Legislative Update: Housing Affordability Takes Center Stage
|
We’ve officially reached the half-way point of the Minnesota legislative session, and we’re pleased to report that all pieces of the Minnesota Homeownership Initiative have met the necessary deadlines. It’s clear BATC’s modern advocacy program is playing a central role in the elevation of housing affordability and homeownership at the Capitol. What happened last week?
- The First-Time Homebuyer Savings Account was heard multiple times in Senate committees. It now awaits additional discussion in the Tax Committee. - David Siegel, BATC Executive Director, and Tom Wiener (Cardinal Builders), BATC Builder Vice President, testified for the 5th time on behalf of a Rulemaking Review Oversight bill. - SF 1455, a bill that would remove barriers to condo/townhome development was heard in the Senate Judiciary committee. With broad support from a variety of groups, this bill now advances to the Senate floor. What’s expected in the coming weeks?
Now that the first two committee deadlines have come and gone, bills will undergo markups in committees and will be discussed by the entirety of both chambers. BATC advocacy staff has been and will continue to work closely with legislative and executive leadership as session continues. Look for a comprehensive advocacy update that captures our industry and advocacy activity over the first quarter of 2017 coming soon.

Regulatory Update: Busy Week As BATC Meets With All Key Regulatory Agencies
|
In addition to all the activity at the legislature last week, BATC’s advocacy team has been busy meeting with four of the industry’s key regulators: Minnesota Department of Labor and Industry, Minnesota Department of Health, Metropolitan Council and Minnesota Pollution Control Agency. These meetings are all a part of BATC's efforts to support reasonable and sensible regulations.

The March Hot Sheet“Some pull back in housing production is unsurprising after an overly strong multifamily reading last month. As we move forward in 2017, we can expect the multifamily sector to continue to stabilize and single-family production to move forward at a gradual but consistent pace.”
- NAHB Chief Economist Robert Dietz
