Community Engagement Charter - Planning Together Panel

This month has seen the realisation of a commitment we made to local government at the roadshow events held earlier this year. Over the past four weeks, members from the Department’s Transition and Planning and Design Code teams have held meetings with 44 councils across the state to initiate their transition to our new planning system. The meetings, which have spanned the Eyre Peninsula, Kangaroo Island, Riverland and metropolitan Adelaide, have focused on two key elements of the transition process:
  • Collaborative Work Program (CWP) – a guiding document between councils and DPTI administrations which identifies and programs the key tasks and milestones for collaboration in implementing the new system; and
  • An initiation pack to help councils review their Development Plans and carry out a strategic analysis of their area to plan for future growth and change as the first step in preparing for transitioning to the new Planning and Design Code.

After completing meetings with councils in the Limestone Coast and Yorke Peninsula this week, the teams will then commence more detailed policy discussions with various councils to help shape the content of the Code Theme Papers, which will provide direction for State Planning Policies and the Planning and Design Code. There will be more information about this process soon.

To assist with the transition process, the provision of timely and relevant communication will be crucial in ensuring a smooth transition between the systems. To assist with this, the Department has established Council Connect – an online forum for council staff, which will act as a central point for transition of information; a library for templates and guides; and a communication tool used by the Transition Team to engage with council staff. The site is now live and includes a series of interactive forums with messages, updates and general announcements for councils.  We are also working on more ways to communicate across the various sectors involved in planning and working on the next stage of the Planning Portal, including greater interactivity.

Finally, another important milestone this week with the release of the draft Community Engagement Charter by the SA Planning Commission for statutory consultation. This follows the earlier consultation process on the preliminary draft. Thanks to all those that have been involved in shaping this draft document with the Commission, we look forward to your feedback.

October has been busy for the State Planning Commission, today we have released the next version of the draft Community Engagement Charter for consultation, the Charter supports new and innovative ways to talk to communities and other interested parties about planning policies and strategies. I would like to personally thank those councils, industry, community groups and individuals who took the time to provide input into the discussion draft. I would encourage everyone to review the changes made as a result of the consultation in next round of consultation which commences on 30 October 2017 and concludes on 8 December 2017.

On 12 October 2017, I spoke to the Master Builders Association (MBA) Building Industry Forum about the role of the Commission and its relationship with the Minister for Planning. I also provided an update on progress of implementing the new planning system.

Draft Community Engagement Charter and Guide for consultation

The State Planning Commission has released the draft Community Engagement Charter and Guide, for a six week public consultation period.

As a requirement of the new Planning, Development and Infrastructure Act 2016, the draft Charter will provide the South Australian community with a greater opportunity to influence how we live, work and move in our urban and rural areas.

In the past, many people’s first interaction with the planning system was when a new house or other form of development was built near them, without an understanding of the planning policy that enabled this to occur. The Charter seeks to change this by increasing the community's understanding of the planning system and by inviting their input on planning policies that will shape the places they value.

Consistent with the feedback of the last round of consultation the Charter has now been amended. It sets out five performance based principles that engagement on proposed new planning policies and strategies must follow. Tailoring engagement to effected communities to enable maximum reach and responses is a key aspect of the Charter. 

An accompanying draft guide is also available for comment, it provides a step by step framework for engagement planning and evaluation. This guide has been drafted with the practitioner in mind.

The six week consultation period commenced on Monday 30 October 2017 and finishes on Friday 8 December 2017. To lodge a submission, fill out the survey or for more information visit the SA Planning Portal.

Character preservation (Barossa Valley and McLaren Vale) ACTS Review – discussion paper for comments

The Character Preservation (Barossa Valley) Act 2012 and the Character Preservation (McLaren Vale) Act 2012 are currently being reviewed as required by legislation.

This legislation provides that the special character of the two districts is recognised, protected and enhanced while providing for the economic, physical and social wellbeing of the communities within the districts. It restricts the creation of additional residential development in the rural areas of the districts to halt urban sprawl to the north and south of Adelaide’s built-up area, thereby seeking to provide for continued viable farming and primary production activities.

A discussion paper has been prepared in consultation with affected councils and State Government agencies. For more information and to lodge a submission refer to the SA Planning Portal.

Submissions close on Friday 8 December 2017.

Increased functionality for Property Location Browser map-based application

The free map-based online application Property Location Browser (PLB) is a valuable tool used by planners and building professionals for finding out ownership and tenure information for new development applications or building developments.

Its functions have now expanded to include:

  • showing planning and building layers such as land parcels, zoning, land division applications, heritage places, environment and food production areas, design wind speeds and bushfire protection areas
  • capability to search for land division applications using a range of criteria
  • user specifying buffering features
  • utilizing satellite, street, topographic and a hybrid of maps for the base layer
  • printing maps.

SA Planning Portal redesign – customer feedback survey

The SA Planning Portal was launched  in November 2016 as the first centralised website for the South Australian planning system. The first stage enabled access to all of our current planning tools with more content than ever before, as well as up to date information on the new planning system and a central place for consultation and engagement activities enabling on line lodgement of submissions.

The Portal will evolve into a 24 hour, one-stop-shop for all planning information, services and data for the state.

To enable the needs of our customers of the South Australian planning system to be better met in the second stage of the Portal we are seeking your feedback.

We encourage you to take the 2 minute customer feedback survey.

Workshops will also be undertaken to further scope these needs and you can express your interest to participate in the survey.

New faces in Planning and Development

and Farewell to Chris Kwong

We are delighted to introduce several new faces to the Planning & Development directorate, to assist with the current and new planning systems:

We are also farewelling Chris Kwong. Chris commenced with the Development Division in September 2016 as the Manager, Development Policy and Assessment taking on the role of overseeing development assessment, planning policies and building policy. Being a lawyer and experience with the Minister's office he brought a fresh perspective to the Development Divison. Chris's calm and collected approach will be missed. We wish Chris all the best in his future endeavours.
