Private Plan Change Request - Memorial Business Park

The Council has received a private plan change request from Memorial Avenue Investments Limited (MAIL). 

The request seeks the rezoning of around 24.55 hectares of rural zoned land bounded by Memorial Avenue, Russley Road and Avonhead Road to Industrial Park Zone (Memorial Avenue) to enable a mixed use industrial business park, including industrial, office, retail and hospitality activities.

Process for this private plan change request

The Council’s district plan review process is governed by an Order in Council which requires any private plan change requests received during the review to be referred to the Independent Hearings Panel.  The Panel’s secretariat has directed the Council to notify the plan change request as a proposal to change the existing district plan.

The Panel’s decision on the plan change request will also become part of the Christchurch Replacement District Plan (the proposed district plan). 

The Council has notified the plan change request and it is now open for submissions.

Late submissions on stage one proposals of the District Plan Review

Some late submissions are still open for further submissions.  Details of these and how to make a further submission on them are at proposeddistrictplan.ccc.govt.nz.

The Chairperson of the Independent Hearings Panel has sole discretion on whether to accept late submissions.
