Dayton Vetoes Tax Bill; Now What?

After an acrimonious end to the session in which the bonding and transportation bills fell apart in the final minutes, the supplemental budget and tax bill were held up as models of what was accomplished. Governor Dayton signed the supplemental budget bill, but he elected not to act on the tax bill, which fell to a pocket veto at midnight last night. The tax bill had a drafting error that created an unintended fiscal impact, but critics argue that it could be easily fixed to reflect the original intent.

Given that 89% of legislators voted for the tax bill, made up of many popular tax cuts and credits, it’s possible that they could be coaxed back for a special session. For that to happen, leaders Daudt and Bakk will need to find an agreement with the Governor on the to-do list for a special session, as well as the timing and other parameters. BATC remains at the table and will be there if and when a special session is called.
