August 2018 Zero Carbon Bill: PEPANZ supports but urges caution PEPANZ has placed our support behind the Government's new legislation to reach zero net emissions, but urged caution around unintended consequences. Our submission on the Government's Zero Carbon Bill warns of the risk of 'carbon leakage', whereby firms relocate to countries with less restrictive policies. This reinforces the need for domestic emissions policies to account for global actions. We believe New Zealand should aim to reduce net emissions, but at the same time carefully consider the costs and benefits of different ways of achieving this. The Bill proposes different options for reaching net zero emissions, including different gases to be included as part of this goal. It also proposes an independent Climate Change Commission to set emissions targets to reach. Media on tour in Taranaki An educational tour of oil and gas sites for media was hosted by PEPANZ last month giving a behind-the-scenes look of how the industry works. Journalists from TV3, Radio New Zealand, Newstalk ZB, Energy News and the Taranaki Daily News visited Westside's Rimu production site and TagOil's Cheal site. They also received a presentation from the Taranaki Regional Council and heard from the Taranaki Chamber of Commerce. These tours are an important way of showing different audiences the story behind our industry and how we operate. PEPANZ members event: political forum in New PlymouthTwo of New Zealand's leading political commentators will be speaking at a special PEPANZ members event in New Plymouth on Wednesday 5th September. Colin James has been one of New Zealand's leading political journalists for nearly 45 years, and he will be joined by pollster and commentator David Farrar who is the editor of the popular Kiwiblog website. The pair will discuss the Government's decision to end offshore oil and gas exploration, the impacts of the decision and how the political landscape is shaping up one year on from the 2017 election. Change of control provisions outlined to MPsPEPANZ has received an encouraging response from a Select Committee of MPs considering our proposal on how changes in permit participants and operators are managed. The Economic Development, Science and Innovation Select Committee has heard submissions on the Crown Minerals Amendment Bill. PEPANZ appeared before the committee last week seeking to have only a pre-approval right for a change of control, rather than a pre-approval right and also a post-transfer revocation right for the Crown as currently proposed. This is to avoid a ‘double-jeopardy’ situation whereby a permit holder can be assessed on the same matter twice. MPs listened closely and asked good questions, and are due to report back to Parliament with their findings by 3 November. Women in Petroleum winner announcedJuliet Oliver from Todd Energy has won sponsorship to attend the 'Women in Energy & Resources Leadership Summit' to be held in Auckland in October, thanks to Women in Petroleum and PEPANZ. Nominations were open to all women working in and around the petroleum and gas sector in New Zealand. Juliet is the youngest line manager in Todd Energy and wants to use the opportunity to capitalise on the experience of other established female leaders. The Women in Petroleum Committee say they selected Juliette as her submission "clearly identified how her attendance at the summit will be able to fuel her with ideas to motivate her team. She is at the start of her leadership career and will be able to take what she learns and implement it immediately in her day-to-day role." |
