Heritage Day - Event Website, Early Bird Tickets & Advertising 

 

Heritage Day is our signature annual event, where we invite professionals from across the sector to hear from the Heritage Minister and sector leaders, network with other professionals and explore new ideas from people across the sector. This year, we are going digital and bringing in some new experiences, including performances and virtual networking, to make the event engaging, interactive and informative.

    Sales of our Early Bird tickets, offering a discounted rate for members of the Heritage Alliance will end this Sunday (28 February). Attendees who book early will have an opportunity to book on to one of our many networking sessions happening across the two mornings, so do look out for the upcoming details.

    We'll be launching a new dedicated event website for Heritage Day this year, which will act as an online programme and give tasters of what attendees can expect over the two mornings of 24 and 25 March.

    Policy Updates

    This fortnight:

    • At our AGM, we were delighted to welcome two new Trustees, James Probert from Historic Houses and Kate Streeter from the Society for the Protection of Ancient Buildings (SPAB), and to welcome back Jan Wills and Ian Baxter for a second and third term respectively.

    • Yesterday, we held a roundtable with our members and the Shadow Minister for Tourism & Heritage, Alex Sobel MP to discuss the impact of COVID-19 on the heritage sector and the ways heritage can support wider recovery.

    • We held a meeting of our Mobile Heritage Advocacy Group, where we discussed the route to recovery from COVID-19, the impacts of Brexit on the mobile heritage sector, how to navigate the threats to the supply of coal and other fuels, and the role the group could play in ensuring mobile heritage is part of a greener future. 

    • We met with the team from Historic England and Natural England and the Chairs of the Rural Heritage Advocacy Group to discuss the proposal that is being worked on with DEFRA for a heritage-specific Test & Trial, for the future Environmental Land Management scheme.

    • A Spatial Planning Advocacy Group is being held next week to discuss the new planning consultation on the National Planning Policy Framework and National Model Design Code (which has been revised to implement policy changes in response to the Building Better Building Beautiful Commission “Living with Beauty” report) and the Right to Regenerate consultation which aims to make it easier to identify, purchase and redevelop underused or empty land in their area.

     

    Welcome to Our New Members

    This fortnight, we are delighted to welcome two new members and one new individual supporter to The Heritage Alliance.

    The Royal Archaeological Institute

    Founded in 1844, the Royal Archaeological Institute’s (RAI) interests span all aspects of the archaeological, architectural and landscape history of the British Isles. Membership is open to everyone with an interest in these areas. The RAI runs a monthly lecture programme from October to May, held in Burlington House, Piccadilly, on developments in archaeological, architectural and landscape history. Each year, specialist Spring, Summer and Autumn site visits/tours take place in different parts of Britain and continental Europe.

    Annual research grants are awarded for archaeological fieldwork, survey, excavation and post-excavation research; architectural recording and analysis; and artefact and art-historical research, with preference to projects within the British Isles. A dissertation prize is awarded annually, rotating between undergraduate and Masters’ dissertations. Bursaries are available to enable students, who attend a UK university, to attend Institute meetings and conferences.  The publication of the Archaeological Journal presents the results of archaeological and architectural survey, fieldwork and analysis on sites and monuments of all periods as well as syntheses and overviews of such work across the British Isles.

    The Milestone Society

    The Milestone Society’s purpose is to encourage people – the Highways and Local Authorities, Parishes, civic societies, walkers, local history groups, individuals - to care about their distinctive vernacular milestones, which recall a travel and transport history of times gone by.

    Unlike other ‘listed buildings’, milestones are usually too small to have their own individual ‘Friends’. Since 2001, the Society’s volunteers have been collating information on them and learning the most appropriate ways of caring for these quirky lumps of rock and rusting metal sitting quietly by the wayside. Roadside milestones are owned by the Highways Authorities but are at risk from vehicle impacts, road works, hedge cutters, theft, vandalism and casual neglect. Members have identified and recorded over thirty thousand waymarkers of the British Isles, information about which can be found on the Society's website. Photographs of these waymarkers are displayed on Geograph and the collections also feature on the Heritage Gateway, OS and other sites.

    New individual supporter

    We also welcome a new individual supporter to the Alliance, Seren Griffiths, a public heritage specialist and archaeologist, who takes an interdisciplinary approach to international research projects.

     

    #HeritageChat

    #HeritageChat is a monthly, one-hour Twitter chat to discuss collectively important topics for the sector. It is run from the handle @HeritageChat, using a set of questions suggested by users. We are carrying out a survey to improve #HeritageChat, share your suggestions here!

    Last chance to book: there is still time to register for ‘Inclusivity at Work’ on Tuesday 2nd March, the final event in the current series, explaining how to implement the workplace passport scheme.

    Headlines:

    COVID-19

    On Monday, the Prime Minister set out a roadmap out of the current lockdown for England (read his full speech here).

    Key changes are that there will be no Tier system in place, with the whole of England treated as a single area. The roadmap has been set out in four steps, with five weeks between each step. However, the Government will review these steps alongside other COVID-19 social distancing measures as more data becomes available.

    We are receiving lots of queries from members about specific aspects of the roadmap; we are feeding these through to DCMS who is in turn directing them to the Cabinet Office. We will share answers as we receive them, and please do continue to send questions and feedback through to us.

    The Spring 2021 COVID-19 Response can be read in full here (with the roadmap starting from page 24), but here's a summary of the key dates for heritage organisations to be aware of:

    Step one

    • From 8 March:
      • Schools and colleges will open for all students
      • The current Stay at Home order remains in place, with people able to meet one other person outside for recreation
    • From 29 March:
      • People will be able to meet outside including in private gardens, subject to the rule of six, or provided no more than two households are meeting
      • People will no longer be legally required to stay at home but should work from home if they can and try not to travel

    Step two - no earlier than 12 April

    • Self-catering will open for individuals or household groups only
    • Non-essential retail will open
    • Libraries and community centres will open
    • Pubs and restaurants will begin to open for outdoors service, without curfew, and no requirement for people to order a substantial meal
    • Zoos, theme parks, and drive-in cinemas will open
    • Wakes, weddings and receptions will be able to take place for up to 15 people

    Step three - no earlier than 17 May

    • Indoor entertainment and attractions will open 
    • Remaining outdoor entertainment will open (including performances)
    • Pubs and restaurants will open for indoor service
    • Hotels, guesthouses and B&Bs will open
    • Cinemas and theatres will open
    • Most restrictions outdoors will be lifted, subject to a limit of 30 people
    • International travel will not resume before 17 May

    Step three - no earlier than 21 June

    • All limits on social contacts will be lifted
    • Large events and performances and weddings will be able to go ahead
    • Nightclubs will open

      Funding

      Culture Recovery Fund - Round One Awardees

      Over £18 million has been awarded in the final grants from the first round of the Culture Recovery Fund, with £13.5 million awarded to 22 heritage organisations through the Culture Recovery Fund for Heritage. Amongst the awardees were museums, places of worship and a historic pool - some of which are represented by organisations in our membership.

      Culture Recovery Grants Through the AHF

      Last week, the Architectural Heritage Fund (AHF) [Alliance Member] announced the recipients from its Culture Recovery Grants funding package, which formed part of the wider Culture Recovery efforts funded by DCMS and administered by Historic England. Grant awards will support 44 historic sites across England, listed in full here, which include Alliance Member The Churches Conservation Trust.

      Levelling Up Fund Extended

      The Government has announced that their Levelling Up Fund will be extended to all of the UK. The Fund will now offer £4.8 billion, £800m more than before, to be invested into local projects, such as regeneration and transport. 

      Listed Places of Worship Grant Scheme

      The Government recently confirmed that the Listed Places of Worship Grant Scheme will be renewed for this year, on the same terms as previous years. The Scheme, which allows listed places of worship to claim back VAT paid on repairs and alterations, was due to finish at the end of this financial year.

       
       

      Travel & Tourism

      Quarantine Rules

      Last week, the Government implemented a new testing and quarantine regime for people entering England. 

      The Tourism Alliance has clarified that for people travelling to England:

      • If there is a flight from a country that is not on the Red List, which has someone on board that has been in a Red List country within the last 10 days, then it’s only that person that needs to use a quarantine hotel.
      • However, if a flight from a non Red List country stops over in a Red List country, then everyone on board needs to use a quarantine hotel.
      • People transiting airside through the UK do not need to show a passenger locator form or pre departure test as they will not pass through the UK border.
      • Some people (such as bus and coach drivers) are exempt from testing if they can show that their travel is part of their job. 
      • The Government has produced detailed guidance on what people can expect when under managed quarantine.

      Impact of COVID on Travel & Tourism

      The Office for National Statistics (ONS) has published a report on the impact of COVID on the tourism industry, which brings together a range of data over different time periods. A key finding is that air passenger arrivals to the UK fell by 98.3% from February to April 2020. 

       

      Social Impacts

      The latest ONS weekly survey of public perceptions around COVID-19 (covering 10 to 14 February 2021) shows that personal well-being measures remained at some of the lowest levels recorded since March 2020, but perhaps due to an increase in the number of vaccinated adults, the level of anxiety improved slightly this week.

      Data from Wave 6 of the ALVA Attractions Recovery Tracker (covering the period from 26-31 January 2021) shows that over half of respondents had begun to return to at least some attractions since the end of the first lockdown, with visits being primarily to outdoor sites. As with previous waves, those feeling most confident to visit attractions are families, young people and members. 

      The Centre for Cultural Value, the Creative Industries Policy and Evidence Centre, The Audience Agency and a consortium of researchers are working together as part of a new AHRC-funded project to build a detailed picture of the impacts of COVID-19 on the UK's cultural sector. Further details about the project and emerging findings can be found online here.

      The Creative Industries Federation has now published the results from its COVID-19 Impact Survey, to which it received over 800 respondents. The results will be used to substantiate its research and advocacy over the coming months, including its State of the Nation project. Based on the results, the Fed has warned of "crippling inequalities across the country" without further support for the UK's creative sector.

       

      Build Back Better Business Council

      Terms of Reference have now been published for the Build Back Better Business Council. The Council, which is co-chaired by the Prime Minister and the Chancellor, will 'consist of a broad range of business leaders from across the whole economy' and aims to support the UK to 'Build Back Better' in 2021.

      Brexit

      We continue to keep our ears to the ground and update our Brexit Hub with the latest Brexit guidance that is relevant to the heritage sector. Alliance Members can continue to inform us with your questions and concerns and the Brexit FAQ Trello Board from the Historic Environment Forum remains open as a resource for the sector.

       

      New £20m Brexit SME Support Fund

      The Government has announced a £20 million SME Brexit Support Fund, which aims to help small businesses with changes to trade rules with the EU. Traders will be able to apply for a grant of up to £2,000 to pay for practical support for importing and exporting ahead of the implementation of import controls which come into force from April and July. The full guidance is available here.

       

      The Flow of Data Between the UK and EU

      The UK Government has welcomed draft data adequacy decisions from the European Commission, following discussions around the continued free flow of data between the EU and the UK. The new regime is set to offer an equivalent level of protection to the EU GDPR and maintain the UK's current data protection standards.       Upcoming Planning Consultations

      As mentioned in our policy updates above, we will be focusing on two upcoming planning consultations from MHCLG over the coming weeks:

      • Right to Regenerate: reform of the Right to Contest (closes 13 March)
      • National Planning Policy Framework and National Model Design Code: consultation proposals (closes 27 March)

      Environment & Agriculture

       

      Green Finance Research Hubs

      As part of the Government's drive to 'build back greener', it was announced that Leeds and London will be home to a new UK centre for driving global green finance and investment, which will begin in April. The new UK Centre for Greening Finance and Investment will be led by a partnership with a number of UK institutions and these research hubs will provide data to financial institutions to support greener investment and business decisions.

       

      Farming Innovation Pathways

      UKRI and DEFRA have partnered to launch a £12m Farming Innovation Pathways competition, which is aimed at developing new and existing farm-focused innovations. This competition aims to support farmers to address the challenges of productivity, sustainability and net zero emissions in UK farming.

       

      MPs Call for VAT Reductions in Green Sectors

      MPs have called for VAT reductions in green sectors to 'grow back better' after COVID-19 in a new report: Growing back better: putting nature and net zero at the heart of the economic recovery.

       

      Updates to the HS2 Phase 2a Information Papers

      The policy paper setting out how HS2 will meet environmental commitments and the expected impacts on the environment for HS2 Phase 2a, first published in July 2017, has been updated to include further details on several areas including the control of environmental impacts, ecology, maintenance of landscaped areas, excavated material, archaeology, burial grounds, carbon and green infrastructure.       River basin planning: Challenges and Choices - Consultation Outcome

      The Environment Agency has published the outcome from a consultation on river basin planning - looking into the challenges that limit benefits to society from the water environment in river basin districts in England ('the challenges') and the best way to address these issues ('the choices'). The information gathered will be used to inform updates to the current river basin management plans.

      Education

       

      Higher Education: Free Speech & Academic Freedom

      The Department for Education has published a policy paper that sets out proposals to 'strengthen freedom of speech and academic freedom' in higher education in England.

      Other News

       

      DCMS Economic Estimates 2019 - GVA (Revised)

      The DCMS Economic Estimates 2019, first published in December, have been revised down by 1% for all years from 2016 to 2019. However, the change does not affect GVA totals for individual sectors or subsectors, nor key trends or conclusions from the initial releases. The figures were corrected to account for the overlap between part of the tourism sector ('other consumption products') and other DCMS industries.

       

      Heritage Bodies Called Together to Discuss 'Retain & Explain'

      On Tuesday, 25 heritage bodies met with the Culture Secretary Oliver Dowden to discuss the Government’s 'retain and explain' policy for heritage. This follows a statement made by the Housing Secretary Robert Jenrick in January on 'protecting our nation's heritage' and reporting in the Telegraph at the weekend. The Culture Secretary tweeted after the meeting, flagging a proposal to set up a working group for further discussion and to produce guidance.

       

      Business Rates Review

      The Government has announced that the outcome of its fundamental review of business rates will now be published in the Autumn, with an interim update to be published on 23 March 2021.

      New Project to Engage Young People in Arts & Culture

      A new national programme 'Where we are...' will enable young people aged 16–24 to co-design meaningful local arts and cultural projects around the UK. Running from 2021 until 2025, this programme aims to help bridge gaps for young people to engage with arts and culture locally. Cultural and third sector organisations throughout the UK are being sought to create projects as part of the programme.

       

      Peat Burning in the Uplands

      Wildlife and Countryside Link has written a letter to the Secretary of State for DEFRA, signed by representatives from several heritage organisations, to warn about potential oversights in the Government's proposed peat burning ban that could mean around 70% of upland peat in England is excluded from the ban.

       

      Clore Fellowship Programme - 17th Cohort

      Clore Leadership has announced the 17th cohort of its Clore Fellowship programme, with 21 leaders from across the arts and culture. The Fellowship works to develop leaders from a wide range of cultural disciplines and sectors. The Fellows this year all demonstrate a strong desire to achieve positive outcomes for rebuilding the sector following the pandemic.

       

      New Chair appointed to the National Lottery Heritage Fund and National Heritage Memorial Fund

      The Prime Minister has appointed a new chair, Dr Simon Thurley CBE, to the National Lottery Heritage Fund and the National Heritage Memorial Fund. Between 2002 and 2015, Dr Thurley was chief executive of English Heritage and previously Director of the Museum of London and MOLA [Alliance Member].

      Training the Countryside Guardians of Tomorrow

      For National Apprenticeship Week (8 - 14 February), eight major land managers including the National Trust [Alliance Member] and Canal and River Trust [Alliance Member] launched a new government-backed apprenticeship for a new level 4 countryside manager apprenticeship. This followed news from the National Trust that it had received over £2m in donations over the past two years, specifically to fund a new range of apprenticeships.

       

      New Green Belt Report

      CPRE [Alliance Member] has just published a new report, State of the Green Belt 2021, which reveals that local plans for housing on the Green Belt have quadrupled in the past eight years, despite an increasing appreciation of green space. The charity says the countryside is facing "extreme and sustained" pressure.

       

      #LGBTHM21 

      For LGBT+ History Month, the National Lottery Heritage Fund [Alliance Member] has shared tips for applicants looking to develop an LGBT+ heritage and history project in a helpful Twitter thread.

       

      Pioneering New Approaches to Pest Control

      Given a surge in damage to collections during the lockdown, the National Trust [Alliance Member] has begun a trial new approach to pest control that includes using biological methods never previously applied to heritage settings.

       

      UNESCO UK Appoints New Culture Directors

      The UK National Commission for UNESCO [Alliance Member] has announced the appointment of two new culture directors: Dr Charlotte Joy and Kate Pugh OBE [former CEO of The Heritage Alliance]. The new directors will lead on heritage and culture for the UK at UNESCO.

       

      Apply to the GEM Mentoring Programme

      A reminder of that the GEM [Alliance Member] mentoring programme is now open for a new round of applications, which closes this Friday. 

      The programme has been set up to support GEM's members who have a learning role in the sector in their professional development.

       

      Nominate a Site to the 2022 Watch

      Nominations are now open for the 2022 World Monuments Watch. The World Monuments Fund [Alliance Member] runs this two-year program, which seeks to discover, discover, spotlight, and take action on behalf of heritage places facing challenges or presenting outstanding opportunities of direct relevance to our global society.

      New Lenses Young Photographers Announced

      English Heritage [Alliance Member] has just announced the names of four young photographers who have won commissions to create new artworks inspired by some of England’s most important heritage sites, as part of its England’s New Lenses programme.

      The successful artists Abena Appiah (23), Megan Michelle Dalton (22), Kema Ajoku (22) and Mia Parker-Tang (23), will create new bodies of work inspired by English Heritage around the country this Spring.

       

      Georgian Group Architectural Awards 2021 - Call for Entries

      The Georgian Group [Alliance Member] has announced that its Architectural Awards for 2021 are now open to applications. The annual awards celebrate exemplary conservation and restoration projects in the UK, with a focus on Georgian era buildings.

       

      New Tool to Monitor Your Personal Wellbeing

      The Canal and River Trust [Alliance Member] has teamed up with Kings College London, J&L Gibbons and Nomad Projects to develop the Urban Mind app - which will allow users to get a free personal wellbeing report via a smart phone.

       

      FBHVC Appoints Automotive Fuels Specialist

      The Federation of British Historic Vehicle Clubs (FBHVC) [Alliance Member] has announced the appointment of an Automotive Fuels Specialist, to help the Federation as it focuses on ensuring combustion engine powered vehicles 'have a place to co-exist alongside electric vehicles on the roads of the future'.

       

      Oxford Preservation Trust Awards

      The Oxford Preservation Trust [Alliance Member] this week announced the winners of their 'OTP Awards in Lockdown'. You can see a full list of winners on their website and you can watch the Award Ceremony here.

      SAVE - Westminster Abbey and Parliament Square Conservation Area

      SAVE Britain's Heritage [Alliance Member] is inviting attendees to an event on 17 March (11:00 – 11:45) led by Robert Ayton, Head of Design and Conservation (Central Area) at Westminster City Council. Robert will be discussing recent planning issues impacting the Westminster Abbey and Parliament Square Conservation Area including the UNESCO World Heritage Site, Parliament Square renewal plans and the refurbishment of the Palace of Westminster.

       

      SAVE - Conservation challenges in the post-industrial North East

      SAVE is also running an online event on 14 April (11:00 – 11:45) to explore some of the challenges in seeking to conserve the historic environment in the North East. Drawing on range of recent case studies, Dr Michael Short (Principal Teaching Fellow in Planning and Heritage at the Bartlett School of Planning) will explore conservation debates and practice in a context of weak investment, pressure for regeneration, and conflicts over the value and significance of heritage assets.

      Be More Digital Conference

      There is less than a week to go until the Charity Digital  'Be More Digital' 2021 conference, which will be taking place over 2, 3 and 4 March. The conference will cover everything from digital strategy, to inclusion, to fundraising online. This event is open to all charities and is completely free.
