Welcome to the first edition of Skills @ Work!

The Training Packages @ Work newsletter was established in 2000 as a communication medium dedicated to keeping VET sector participants informed of the latest developments with regard to training packages. Over the past 13 years the newsletter has undergone considerable changes and has broadened its scope to also include information on upcoming events, good news stories, profiles of persons who have achieved success in the VET sector and advice on how to access a wide range of useful and relevant resources. With this in mind, the name of the newsletter has been changed to better reflect its current content.

India Australia Skills Conference: Training and Industry – Bridging the Skills Divide

The second India Australia Skills Conference: Training and Industry – Bridging the Skills Divide is being held in New Delhi, India, from 27 – 29 November 2013. Key deliberations will focus on:

The conference is a joint initiative between the Australia India Educational CouncilSkills Working Group and India’s National Skill Development Corporation (NSDC) and Confederation of Indian Industry (CII) and aims to build on the success of the first conference that was held in Perth in July 2012. It provides an opportunity for industry and government to showcase the strengths of the Australian training system, provide a platform for engagement and present Australia as a partner of choice for industry and skills collaboration with India.

The NSDC was established as part of India’s national skill development mission to fulfil the growing need for skilled labour across industry sectors. The NSDC aims to bolster skill development by promoting the creation of quality, for-profit vocational institutions. Its mandate is also to develop support systems such as quality assurance, information systems and train-the-trainer academies either directly or through partnerships.

CII is a non-government organisation, which represents more than 7100 members across 51 sectors of Indian industry. It works to create and sustain an environment conducive to the development of India, partnering industry, government, and civil society, through advisory and consultative processes. CII serves as an important reference point for Indian industry and the international business community.

The conference provides an excellent opportunity for Australian providers, industry, academia and government to meet and discuss issues with their Indian counterparts. Australian Apprenticeships Ambassadors Alan Waldron and Jessica Martin have been invited to attend and speak at the event.

Activities during the three days will include networking receptions, business-to-business meetings, a workshop on Sector Skill Council collaboration, site visits and attendance at the third CII National Conference on Skill Development.

Approximately 50 representatives from Australia’s skills sector including industry organisations, training providers, provider peak bodies, Industry Skills Councils and government currently make up the Australian delegation planning to attend the conference.

The Australian and Indian governments welcome your participation.

There is no conference registration fee for Australian participants travelling to India.

Social media launches for Australian Apprenticeships Ambassadors

AFL legend Kevin Sheedy, celebrity chef and Qantas Ambassador Neil Perry and host of Channel Nine’s hit television show The Block Scott Cam are among Australia’s biggest celebrities.

The trio have one more thing in common. They are all Australian Apprenticeships Ambassadors and will play a large part in the Australian Apprenticeships Ambassadors’ Facebook and Twitter which launched in October.

Kevin Sheedy completed an Australian Apprenticeship as a plumber before his legendary career in the AFL took off and says “completing an Australian Apprenticeship was one of the best things I ever did.”

Neil Perry knows the value in training staff, saying his business was reliant on the contribution of Australian Apprentices. “An Australian Apprenticeship is designed to combine work and study to give you the hands-on, technical and practical skills you need to be work ready and prepared for any challenges that lie ahead,” Neil said.

Scott Cam is one of Australia’s most loved television personalities who has risen to become a household name after completing an Australian Apprenticeship in carpentry. “At the end of the day, the long term rewards are worth it, I can assure you,” Scott said.

The social media presence will also feature a number of everyday success stories, including Qantas aircraft maintenance engineer Rachel Dudok.

Rachel was named 2012 Queensland Apprentice of the Year and was a finalist at the 2012 Australian Training Awards, after turning her back on an engineering degree at university to undertake an Australian Apprenticeship in Avionics.

Australian Training Awards Disability Training Initiative Award

The Hon Ian Macfarlane, Minister for Industry, has nominated the Disability Training Initiative Award to be presented for the first time at the 2014 Australian Training Awards.

The award will recognise and showcase employers who demonstrate outstanding achievement in the provision of nationally recognised training to staff with disability.

The purpose of showcasing these employers is to encourage other employers to engage those with disability, and provide opportunities for up-skilling for existing employees with disability.

Information regarding guidelines and criteria for this new award will be available on the Australian Training Awards website when nominations for 2014 open on 1 December 2013.

Streamlining of training packages – information clips now available on YouTube

The South Australian Department of Further Education, Employment, Science and Technology (DFEEST) has uploaded a series of eight short clips explaining the National Skills Standards Council’s new standards and policies for training packages. The information is presented by Mitch Cleary form Precision Consulting, and the topics covered include training package coding, assessment requirements and mapping of units.

Business Services Leadership and Management project – thank you!

Following industry consultations IBSA is finalising the Leadership and Management project and wishes to thank all those who provided feedback. The project has identified contemporary and emerging needs of Australian managers and leaders with particular emphasis on innovative practices, social performance and sustainable responsible business.

Four qualifications were validated in consultations around the country:

Your feedback needed for Business Services Managing Diversity project

IBSA is currently scoping the coverage of workforce diversity in the Australian business vocational education and training system and plans to develop units of competency, skill sets and/or a qualification for those who wish to pursue a career as a diversity specialist. IBSA is keen to consult as broadly as possible. You can read more about the project timelines and participate in the project by completing a questionnaire on the IBSA website.

IBSA seeking industry input for the Financial Services Project

IBSA’s Financial Services Continuous Improvement Project is being undertaken to ensure the FNS10 meets the new Standards for Training Packages. At the same time a number of units of competency within the FNS training package have been restructured, edited and reviewed to meet the new standards.

IBSA is seeking help from the industry experts to ensure that all anomalies are identified. More information and the sectors within the financial services industry that are ready for review and validation are listed on the website.

Manufacturing Skills Australia’s resource website tops over 1 million hits!

Manufacturing Skills Australia’s (MSA) kitchen and bathroom cabinetmaking resource has taken the world by storm and now is being used in the United States, Great Britain, Japan and China. The resource was developed by Workspace Training in 2012 for MSA with funding from the Australian Government’s Workplace English Language and Literacy (WELL) program and additional funding from the Furnishing Industry Association of Australia (FIAA). This resource was designed for apprentices undertaking the Certificate III in Cabinetmaking (Kitchens and Bathrooms) and supports industry needs. This year alone, statistics show the success of the website. Sydney TAFE granted Right Way accreditation

Service Skills Australia (SSA) offers a range of implementation products and services collectively known as the Right Way Program. The Right Way Program provides industry recognition of quality training and assessment facilities, quality trainers and assessors and quality learning resources.

The Right Way team and two of SSA’s Industry Advisors, Maureen Harding and Andrew Christie, were invited along to attend a Sydney TAFE training facilities presentation. David Riordan, Institute Director, and Alethea Bell, Right Way Senior Project Officer, presented the Right Way accreditation certificates to the head teachers of each facility.

Another successful year for Australia’s largest VET conference

Velg Training’s 2013 National VET Conference was Australia’s largest VET gathering yet, with over 900 VET practitioners and decision makers from across the country coming together from 19 – 20 September at the Melbourne Convention and Exhibition Centre (MCEC).

The theme of this year’s conference was ‘Evolve, Adapt, Embrace’ and stemmed from the idea that in this ever-changing VET environment, the onus is on those who work within the system, to work with the system.

Australia’s VET sector has undergone a series of transitions within the past 12 months, from a series of Ministerial changes and a federal election to the current review of standards for the regulation of VET and the streamlining of training packages. Sessions focused on addressing these changes across the VET sector, covering policy and compliance, teaching and assessing, registered training organisation management and master class streams.

Presenters included the Chief Commissioner of ASQA, Chris Robinson, the CEO of the Community Services & Health Industry Skills Council, Rod Cooke and the Victorian Minister for Higher Education and Skills, the Hon Peter Hall. The conference attracted delegates representing senior secondary schools, colleges, public, enterprise and private registered training organisations, universities, government agencies and industry, with the exhibition hall providing them with the opportunity to meet with 48 exhibitors from across the country, ranging from private companies to public sector agencies.

As passionate advocates of VET, Velg Training worked in conjunction with Melbourne’s Holmesglen TAFE to afford a number of select students currently studying their Diploma in Event Management, with the opportunity to participate in the planning, event theming, coordination and execution of the major event. Their assistance with delivering the conference was a valuable contribution to the overall success of the event.

Review of Indigenous Training and Employment Programmes – get involved

The full Review of Indigenous Training and Employment Programmes website is now live and you are invited to share this with your key stakeholders. The website contains information about the Review’s scope and the consultation process including how to make a submission.

Consultation will involve three key phases:

1. A call for concise public submissions – limited to two pages, these will be publically available through the website. Information about the provision of supporting documents is available on the website.

2. Invitation only roundtables (maximum 12 people) with key stakeholders.

3. Open ‘town hall’ style meetings.

Training packages news

AgriFood Skills Australia – new training packages

On 5 December 2013, the National Skills Standards Council will meet to consider for endorsement three new training packages developed under the current Training Package Development Handbook:

In addition to these new training packages, a number of minor changes will be made to the ACM10, FDF10 and MTM11 training packages as ISC upgrades prior to the end of the year. These changes will include updates to imported units of competency and corrections of typographical and other minor errors.

AgriFood Skills Australia – finalisation of coding conventions for training packages

In November 2012, the Standing Council on Tertiary Education, Skills and Employment (SCOTESE) endorsed the new National Skills Standards Council’s (NSSC) Standards for Training Packages. The Standards apply to the design and development of training packages by Industry Skills Councils (ISCs) which are then endorsed by the NSSC.

In June 2013, the NSSC issued Establishing Training Packages to meet the Standards for Training Packages: an explanation of the coding and titling requirements, confirming that ISCs must apply new unique codes to all training package components when establishing a training package under the new Standards for Training Packages.

In August, AgriFood released a discussion paper seeking feedback from stakeholders on a proposal to modify the coding convention by removing the Australian Qualifications Framework (AQF) identifier from the code. The written feedback was supplemented by a series of phone consultations to better understand how providers use and understand the AQF identifier.

On 25 September 2013, the AgriFood Board considered the feedback and resolved that the unit of competency coding convention retains an AQF identifier and the NSSC requirement to apply new and unique codes to components established under the Standards for Training Packages is met by removing the final alpha character from the current unit coding convention.

It is important to note that, as units of competency are reviewed, the AQF identifier that is assigned to the unit may or may not remain consistent with the current unit code depending on a number of factors. For example, the currently applied identifier may change in the following circumstances:

In all cases, decisions will be informed through industry consultation and validated with all key stakeholders in accordance with the established Continuous Improvement Process.

IBSA – support materials for TAE10 Diploma qualifications

IBSA is pleased to announce the release of 13 new resources developed in partnership with Precision Consultancy. The resources have been designed to complement the existing Certificate IV TAE range and meet the training and assessment needs of training providers delivering:

Business Services version 9 now endorsed

The Business Services training package BSB07 (version 9) has been endorsed. New units in language, literacy and numeracy (LLN), mentoring, energy efficiency, external advisory services and cloud computing are now available. More details are available on IBSA’s Clean Energy project page.

Service Skills Australia – SIF40213 Certificate IV in Embalming endorsed

Certificate IV in Embalming and associated units of competency and assessment requirements were endorsed by the NSSC on 9 October 2013.

The SIF Funeral Services training package was endorsed, under a separate submission, on 17 June 2013.

The review of the SIF08 training package commenced in February 2013 and was carried out under Service Skills Australia’s process for continuous improvement to align training package components to the Standards for Training Packages.

The SIF Funeral Services training package is now available at training.gov.au.

Service Skills Australia – SIB Beauty training package workshops

Service Skills Australia (SSA) has commenced a series of national consultation activities to gain feedback into Draft 1 SIB Beauty training package. Contributions made by industry professionals, training organisations and key stakeholders will ensure training package components are reflective of contemporary industry needs.

In addition to gaining input into draft qualifications, units of competency and assessment requirements, the workshops provide an overview of the Standards for Training Packages and Service Skills Australia’s process for Continuous Improvement.

Service Skills Australia – SIT12 Tourism, Travel and Hospitality training package version 2 endorsed

The SIT12 Tourism, Travel and Hospitality training package version 2 was endorsed by the NSSC at the 9 October endorsement meeting.

This endorsement includes a change to the core of 15 qualifications, as well as two new units of competency.
SIT12 version 2 supersedes SIT12 v1.2 and is now available for download from training.gov.au.

MSA launches a new resource for Flooring Technology

The Floor Technology resource is designed for trainees undertaking the Certificate III in Flooring Technology (LMF31208). This training resource supports 19 units of competency for the qualification and provides content material in both a web format and downloadable learner guides.

The project was funded by the Australian Government’s Workplace English Language and Literacy (WELL) program and MSA. Although it specifically targets learners with poor literacy and numeracy skills, it is suitable for all trainees undertaking the Flooring Technology qualification.

Workspace Training carried out the development work, assisted by a large reference group of trainers and industry experts. Draft versions of the material were trialled with students over the last year and the final product was quality assured by the WELL program. It is now being used by TAFEs and industry RTOs that actively deliver this qualification. This resource, and more information, is available through MSA’s online shop.

Construction and Property Services Industry Skills Council (CPSISC) – national training package project update

The Construction and Property Services Industry Skills Council (CPSISC) represents the workforce training and skills development needs of the construction and property services industry. CPSISC is responsible for maintaining the qualifications and units of competency within its training packages.

Over the past twelve months, CPSISC has undertaken and completed a major review of the Certificate III in Concreting and the Certificate III in Demolition qualifications, along with the development of a new qualification, the Certificate IV in Demolition Supervision. These redeveloped and new qualifications will be included in the case for endorsement to be lodged with the NSSC which is scheduled to meet on 5 December 2013. It is expected that these revised and new qualifications will be available for implementation in early 2014.

Final draft Concreting and Demolition qualifications and units of competency are available on the CPSISC website.

A project to review and redevelop the Building Surveying qualification framework has also commenced, along with a separate project to develop a new Certificate IV in Building Design Drafting.

Construction and Property Services Industry Skills Council (CPSISC) – Stakeholder training package redesign

In late 2013 CPSISC will be undertaking a major redesign of the CPC08 Construction, Plumbing and Services training package.

This training package redesign is a result of national policy adopted by the NSSC and the release of the Standards for Training Packages, which can be downloaded from the NSSC website.

CPSISC views this redesign of the training package as an opportunity to review and update the content, whilst also making the training package clearer and easier to interpret. The redesigned training package model also allows for strengthening the requirements for assessment, including assessment conditions, a key factor in our strategy to improve training quality across the construction and plumbing and services sectors.

You can follow the training package redesign process and are encouraged to provide comment and feedback as draft material is developed. This can be done by visiting the CPSISC website. From there, you can provide your contact details via the linked email of the sector activities most relevant to you. This will ensure that you are included on the CPSISC national ‘Training Package Redesign stakeholder database’ to be informed of future updates.

The interior designer: Nathan's story

Nathan McGuire - 2012 Aboriginal and Torres Strait Islander Student of the Year

Nathan McGuire Nathan McGuire’s creative mind and passion for art and design began at a young age. Now a fully qualified interior designer for Laminex in Perth, his designs have appeared in Scoop Home and Art magazine and The West Australian.

Ensuring his designs pay respect to his Indigenous heritage and culture, a concept bathroom design by Nathan was the standout winner of the Crosby Tiles Challenge which featured the Indigenous water spirit, Wagyl.

Nathan was the winner of the Aboriginal and Torres Strait Islander Student of the Year Award at the 2012 Australian Training Awards.

The network designer: Saadat’s story

Saadat Iqbal - 2012 finalist, Australian Apprentice (Trainee) of the Year

Saadat Saadat Iqbal has completed a Certificate III in Telecommunications majoring in Telecommunications Design and is currently continuing his traineeship in Certificate IV in Telecommunications (Network Design).

After migrating to Australia in 2010, Saadat realised a traineeship was the best option for him as a mature-age student to develop the necessary skills to advance his career.

Saadat's hard work paid off. He was named the winner of the 2012 Victorian Trainee of the Year Award and was a finalist in the Australian Apprentice (Trainee) of the Year Award the same year at the Australian Training Awards. Saddat is also an Australian Apprenticeships Ambassador for the Australian Government.

The dental assistant: Jane’s story

Jane Alia - 2012 finalist, Australian School-based Apprentice of the Year

JaneJane Alia arrived from Sudan in 2008 and set her sights on a career path in dentistry. At 18, Jane completed a Certificate III in Dental Assisting and has gained vital dentistry skills and knowledge of the work, conditions and pathways available to her in the oral health sector.

A volunteer at the Melaleuca Refugee Centre in Darwin, Jane spends much of her spare time assisting others in their transition to Australia.

Jane was the 2012 NT School-based Apprentice of the Year and was a finalist the same year at the Australian Training Awards. Jane is also an Australian Apprenticeships Ambassador for the Australian Government.

Adult literacy training resources

The Workplace English Language and Literacy (WELL) program provides funding for the development of resources and strategic projects to support the development of adult English language, literacy and numeracy skills aligned to accredited training packages and units of competency. WELL resources that have been developed include assessment tools, companion documents supporting the delivery of units of competency, and online and interactive learning modules. Many target Indigenous or culturally and linguistically diverse learners. WELL resources have been developed across all industries and several have received awards for best practice in resource design. A list of these resources and information about how to access them is available on the LiteracyNet website.

My SkillsThe My Skills website provides information about vocational education and training to future and current students, jobseekers and employers to help them make informed choices about training.

Study Assist website

One stop shop for information on government assistance while studying. Students can use the Study Assist website to determine their options for financing their tertiary study. The course search function allows students to look for courses offered by approved VET FEE-HELP providers.

Putting the Jigsaw Together – assisting apprentices with numeracy issues

MSA has released ‘Putting the Jigsaw Together – practical strategies for assisting apprentices with numeracy issues’.
The resource is available for vocational trainers or RTOs and can be easily adapted to meet the needs of any industry sector. The new MSA resources are designed as a series of tool kits to address numeracy issues that may present when working with apprentices in manufacturing industries. ‘Putting the Jigsaw Together’ is now available as a FREE download on MSA’s website.

Digital printing – learning resources

To assist training delivery around the new digital printing units of competency Innovation Business Skills Australia (IBSA), in conjunction with the New South Wales Arts, Communications, Finance Industries and Property Services (ACFIPS) Industry Training Advisory Body (ITAB), has worked with industry to produce a range of supporting learning resources. These resources can be downloaded for free from the IBSA website or the ACFIPS website.

The IBSA learning resources comprise a facilitator guide, containing delivery and assessment strategies, tips and hints, and a learner workbook, which contains content, information and activities to support learners when they undertake each unit of competency.
