In a little over two weeks Australian Treasurer Scott Morrison will hand down his second federal budget. He’s describing it as “not a centrepiece”, but the budget has always been regarded as the centrepiece of fiscal policy in Australia. Perhaps, writes Phil Lewis, Morrison is playing it down because there’s likely to be little in it that addresses the real reform required to deliver jobs and growth.
