Dear Members and Friends,

Congratulations to IABC President, Ambassador Hamzah Thayeb, and his team at IABC for hosting a very interesting, enjoyable and successful Conference in Bali last week. The Conference was also an opportunity to celebrate 30 years since the formation of IABC, and reflect upon many of the events and conferences that have taken place over this time, as well as remember the many past Ambassadors and Business Leaders who have served to enhance Australia-Indonesia relations. It was great to see Bapak Moetaryanto Poerwoaminoto AO, the founding father of IABC, and David Sutanto at the Conference, both having been with IABC since its inception, not long before the AIBC was also constituted.

The IABC Conference as always brought together many key people involved in Trade & Investment between our countries, and provided a great platform for the exchange of ideas, and the development and strengthening of many key relationships. Leading the representation from the Australian Government was Assistant Trade and Investment Minister, Hon Mark Coulton MP, who was joined by Western Australia’s Minister for Asian Engagement, Hon Peter Tinley AM MLA, the Northern Territory’s Hon Paul Kirby, Minister for Primary Industry & Resources, and Shadow Federal Trade Minister Madeleine King MP. Along with these Members of Parliament, the Victorian and Queensland Governments also had senior representation, again reinforcing the importance of the relationship at both a Federal and State/Territory level. We look forward to sharing more on this Conference in future editions of our newsletter.

This past month saw the Inauguration of President Jokowi for his second and final 5-year term, and the swearing in of his new Cabinet. This occasion saw our Prime Minister, Scott Morrison, travel to Jakarta to take part in the Inauguration and further signal the closeness and friendship of our countries and the importance of the relationship. Whilst in Jakarta, the Prime Minister focused very much on IA-CEPA and our Trade relationship, and also hosted a well-attended Business Forum at the Jakarta Embassy. The Prime Minister’s speech can be found here.

Another milestone was the passing of IA-CEPA through the Australian Parliament’s House of Representatives, with further updates on the progress and activity on IA-CEPA appearing in “IA-CEPA Corner” below. There is a great sense of confidence that the Agreement will be ratified before the end of this year, meaning it would then enter into force within Q1 2020.

With the IABC Conference now concluded, the AIBC is pleased to announce it is underway with planning for its 2020 Conference, to be held in Darwin in October next year. This promises to be an exciting event, and all being well, will be the first with the new IA-CEPA in force. Of course we have also just seen agreement on RCEP in Bangkok, and it will be interesting how the various Agreements that cover Indonesia and Australia coexist and are implemented. Further detail on the AIBC Conference 2020 can be found below.

On a final note, with President Jokowi installing his new Cabinet, Tom Lembong concluded his appointment as the Chair of the BKPM. On behalf of the AIBC I would like to thank Tom for his friendship, support and outstanding efforts in promoting close ties between Australia and Indonesia, and in advocating for IA-CEPA. Tom will forever be associated with the terms “Powerhouse” and “Fun” in describing the great promise of IA-CEPA, and he will be missed as the head of this important organisation. We wish him well for whatever challenges lie ahead, and of course look forward to working with his successor Bahlil Lahadalia, the former Chairman of the Indonesian Young Entrepreneurs Association (HIPMI).

IA-CEPA Corner

This past month has seen the Australian Parliament’s House of Representatives pass IA-CEPA enabling legislation, with Federal Labor supporting the Agreement despite some widely-reported issues regarding Labour Market Testing and ISDS provisions of the Agreement.

Now it is hoped that the Australian Senate will follow suit during the final sitting weeks of the year, with the Agreement then only awaiting ratification from the Indonesian Parliament. Signs of this progressing smoothly before the end of the year are good with Indonesia’s newly appointed Trade Minister, Agus Suparmanto, meeting with Australia’s Trade Minister, Simon Birmingham, on the sidelines of the 35th ASEAN Summit in Bangkok recently, telling him that “he would intensify communication with the (Indonesian) House of Representatives to ensure that the ratification process is completed soon”.

As the ratification process continues, the AIBC has continued to work alongside DFAT and our IA-BPG partners in both countries, on the design of the “Indonesia-Australia Skills Development Exchange Pilot Project” and also the IA-CEPA Economic Cooperation Program. AIBC’s recent submission of the proposed ECP can be found here.

An important part of successful implementation of IA-CEPA, will be the ongoing role of AIBC and the IA-BPG in further jointly socialising the Agreement, promoting and monitoring its utilisation, and presenting further recommendations for improvement and expansion of the Agreement to Government. The early work of the IA-BPG over many years has been recognised as being instrumental to IA-CEPA reaching the point it has, and the ongoing role it has to play was a recurring theme at the recent IABC Conference in Bali. This Conference presented the ideal opportunity for IA-BPG Members to meet, recommit to joint efforts in support of IA-CEPA, and advocate for the ongoing support for IA-BPG by our respective Governments.

AIBC Conference 2020

 


With the very successful IABC Conference in Bali just behind us, the AIBC is pleased to announce that the AIBC Conference 2020 is to be held in Darwin, Northern Territory, during October next year. Darwin has been selected as the venue following much discussion with the Northern Territory Government and other key stakeholders, and it will be the first time the AIBC has held its Conference in Darwin offering many unique possibilities. The month of October has been chosen as it is “Business Month” in the Northern Territory, and there will be a strong emphasis on business more generally. Please note that the dates have tentatively been set for 18-20 October, however this may move a week either way, depending on some yet to be finalised elements of the Conference.

The Conference theme is to be “Looking North : Shifting Up a Gear” reflecting that the southern high-population centres of Australia look north to Darwin (and beyond), Darwin looks north to its very near neighbours in Indonesia, and Indonesia looks north to its ASEAN and North Asian neighbours.

Santo Darmosumarto, Director of Indonesia’s Foreign Ministry's East Asia and Pacific Division, was recently quoted as saying “our two countries have a strong history of government-to-government co-operation but there is plenty of room to improve business and trade links, and to broaden each country's perception of the other.

‘For a long time we have looked north; to Japan, Korea and China, and so has Australia, but in both looking north we have missed each other.’”

Also, as IA-CEPA has been in development for many years, recent themes have revolved around our “underdone” relationship, and what IA-CEPA could look like or mean to address this. Now, with IA-CEPA almost certainly ratified and in force by the 2020 Conference, we would like to have a new conversation about the relationship, and see what we can do to use IA-CEPA as leverage to make a fundamental difference and shift our relationship up a gear (or 2 even).

To kick things off, the AIBC was made welcome in Darwin on the 28th of October, to officially launch the Conference alongside Hon Paul Kirby, NT Minister for Primary Industry and Resources, at Parliament House Darwin. AIBC Conference 2020 Media Launch – Darwin 28 October 2019

 

Conducted on the same day as the Conference Launch, was a timely and lively Trade forum hosted by Luke Gosling OAM MP, Chair of Federal Labor’s Indo-Pacific Trade Taskforce. This event was also attended by AIBC National President, Phil Turtle, as well as others from AIBC NT, together with a high-calibre group of NT business and academic leaders and representatives of various Industry Associations and government departments.

AIBC at IMARC 2019

The AIBC’s National Mining and Energy Group participated in its second International Mining & Energy Conference (IMARC) event in Melbourne during 29-31 October, showcasing successful Australia-Indonesia business relationships in the minerals and energy sectors, and the opportunities arising from the soon to be ratified Indonesia-Australia Comprehensive Economic Partnership (IA-CEPA).

Our prominent Australia Indonesia Business Council information booth, sponsored by three member companies (EMR Capital, Nusantara Resources and Gilbert + Tobin), was well attended by Geoffrey Gold, Julia Scott, Greg Foulis, Tony Manini, Patrick Hanna, AIBC intern Jade Lee, and Indonesian Economic Consuls Orchida Danudjaja - Kesumajuda and Zaenal Arifin and their staff of the Consulate General of Indonesia, and acted as a meeting point for those interested in Indonesia and also for those with experience there.

The conference session on Indonesia’s mining landscape attracted a good audience and featured a panel of Geoffrey Gold, Julia Scott and Greg Fouls discussing recent issues, policies and projects, including highlights of Nusantara’s Awak Mas process, and updates from the latest edition of G+T’s report, "Opportunities to invest in resources, renewable energy and infrastructure in Indonesia”.  

Another highlight of IMARC 2019 was the signing of a Memorandum of Understanding between the AIBC and the mining sector’s major professional body, the Australasian Institute for Mining and Metallurgy (AusIMM).  The process was driven by Geoffrey Gold, chair of AIBC’s NM&EG, and Colin Moorehouse, chair of AusIMM’s international advisory council where EMR’s Tony Manini is also a councillor. 

IMARC is now the largest resources conference in the region and there is planning for an enhanced focus on Southeast Asia at the 2020 event.

NSW Update

Indonesia Diaspora Night at Bryan Brown Theatre

On Saturday 26 October, NSW Chair Nick Alexander participated in a panel discussion at Indonesia Diaspora Night—an annual celebration of the Indonesian community in Sydney hosted by the Indonesia Diaspora Network—alongside fellow speakers Icha Irawan (Indonesian food blogger and cookbook writer), Dr Riza Sunindijo (Director of Postgraduate Research at UNSW), Jumaadi adi (Indonesian-Australian water-colourist and painter), and Suzan Piper (Associate Lecturer at UNSW). The event program featured a variety of impressive professional Indonesian dances, musicians, and performers, and was very well-attended.

Industry 4.0 in ASEAN on Wednesday 30 October:

On Wednesday 30 October, the NSW Chapter of the AIBC co-hosted an event on the Australian companies at the forefront of the fourth industrial revolution (data, machine learning, and AI) at co-working space Haymarket HQ. The speakers included George Lucas (CEO of Raiz Invest), Steven Suhadi (Chairman of the Indonesian Blockchain Association), Alison Cairns (Partner, Ernst & Young), and Salila Tepkasetkul (Director, Thai Trade Centre). NSW Chair Nick Alexander gave brief remarks, and special thanks to NSW Secretary Francisco Widjojo and NSW Committee Member Christopher Kristian who coordinated event logistics with co-organisers, Australia-Malaysia Business Council (AMBC) and Professionals for International Trade (PIT). The event was oversubscribed and audience feedback suggests it was one of the best collaborations between AIBC, AMBC, and PIT to date. Thanks again to the generous corporate sponsorship provided by Arkblu Capital, one of Indonesia’s leading venture capital firms in the B2C vertical.

Griffith University hosts Australia Awards Indonesia Participants:

AIBC Queensland were key supporters of the recent Australia Awards Indonesia: International Scholarship Collaboration hosted by Griffith University.  AIBC Chairman Paul Martins opened the Round Table and networking event, held October 17, and served as a key panellist.

The University of Queensland, James Cook University and Griffith University participated, along with key figures from Griffith Asia Institute and Australia Awards.  The Round Table aimed to examine Universities’ roles in supporting sponsored students to both overcome resident challenges and fully embrace their opportunities.

Panellists also examined what the future direction of the programs and degree offerings should look like in order to stay competitive, both in the education market, and in terms of outcomes for students.

Mr Martins spoke about how participating Universities can maintain competitiveness in a market heavy with offerings, by designing degrees which focus on innovation and technological embrace.  He particularly focused on the plethora of collaborative opportunities to explore between Ministries in Indonesia and Queensland. 


AIBC QLD & AIYA Joint IA-CEPA Networking Event:

The Qld Committee’s joint IA-CEPA event with AIYA focussed on “New Paths for the Queensland-Indonesia Relationship: Up & Up”, held this month, was a resounding success.

The event, held at Ernst & Young Brisbane Office on October 9, saw a panel discussion on the opportunities and challenges between Queensland and Indonesia, followed by networking.  Panellists Republic of Indonesia Consulate General Consul General Heru Hartanto Subolo, Trade & Investment Queensland (Indonesia) Commissioner Ben Giles, and Department Foreign Affairs and Trade Queensland State Office, Deputy State Director, Nick Williams expanded on the abundance of prospects this increasingly connected relationship offers.

With 45 attendees, the event was bustling with attendees keen to discuss the new opportunities extending from both the Indonesia-Australia Comprehensive Economic Partnership, and the Asia-Pacific Cities Summit in Denpasar in 2021, and build their own new professional relationships.

Those keen to become more involved in this energised business space are invited to the final AIBC Qld event for the year, a Meet the Committee, to be held on November 26.

All Qld members are invited to join the AIBC Committee for an end of year drink at 5.30pm at Bar Pacino (175 Eagle St, Brisbane).
The newly confirmed committee has a big agenda for 2020. This is a chance to come and meet the committee and learn of the opportunities for business between Qld and Indonesia, as well as have networking access to key players in the Indonesian/Queensland business space. Wonderful Indonesia - Gold Coast edition:

Surfers Paradise’s Cavill Avenue took on a distinctly Indonesian flavour this month, with the inaugural Wonderful Indonesia Day bringing the archipelago Nation’s vibrancy to the Gold Coast.
Traditional Indonesian dancers from across the diverse nation entertained crowds for hours, accompanied by an incredible spread of Indonesian cuisine.

The free event was hosted by the Kusuma Indonesian Community Australia, and aimed to promote an understanding of what was on offer in Indonesia in Bali, but also beyond.  The event was heavily attended with some lucky guests the recipients of holiday giveaways to Bali and Lombok.


Study Brisbane Mission to Indonesia:

AIBC Vice Chairman David Widjaja led a Study Brisbane tour to Indonesia in September, working to lift the profile of Brisbane as an option for Indonesian students seeking an international education.

Mr Widjaja led the mission along with Study Queensland and Trade and Investment Queensland, giving students and agents an insight of the quality of education students can access right on Indonesia’s doorstep.

The troupe visited Semarang, Denpasar, Makassar and Jakarta over ten days, with nine schools participating in the event and engaging with more than 80 international education agents and 1000 school students.

As part of the event, an alumni function was also held at the Australian Consulate in Makassar.

AIBC Queensland is strengthening the future of media reporting on Indonesia:

AIBC Qld is assisting QUT’s elite journalism students to travel to the archipelago nation, study, and report about the country and Australia’s relationship with it.

The journalism contingent will journey to Indonesia as part of the Australian Government’s prestigious New Colombo Plan mobility program.

The students will live in country and report on issues regarding bilateral relations between our two nations, covering key figures in business, government, education and cultural organisations in the arena.

Indonesia Update for Businesses in South Australia

AIBC SA Chapter in collaboration with Flinders University – Jembatan Initiative is delighted to present this interactive dialogue to discuss current circumstances and practices for Australian entities to do business in Indonesia, with special lens of politic, economic and market position, security in the country.

The interactive dialogue will be a facilitated discussion, aims to actively engage with participants asking questions to the panellists. Topics covered will include:

  • An overview of Jokowi’s new cabinet and trade and investment planning portfolio (an update on IA CEPA);
  • Snapshot of the Indonesia’s growing economy and potential market opportunity for Australian businesses;
  • Operating a business in Indonesia: security and risk measures.

AIBC Tasmania was priviledged to host a luncheon with members including the University of Tasmania and Incat in Hobart on 10th October with HE Governor of South Sulawesi, HM Nurdin Abdullah to Tasmania.

The insightful discussion with members highlighted the tremendous opportunities that business in Tasmania and South Sulawesi both share with the Govenor and his team planning to bring a business delegation to Tasmania in the coming months.

IA-CEPA Panel Discussion

"A New Platform to Deepen Economic Ties in Digital Economy"
 


 

AIBC VIC, together with Perth USAsia and the Australia Indonesia Centre (AIC) invite you to join our discussion on what IA-CEPA means to businesses and how to leverage Indonesia's digital economy growth to capture opportunities.

Perth USAsia Centre Senior Analyst Kyle Springer will present how the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) is more than a trade agreement, as it includes both economic and consultation mechanisms to enhance the broader strategic partnership.

Following the presentation, AIC Digital Economy Fellow Helen Brown will moderate a panel discussion on how businesses can leverage Indonesia's digital economy growth to capture opportunities presented by IA-CEPA.

WA Update

Indonesia Business Forum

AIBC in WA was proud to be a supporting partner with the WA Consulate General and the WA Government, in hosting the inaugural Indonesia Business Forum in Perth.

In attendance were around 200 Business, Academic and Government representatives, all eager to learn more about the approaching Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) and opportunities in a range of sectors.

The event was headlined by Ambassador Kristiarto Legowo, WA Minister for Asian Engagement, Hon Peter Tinley AM MLA, and Consul General Ibu Dewi Gustina Tobing, together with special guest Pak Tanri Abeng, President Commissioner of PT Pertamina (Persero). Each gave presentations sharing some of their own perspectives on the IA-CEPA, with all encouraging greater collaboration, based on the already strong and warm relationship built over many decades or more. Minister Tinley was also pleased to launch a Bahasa Indonesia version of WA’s Asian Engagement Strategy.

Citilink to launch new international route connecting Denpasar, Perth


 

Low-cost carrier Citilink is set to launch a new route that will connect Denpasar, Bali, and Perth, Australia, on Nov. 8, making it the seventh international route the airline has established this year as it strives to bolster its international flight network.

Citilink president director Juliandra Nurtjahjo said in a statement that the forthcoming Perth route showed the airline was ready to join the ranks of airlines that connect Denpasar with popular tourist destinations in neighboring Australia.

The national flag carrier Garuda Indonesia subsidiary expects the upcoming route to attract more foreign visitors to Bali, as Australian contributes the second highest number of international tourists to the island, according to the latest data from Statistics Indonesia (BPS). So far this year, 118,556 Australian tourists have visited Bali – a 12.26 percent increase from last year’s 104,010.  To continue reading this article, click here.

"The Minister of Manpower has finally issued a new decree on expatriate employment that overcomes a number of the concerns created by a draft of this decree circulated in early 2019.

The construction, mining and oil & gas sectors are particular beneficiaries of the new decree as the earlier draft decree appeared to make little or no provision for expatriate employment in these critically important sectors of the Indonesian economy.”
