404 Wetland Permitting Going Local? |
BATC staff and consultants attended a meeting yesterday which was hosted by an interagency work group charged with creating a report on the State taking custody of the administration of section 404 wetland reviews. Several BATC members have reported unreasonably long waits for 404 wetland review conducted by the Federal government’s Army Corps of Engineers. A law was enacted in 2015 requiring the Board of Water and Soil Resources (BWSR) and the Department of Natural Resources (DNR) to study the feasibility of the State assuming the federal Clean Water Act (CWA) Section 404 permitting program. BATC and many other stakeholder groups are participating in the discussion to determine whether it is feasible, cost-effective, and will result in more efficient permitting for projects throughout the region. The final report, with input from stakeholder groups, will be presented to the legislature for action when they convene in January. |
New White House Housing Development Toolkit |
The White House on Monday released a Housing Development Toolkit that highlights regulatory barriers to housing development and outlines tools and strategies that local governments can use to diminish the impact these barriers have on housing production and affordability. |

The BATC executive board and key staff were welcomed to Kohler Wisconsin last week. The three day journey combined strategic planning with an emersion in everything Kohler, including a tour of the factory as well as product demonstrations. David Siegel got the honor of depositing faux-poo during a very entertaining and informative look at toilet flushing technology.
