para 2018, para dar a nuestro público internacional una perspectiva de lo que está ocurriendo en la región.

En Irlanda, una investigación reciente muestra que una cantidad significativa de irlandeses asiste a actividades artísticas, lo que ofrece pruebas para apoyar un aumento de la inversión en una serie de programas de participación. Sin embargo, la semana pasada el Consejo de las Artes de Irlanda – An Chomhairle Ealaíon subrayó la necesidad de aumentar la inversión en el sector, a raíz del anuncio de una asignación presupuestaria en 2018 para las artes y la cultura que no refleja los compromisos previos del gobierno de doblar la financiación del sector para 2024. El mes pasado, en Escocia los nuevos datos publicados de la Encuesta de Hogares escocesa muestran que la brecha de asistencia cultural es la menor en cinco años, y el secretario de Cultura animó a los ciudadanos a participar en el diseño de la nueva estrategia de cultura de Escocia. Sin embargo, esta semana la Agencia de las Artes y la Cultura de Escocia Creative Scotland ha llamado al sector a unirse a la agencia para demostrar el valor cultural, social y económico de las artes y de la cultura y reclamar financiación pública, a raíz de la noticia de que se pueda anunciar un presupuesto difícil el 14 de diciembre.

En el continente, una serie de países ha visto cómo se incrementaba el apoyo público a las artes y la cultura. En Armenia, el Ministerio de Cultura ha realizado una inversión sin precedentes de 990.000 USD (840.000 de euros) en los primeros nueve meses del año. En Noruega, el gobierno ha respaldado al Consejo de las Artes de Noruega para que lidere el desarrollo del sector y ha mantenido el compromiso de reforzar su sostenibilidad, aumentando la financiación en 12 millones de coronas noruegas (1,28 millones de euros).

De manera llamativa, Malta y Suecia han registrado incrementos sin precedentes en el financiamiento público a las artes y la cultura. En Malta, la cultura se beneficiará de un aumento total del 10% en el presupuesto de Cultura 2018, con una asignación que se estima es el 1,6% del gasto público total. En Suecia, el Ministerio de Cultura ha propuesto un aumento récord del presupuesto de Cultura, centrado en el apoyo a las bibliotecas, profesionales, escuelas culturales y minorías culturales, que se reflejará en 25 millones de coronas adicionales (2,6 millones de euros) para el Consejo de las Artes de Suecia.

14.a reunión del Capítulo de Europa en Aarhus, Dinamarca

El Capítulo de Europa de la Federación se reunió en Aarhus, Dinamarca, los días 27 a 29 de septiembre de 2017. La reunión fue organizada por la Ciudad de Aarhus, Dinamarca, en colaboración con la Agencia Danesa de la Cultura y los Palacios, y contó con la participación de 32 representantes de 18 países europeos e instituciones miembro nacionales y afiliadas, así como con dos observadores de países no miembro. Los participantes trataron temas relativos a la digitalización y su impacto en las agencias de apoyo a las artes y la cultura; la respuesta a los cambios en las migraciones y desplazamientos de personas y políticas de apoyo a los refugiados y a la construcción de sociedades interculturales; el apoyo a la movilidad y a los encargos conjuntos en el contexto de convenios culturales bilaterales y multilaterales; y sobre el valor público de las artes y la evaluación de su impacto.


Colaboración con Kultura Nova: gobernanza participativa en la cultura

El Secretariado trabajará con el miembro afiliado Fundación Kultura Nova, de Croacia, para organizar una mesa redonda durante su próximo Congreso sobre la Gobernanza Participativa en la Cultura que se celebrará los días 22 a 24 de noviembre de 2017. La sesión, Enfoques nacionales sobre el desarrollo participativo en la cultura, explorará los beneficios democráticos de la agenda participativa y las posibilidades que se abren para la cultura pública. La sesión estará moderada por Diane Dodd, coordinadora para Europa, y contará con ponentes de instituciones miembros nacionales de la FICAAC como Suecia (Magnus Boström) y Zambia (Adrian Chipindi).
