Public Sector Reform

The Premier, the Hon Barry O'Farrell MP, last week announced the Government's reforms to modernise the NSW public sector's employment management and practices, including executive structure reforms. These reforms reflect my recommendations to Government as independent Public Service Commissioner and are based on the Commission's review of the current executive structure and sector-wide workforce management practice.  At their heart is the need to have a strong, professional public service that develops its people and provides opportunity and support so that we attract and retain talented people. 

The main changes will be to the sector's executive structure – the other changes focus on human resource administration and aim to provide better career pathways, more opportunities for mobility, and enhanced staff development.  I understand that the reforms will affect many individuals, in particular executives, and plan to discuss the new arrangements face-to-face with senior executives and senior officers across the state in the coming weeks.  I encourage you to access the information available on the PSC website, including question and answers, and will keep you informed of further developments in future editions of Workwise.

These reforms emerged from a very thorough process of analysis and deliberation in which I was assisted by the Public Service Commission Advisory Board (chaired by Professor Peter Shergold, former Secretary of the Department of Prime Minister & Cabinet and former Australian Public Service Commissioner)  and by an Expert Panel of three eminent former public servants from the Commonwealth, New South Wales, and Victoria, respectively: Ms Lynelle Briggs (former Australian Public Service Commissioner and former CEO of Medicare Australia), Dr Neil Shepherd, (former Director General of Department of Community Services, and Environment Protection Authority) and Ms Fran Thorn (former Secretary of Health).

The Public Service Commission will be leading the implementation of reforms across the sector and will work in close consultation and collaboration with Principal Departments and other agencies.

Making Executive Connections

On Wednesday, 20 February, the Directors General, Deputy Directors General and Senior Executive colleagues from across the public sector attended the second Executive Connections event at the SMC Conference Centre.

In opening the forum the Public Service Commissioner, Graeme Head, described the Commission’s current aims and work program as they relate to the development of the sector’s executive leadership group, including initiatives in improving performance management, capability and career mobility.

The Commissioner also outlined the Commission’s approach to promoting innovation in the sector through identifying the organisational conditions that are conducive to encouraging creative thinking and fostering of good ideas. Performance

The PSC is working to finalise a Performance Development Framework for the sector that promotes a culture of high performance and consistency in performance management. 

A good way to test any new approach is to road test them with the end user, or in IT speak, User Acceptance Testing.  That is exactly what we are doing with the Performance Development Framework.  Many of the clusters have picked up elements of the framework and are trialling them within their organisations. This is a managed process that is taking place from January through to the end of March. 

The PSC has also recently sought the views of the Union Consultative Forum on the framework.   Feedback obtained from testing the framework along with views received from the Forum will then be considered before finalising the framework ahead of its 1 July 2013 launch date.

The PSC is developing a new Ethics Toolkit to help public sector employees better understand the obligation to act ethically and in the public interest, at all times.

The Toolkit was announced at a recent conference on public sector Culture and Innovation opened by Graeme Head, NSW Public Service Commissioner, and attended by more than 100 SES officers.

The Toolkit will have practical resources which public servants can use in their day-to-day dealings with colleagues, customers, suppliers and the government of the day READ MORE.

James McTavish, New South Wales State Emergency Service (NSW SES) Murrumbidgee Region Controller, was awarded the Emergency Services Medal (ESM) in the Australia Day honours announced by the Governor General on 26 January 2013.

The ESM recognises distinguished service by members of emergency services across Australia, and people who are involved in emergency management, training or education.
