Many fear the ports on the English Channel will see chaotic scenes if the UK crashes out of the EU without a deal. Yesterday saw the British government publish a series of “technical notices” detailing preparations for a no-deal Brexit. Tobacco companies regularly commission research into the black market in cigarettes which shows it getting ever worse. They use this to lobby governments against tougher tobacco policies, from higher taxes to plain packaging. But according to a new paper by Allen Gallagher and Anna Gilmore, this industry data consistently overstates the problem. So is Big Tobacco up to its same old tricks?
