Important Rules for Junior Golfers
Rule 3-3: Doubt as to Procedure
In stroke play, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, complete the hole with two balls.
After the doubtful situation has arisen and before taking further action, the competitor must announce to his marker or fellow-competitor that he intends to play two balls and which ball he wishes to count if the Rules permit.
The competitor must report the facts of the situation to the Committee before returning his score card. If he fails to do so, he is disqualified.

Responsibilities of the Player as a Marker and Protecting the Field
Being a game of integrity, golf has many rules and procedures that are assumed to be correctly followed by all players. Therefore, each player has a responsibility to uphold concerning proper action of themselves and their competitors. For instance, it is each player's responsibility to carefully and accurately keep score for their designated competitor. As the marker, each player must be able to recall the shots taken by their competitor on any given hole. Should a dispute arise as to the score on a particular hole, it is the marker's responsibility, as well as the responsibility of the other members of the group, to protect the field by accurately recalling that compeitior's score.
Additionally, it is the player's responsibility to know the proper rules and procedures for any situation that may arise during a round. It is unreasonable to ask that players know every rule in the book, which is why rule 3-3 exists. However, the player must understand that taking the interpretation of a rule, whether from a fellow competitor, spectator, or anyone who is not a member of the tournament committee, does not ensure proper procedure and may lead to penalties up to and including disqualification.
