What is TRECVET?

TRECVET stands for Transnational Recognition of European Certification in Vocational Education and Training and is a European Funded – Development of Innovation - Project that
aims to create a tool to break down qualifications into their smallest parts and make them comparable in an objective way.
The comparison process will provide competent authorities with
a method of assessing qualifications from different countries.
It will thereby provide a major step toward recognizing other qualifications and equally important, having their own qualifications recognized by other countries.

TRECVET follows this aim by using skipper qualifications
from the Small Commercial Vessel (SCV) Maritime Sector
as examples, which are:
•Germany (SportSee Schifferschein-SSS);
•Spain (Patrón Profesional de Embarcación de Recreo –PPER);
•U.K. (Yachtmaster Offshore Commercial).


The rationale for the project arose from the direct experiences of Sea Teach S.L. who are the coordinator of the project. Sea Teach operate as a RYA Sea School and Motor Boat Charter Business and are based in Mallorca, Spain. Mike John, Chief Instructor and Director of the Business explains, “In boating ´Hot Spots´ like the Balearics personnel from different countries, with different national qualifications convene to work in the SCV sector. At the same time the boats are flagged to many different Member States.

This combination highlights the problem that qualifications
of one member state are not recognized by the authorities of other member states, which is a problem that exists across most EU Member States. This leads to many skippers being highly qualified in their home qualification, but not being able to work because the vessels flagging state does not recognize their qualification.”

The lack of recognition of qualifications is widespread across many sectors within Europe. This is where the European Credit System for Vocational Education and Training (ECVET) intends to offer solutions in the form of credit transfers.

In order to achieve this, ECVET offers tools that facilitate communication between authorities and the exchange
of information about what learners have achieved in view
of recognition of their learning. One major problem for implementation is the lack of trust between competent institutions as they find it difficult to compare other
countries qualifications.

This is where TRECVET aims to offer a real solution as the project sets out to:
a) find a multilateral European approach for the SCV sector
b) on a wider perspective to develop a software tool that enables authorities to compare qualifications in an objective way.


To achieve the project objectives an international consortium of partners has been gathered with specific areas of expertise:

Expertise and experience within the SCV sector:

Sea Teach S.L. (Spain) is the coordinator of the project and as a recognised RYA Sea School will also provide the expert analysis of the UK Yachtmaster qualification.

Seebär (Germany) is the German syllabi expert and has many years experience operating as a Sea School from Hamburg and the Mediterranean.

Facultat De Náutica de Barcelona (FNB), Professor Germán de Melo, is a leading figure in  maritime affairs in Spain. His knowledge of Spanish maritime qualifications for small commercial vessels places him well as the projects Spanish syllabi expert.

Competence in internet applications and software development.
Danmar Computers
located in Rzeszow/ Poland designs web applications, e-learning, e-business and conducts internationally authorised computer applications and examinations. Danmar have considerable experience in EU LLP projects and will develop the software tool
for the project and are also in charge of the projects website.

Project dissemination and exploitation.
Centre for Factories of the Future (C4FF),
located in the UK, were chosen to be part of this project for their previous experience in many maritime related projects and to provide high level contacts in this sector to the project, which places them well for dissemination and exploitation activities.

The TRECVET work so far:

TRECVET has developed a methodology, which breaks down qualifications into their smallest logical teaching blocks, which it calls “Fundamental Elements” (FEs). Currently the three experts are breaking down the three qualifications into their FE’s and are comparing their findings.

The partners have gathered for two meetings so far, the kick off meeting in Mallorca, Spain in October 2011 and then again in May 2012 at Rzeszow, Poland, where the partners were asked to take part in a workshop to test the methodology developed. The outcome of the workshop was very useful which supported the ongoing development of the FE extraction methodology.

ECVET Annual Forum Brussels 31st May:

Mike John and Silja Teege from Sea Teach have just returned from Brussels where they attended the ECVET Annual Forum. The forum provided an opportunity to meet ECVET experts from all over Europe, spread the word for the TRECVET project and to update the projects position in the ECVET world.

“In March 2012 the project’s SCV-experts (Germán, Uwe, Mike and Bernie) met in Barcelona
to discuss the current methodology for breaking down examinable syllabi into Fundamental Elements (FEs).
The meeting gave an opportunity to make observations, test and adjust the methodology and agree further developments to the FE extraction method.”

The next partner meeting will be held in Hamburg on 13th & 14th December 2012.
