Background & ContextAs the State of California invests public funding to support clean transportation and zero-emission mobility, the California Energy Commission (CEC) is committing to developing a process for measuring community benefits from these investments. A public process is important to ensure accountability for communities and to establish transparency in Clean Transportation Program (CTP) investments where benefits and metrics are incorporated into programs and fundings. While the CTP has invested over 50% of investments in Disadvantaged Communities (DACs) and Low-income communities (LIC), there is a need to increase these investments while developing a reliable and consistent means of tracking their benefits. The CTP seeks to change that through a community engagement process to develop an in-depth initiative to define, measure, track, and increase CTP benefits to DACs, LICs, and other priority communities. A Community Benefits Tracking (CBT) framework will be developed through a public stakeholder process that will be informed by an initial phase of community engagement over the course of the next year. An initial public workshop will be remotely held November 29, 2022 from 10:00 AM to 12:00 PM (Link to workshop notice). Following the workshop, the Foundation for California Community Colleges (FoundationCCC) will convene localized engagement sessions to guide and inform the development of a draft framework for tracking community benefits as a result of CTP investments. The localized sessions will guide future conversations, engagements, and actions related to the tracking of CTP-funded community benefits. They will be supported by the IDEAL Communities Partnership Project sponsored by the CEC in partnership with FoundationCCC. The November 29, 2022 workshop will be held according to CEC guidelines and CEC acknowledges the limitations for equitable and direct community engagement. The community-focused meetings following this initial workshop will allow for direct engagement with CTP staff. These meetings will hold space for community organizations and groups to share and provide feedback regarding community benefits from clean transportation investments and the development of the CBT framework to track them. Attendance of the preliminary 11/29/22 workshop will not be compensated, however, participation in the local meetings will include stipends to compensate attendees for their time, experience, and engagement. FoundationCCC will be coordinating accessibility support for the community-focused meetings, including translation and interpretation services.
