Upcoming consultation on extending the Rules to state and public sector agencies

The government’s response to COVID-19 has highlighted an opportunity to improve the standards and consistency of government procurement practice and accelerate the delivery of broader social, cultural, economic and environmental outcomes.

We are consulting on the impact and implications of a wider set of state and public sector agencies applying the Rules.

Now more than ever we need to work together to drive change, strengthen capability and assurance, and build resilience in the supply market. The public sector spends around $42 billion each year and the size and nature of this spend means there is significant collective impact drive better outcomes for New Zealand.

Kiwis winning multiple categories in Chartered Institute of Procurement & Supply (CIPS) Australasia Supply Management Awards 2020

Respected as a benchmark for excellence, a CIPS Australasia Supply Management Award is the most prestigious recognition an organisation or individual in the procurement and supply chain profession can receive. It was great to see New Zealand’s public sector procurement expertise recognised in this year’s awards.

Considering engaging contractors and consultants

COVID-19 continues to have a significant impact on the New Zealand labour market, including the contingent workforce that many public and state service agencies engage to support their work.

Given this environment, when you are engaging contractors and consultants and where employee pay restraints are clearly visible in the public sector, it may be timely to consider whether the rates paid for contractors and consultants are reasonable and relevant to New Zealand’s current economic conditions.

Annual All-of-Government (AoG) agency satisfaction survey

Thanks to everyone who participated in this year’s survey. We certainly appreciated the time you’ve put in and as a result, we collected 286 responses.

We’re currently analysing the results but we can already tell that:

  • we have received more responses this year
  • the overall satisfaction of AoG contracts has slightly increased, and
  • the overall quality of communications has not significantly changed.

Happy 1st birthday Hīkina!

It’s been one year since we launched Hīkina to help build public sector capability in procurement. Over that time it’s been great to see over 900 registered users across 135 agencies upskilling in the areas of procurement.

Hīikina is a place for procurement and property professionals to access and complete learning modules; register for training workshops; find online guidance, tools and other resources, all to support you in doing your job.

Procurement graduates drive government electric vehicle (EV) uptake

Procurement graduates on placement with New Zealand Government Procurement (NZGP) are driving for change on the All-of-Government motor vehicles contract.

Aidan Kelly and Chris Rogers led a project to increase the number of electric vehicle suppliers to the contract used by government agencies when purchasing vehicles.

Interested in hosting a graduate?

We are looking for agencies to submit an expression of interest in joining the programme for the next two rotations (February 2021 to February 2022).

What does this mean for my agency?

  • You’ll be listed on the approved list of agencies for graduates to consider for their next placement and you’ll have preference to host a graduate over agencies who are not in the programme.
  • You’ve pre-approved budget and headcount to host a graduate.
  • You’ll have the opportunity to be involved in the recruitment of the 2021 graduate cohort.
  • You’ll have the opportunity to meet with graduates at Auckland and Wellington events – this is a great opportunity to meet graduates who are in their last rotation in case you are looking to fill a position.

If you are interested in hosting a procurement graduate, email through your expression of interest (EOI) by 21 September 2020 to our Procurement team. We’ll consider and respond to your EOI by late October 2020. We intend to finalise placements by late November 2020 for the February 2021 intake.

Changing annual procurement plans to future procurement opportunities

We’re modifying the way agencies report upcoming procurement opportunities. Future procurement opportunities (FPOs) are replacing annual procurement plans (APPs).

Work is underway to transition from annual procurement plans (APPs) to future procurement opportunities (FPOs) by 1 October 2020.

Procurement capability index reporting – how we can support you

The Procurement Capability Index (PCI) self-assessment reporting round is underway for 2020. PCI is an instrument for agencies to measure the maturity of their procurement function, set annual and long-term targets and monitor capability development.

All GETS contract award notices now available as open data

All contract award notices published by government agencies on the Government Electronic Tenders System (GETS) have now been released as open data.

The open data report is run every quarter. Agencies can log into GETS and make changes to make sure published contract award notices for the current quarter are correct and complete (see Rule 48 of the Government Procurement Rules).

Innovation Fund applications are open!

Applications are now open for the Westpac New Zealand Government Innovation Fund. The Innovation Fund has up to $350,000 for one or more successful applicants who have something to contribute to the body of knowledge around The Future of Work in New Zealand. We would like to see more government applications coming through for this round of funding. Applications must be received by Thursday 1 October 2020. All the relevant information is available on the Innovation Fund website.

Summary of what it’s about:

  • How might we design for the future of work in New Zealand?
  • The future of work is something that affects all New Zealanders. The COVID pandemic has only accelerated the pace of change and it’s happening now.
  • It’s a very broad topic and we want to know what pragmatic ideas are out there to help New Zealand make changes. We are running this intake a bit differently to our usual model, and we are looking for applicants who have something that will contribute to the body of knowledge around the future of work. 
  • Specifically, we are looking for pragmatic solutions, advice and/or policy that is evidence based and contributes to the body of knowledge relating to the future of work. Our funding could be used to develop advice, test solutions you already have, validate hypotheses, or undertake research. We want to share these contributions with New Zealand. 
  • We have up to $350k funding available for the best propositions and we are ideally looking to fund multiple recipients within this amount (for guidance, n x $10-$50k) - but this shouldn’t stop you from applying if you think you have one idea to rule them all. Please note that product development is excluded from the scope of this funding round.
  • We commissioned a piece of research from the fabulous team at ThinkPlace to provide some context, suggested focus areas and key questions relating to the future of work. This is included in the application pack.
