Message from the CEO

Welcome to another edition of the IIA’s Engage Newsletter.
It’s been six weeks now since I came on board as CEO and I must say that I have been pleased with the positive feedback and continued support provided to me and the Association by you our members, the industry and a number of interested stakeholders.

I certainly hit the ground running and have spent the last few weeks focusing on the many issues that are currently influencing, or impacting on, the continued growth of the Internet in Australia. I have also had the pleasure to speak or meet with some of you and look forward to continuing that engagement with all members. However, should you wish to discuss anything of an urgent nature, please don’t hesitate to contact me, as I’ll be only too willing to assist.

I have also met with representatives from the ACMA, DBCDE and all sides of politics and I’m pleased to say that I look forward to the IIA continuing its collaboration with the Government and Regulators and representing your views on important issues.   

During the last week of July I attended my first IIA Board meeting, where the primary objective of that meeting was to conduct a strategic planning session to prioritise the IIA’s issues and initiatives and set a clear agenda for the next 12 months and beyond.

With so many issues on the agenda such as, convergence, security (including data retention), privacy, content filtering, copyright, e-commerce (building confidence in business and consumers) and the National Broadband Network, it is important that we focus our efforts on those areas that are important to our members and help to secure a fair and open Internet for all Australians.

The Board and I are very committed to achieving positive outcomes and I will continue to communicate with you over the coming months on our strategy to ensure that we are focusing our efforts in the right areas. I would also like to thank Bruce Linn (IIA Chairman) and the Directors for their support and ongoing commitment.

I’m pleased to report that the IIA iCode Taskforce are continuing their review and plan to report back on that process around the end of this month. Please refer to the update in this Newsletter.

There are a number of events on the radar for the IIA over the next 6-8 months, culminating in our Gala Dinner which is currently being planned for February 2013. Please stay tuned for further updates on the dinner and make sure you check out the events section on our website and in this Newsletter for more event details.

I would like to welcome Ursula Radford to the IIA as our new Business Development Manager and thank Maeve for her contributions previously in that role. You will be hearing more from Ursula, if you haven’t already, as we look to engage further with all our members. I’d also like to welcome back Lynn Pendrigh from a well-deserved break. As many of the members would know, Lynn has done a fantastic job in maintaining the operations of the IIA over the previous 12 months following the departure of Peter Coroneos. And finally, I’d like to thank Chantal Steel, our Finance & Admin Manager for doing a fantastic job at holding the fort while Lynn was away.

NBN Co Corporate Plan 2012-2015 released

On 8 August 2012, the Minister for Broadband, Communications and the Digital Economy, Senator Stephen Conroy, and Minister for Finance and Deregulation, Senator Penny Wong, released the NBN Co Corporate Plan 2012-15, which they said confirms that the NBN is on track to be delivered to all Australians. NBN Co has stated that changes to the previous plan takes account of policies, regulatory decisions and other issues that have had an impact on the project, including:

-the ACCC’s decision to mandate 121 Points of Interconnect;

-an updated policy for connecting new housing developments (Greenfields sites);

-the finalisation on 19 July 2012 of the Optus agreement, which relates to the migration of Optus’ HFC cable customers to the NBN; and

-the adoption of a “Build Drop”  method for connecting every premises in the Fibre footprint.

The IIA welcomes the release of the NBN Co Corporate Plan 2012-2015 and supports the Government’s views that, "For Australia to fully embrace the digital age across our entire economy – in healthcare, in education, in small business, and in agriculture – all Australians need access to fast, reliable and affordable broadband.”

The IIA looks forward to working collaboratively with Government on initiatives such as the NBN, as an essential enabler for boosting productivity and growth in Australia via a secure, fair and reliable Internet.

icode Review

The IIA icode Review Forum was held in Sydney June 14th 2012. Representatives from the DBCDE, ACMA, TIO, ISOC AU, AFP and the Banking sector joined IIA member representatives from ISP's and cyber security products and services organisations to discuss icode.

The icode is a voluntary industry code that is used by service providers to help fight cybercrime through protective systems and cooperation on reporting and disclosure. The review is aimed at ensuring the icode continues as an effective voluntary code, embraced by ISP’s and meets current Internet safety challenges.

The key message from the forum was the affirmation of the icode strengths, flexibility in implementation and the voluntary participation by ISP's. The IIA icode Review Taskforce will now prepare a report recommending some tweaking to the icode to cater for ongoing technological change.

The IIA icode taskforce is currently completing an icode Review report for the DBCDE incorporating members and stakeholders input.

Events

The IIA are working to establish an events calendar over the coming 6-8 months that provides value to its members and interested industry participants.

 As such, we are not looking to fill everyone’s calendar but, we are focusing on events that are both topical and assist to inform members, key stakeholders and government in order to help structure the right balance between regulation and commercial interests that promote the best outcomes for business and consumers to drive growth in the Internet in Australia.

Content Forum

The IIA has been in recent discussion with members regarding a desire to conduct a "content forum". The idea being to get a discussion going about the suggested changes to the law recommended by the Convergence Review Report. It’s important to establish a clear understanding of industry views on the mechanisms required to inform government of the best structure for content regulation that promotes innovation and competition in Australia while also protecting the intellectual property rights of content providers and educating consumers.

As such the IIA is working to collaborate with other industry associations, who also see a need for such a forum, to conduct a forum during Q4 this year. More information will be available shortly, however, if you are interested in participating please let us know.

IIA 2012 Nautical Policy Party

The IIA 2012 Nautical Policy Party sponsored by Enex TestLab will be held on Sydney Harbour on the 29 November 4.30pm to 6.30pm providing members with our annual policy wrap and a great networking opportunity. Don’t miss it!

Australian Internet Governance Forum

The first Australian Internet Governance Forum will be held at the Hotel Realm, Canberra on the 11 & 12 October 2012.

The auIGF is based on a multi-stakeholder model established by the United Nations. The forum will bring government, industry and community members together in an open, apolitical forum , to discuss internet related policy issues, exchange ideas and best practices, and help shape the future of the internet in Australia.

"The collaborative nature, timing and agenda of the forum is strongly supported by the IIA" said Peter Lee, CEO of IIA. "Given significant focus on issues such as security, privacy and convergence in a digital world, it's important to facilitate open discussion of those issues with all stakeholders."

Telecommunications Experts Group IIA is working with the Federal Attorney General's Department seeking industry input to a discussion re telecommunications interception.

National Security Reforms
The Parliamentary Joint Committee on Intelligence and Security (PJCIS) has commenced an inquiry into potential reforms of national security legislation following referral to the Committee by the Attorney-General.The Committee has been asked to examine a package of national security ideas comprising proposals for telecommunications interception reform, telecommunications sector security reform and Australian intelligence community legislation reform.

The reform proposals relate to the Telecommunications (Interception and Access) Act 1979 , the Telecommunications Act 1997, the Australian Security Intelligence Organisation Act 1979 and the Intelligence Services Act 2001

The Government is proposing, among other things:

-‘
tailored data retention periods for part of a data set’ for up to two years;

-a three tiered model for interception capability which includes, a comprehensive interception and delivery capability on the part of larger providers, a minimum interception and delivery capability on the part of medium providers and only reasonably necessary assistance for interception on the part of smaller providers;

-that it will be an offence if a C/CSP fails to assist an agency in decrypting communications; and

-an industry‐wide obligation on all C/CSPs to protect their infrastructure and the information held on it or passing across it from unauthorised interference to support the confidentiality, integrity and availability of Australia’s national telecommunications infrastructure’.

Submissions to the PJCIS inquiry addressing the terms of reference are due by Monday 20 August 2012 and the IIA is drafting a response.
As such, we are very interested in members views of the proposed reforms and the PJCIS terms of reference and would encourage you to contact us to ensure we cover your concerns.
